AN ORDINANCE of the City of Port Angeles,
Washington, establishing a secondary sewer
assessment for new connections to the City's
sewer system and a new Chapter 13.66 of the
Port Angeles Municipal Code.
WHEREAS, between February, 1987, and December, 1990,
residential sewer ratepayers will have paid over $350 each into a
sinking fund account for the design and construction of a secondary
sewer treatment plant and non -City residents will have paid over
$525; and
WHEREAS, it is necessary and appropriate to levy upon and
collect from owners of property newly connecting to the City's
sewer system an equitable and proportionate share of such secondary
sewer treatment plant costs as provided in RCW 35.92.025 and RCW
82.02.020.
NOW, THEREFORE, the City Council of the City of Port
ngeles, Washington, does ordain as follows:
Section 1 Secondary Sewer Assessment Established. There
is hereby established a secondary sewer assessment, which shall be
charged for all new potable water service connections to the City's
sewer system which are applied for after the effective date of this
ordinance.
Section 2 Secondary Sewer Assessment - Amount. The
secondary sewer assessment shall be $350 multiplied by the
equivalent water meter factor when the real property to be served
by the connection to the City's sewer system is inside the City
limits and shall be $525 multiplied by the equivalent water meter
factor when such real property is outside the City limits.
Section 3 Equivalent Water Meter Factors. The
quivalent water meter factors for determining the proportional

quivalent of various sizes of water meters to a 3/4" diameter
service line with a 5/8" meter shall be in accordance with the
following data provided in AWWA Standard C700 -77:

rovided that if the actual water meter size installed is increased
o provide for fire sprinkler installation, then the Director of
Public Works shall determine the appropriate equivalent water meter
factor based upon a standard installation for the use without fire
sprinklers.
Section 4 Addition to Other Charges. The secondary sewer
assessment imposed pursuant to this ordinance shall be in addition
o the connection charge for the actual cost of connecting to the
City's sewer system and to all other charges imposed by ordinance.
Section 5 Secondary Sewer Assessment - When Collected.
The secondary sewer assessment shall be paid upon application for
a sewer permit. Connection to the system shall not be made until
the secondary sewer assessment and all other connection charges
ave been paid.
Section 6 Secondary Sewer Assessment - Deposits to Sewer
Fund. Payments of the secondary sewer assessment shall be
eposited into the City's Sewer Improvement Fund.
Section 7 Review of Secondary Sewer Assessment. The
econdary sewer assessment shall be periodically reviewed by the
ity Council and shall be revised to reflect the changes in capital
osts to the ratepayers for secondary sewer treatment design and

construction. Such periodic review shall be not less frequently
than once every two years.
Section 8 Codification. This ordinance shall be codified
as Chapter 13.66 of the Port Angeles Municipal Code.
Section 9
Effective Date. This Ordinance shall take
effect five (5) days after date of publication.

An ordinance of the City of Port Angeles, Washington, establish-
ing a secondary sewer assessment for new connections to the
City's sewer system
Ordinance No. 2572 establishes a secondary sewer assessment
of $350.00 multiplied by the equivalent water meter factor when
real property to be served by the connection is inside the City
limits, and $525.00 multiplied by the equivalent water meter%
when the real property is outside the City limits.
This ordinance shall take effect 5 days after publication.
