AN ORDINANCE of the City of Port Angeles,
Washington, revising sewer service rates
and amending Chapter VI of Ordinance
No. 2394, as amended by Ordinance No.
2482, and Chapter 13.65 of the Port
Angeles Municipal Code.
Ordinance No. - ,2,5)(o establishes the single residential unit
rate and each living unit connected with the City water system
shall be charged a monthly customer charge of $10 per month, plus
$0.73 per 100 cubic feet for the amount of metered water consumed
by the user during the billing period, with a maximum charge of
$20.95 per month. All other residential units and living units
shall be charged $16.75 per month.
Further, Ordinance No. c5,26, establishes a Commercial and
Industrial rate to be charged as $3.05 per month, plus $0.89 per
100 cubic feet for the amount of metered water consumed during
the billing period.
Commercial and Industrial dischargers which have a lower
water or wastewater discharge into the public sewers may have
their sewer charges calculated at the rate of $1.01 times the
total number of equivalent plumbing fixtures.
This Ordinance shall take effect April 1, 1989.

Sewer Rates
Shall the Council adopt the attached ordinance revising sewer rates
for 1989?
BACKGROUND
In 1987, the City entered an agreement with EPA and Washington State
Department of Ecology to construct a secondary treatment plant. The
original plan called for systematic rate increases to set aside money
in a sinking fund to pay a portion of the construction costs. In
1987, residential sewer rates were increased from $7.40 per month
to $10. In 1988, rates were increased to $13 per month. At that
time, the City Council requested that future rates be developed on
a basis that would more accurately reflect system usage. The attached
ordinance provides for a rate increase to an average residential rate
of $16.75. However, for the first time, sewer rates would be broken
down into two components: a flat customer charge and a consumption
charge based on metered water consumption. This is the same basis
of billing that has been used for non - residential accounts for quite
some time.
ANALYSIS
The U.A.C. reviewed several rate structure alternatives.

After reviewing eight alternatives and several combinations, the Com-
mittee decided that the best rate structure for residential customers
would be a customer charge of $10 and a commodity charge of $.73 per
100 cubic feet water usage with a maximum billing usage of 1,500 cubic
feet.
The average rate increase for residential customers is 28.85 %. The
attached ordinance establishes the rates as described above and in-
creases commercial rates by 28.85% in all categories.
RECOMMENDATION
After the public hearing is held, we recommend that Council adopt
the attached ordinance establishing revised sewer rates, and instruct
staff to publish a summary of the ordinance.
Staff has a brief presentation prepared, if desired, prior to opening
the public hearing.

THE CITY COUNCIL OF THE CITY OF PORT ANGELES,
WASHINGTON, DOES ORDAIN as follows:
Section 1. Chapter VI of Ordinance No. 2394, as
amended by Ordinance No. 2482, and Chapter 13.65 of the Port
Angeles Municipal Code are hereby amended to read as follows:

13.65.020 Commercial and Industrial Rate. Each
commercial and industrial discharger connected with the City
water system shall be charged monthly a customer charge of
$2•- 3-73.05 per month plus $0.9389 per 100 cubic feet for the
amount of metered water consumed by the user in the billing
period.

13.65.030 Commercial and Industrial Equivalent
Plumbing Fixture Rate. Commercial and industrial dischargers
which have a lower water or wastewater discharge into the public
sewers than is reflected by their water consumption may apply in
writing to the Department of Public Works to have their sewer
charges calculated at the rate of $&r 681.01 times the total
number of Equivalent Plumbing Fixtures. The total number of
Equivalent Plumbing Fixtures shall be calculated, based upon the
following table, which is hereby adopted from the United
States of America Standards Institute National Plumbing Code,
USASI, A40.8 -1955:

13.65.040 Rate for User Outside City Limits. All
sanitary sewage disposal furnished to a user outside the City
limits shall be charged at the rate of 150% of the schedule for
rates and charges as set forth herein or as amended.
Section 2. This Ordinance shall take effect April 1,
1989.
PASSED by the City Council of the City of Port Angeles
at a regular meeting of said Council held on the 21st day of
March, 1989.
