AN ORDINANCE of the City of Port Angeles
altering the rates for the sale of
electricity; amending Section 3 of
Ordinance 2054 as most recently amended
by Section 1 of Ordinance 2273; amending
Section 4 of Ordinance 2054 as most
recently amended by Section 1 of Ordinance
2361; amending Section 6 of Ordinance 2054
as most recently amended by Section 1 of
Ordinance 2461; amending Section 2 of
Ordinance 2173 as most recently amended
by Section 2 of Ordinance 2461; amending
Section 6 of Ordinance 2273 as most recently
amended by Section 3 of Ordinance 2461;
amending Section 3 of Ordinance 2173 as
most recently amended by Section 4 of
Ordinance 2417; repealing Section 2 of
Ordinance 2361; amending Sections 13.12.030,
13.12.040, 13.12.060, 13.12.071, 13.12.072,
and 13.12.073 of the Port Angeles Municipal
Code; repealing Section 13.12.050 of the
Port Angeles Municipal Code; and adding
a new Section 13.12.041 to the Port
Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Section 3 of Ordinance 2054 as most
recently amended by Section 1 of Ordinance 2273, and Section
13.12.030 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.030 Schedule R490 - Residential Service.
A. Applicability. This schedule applies throughout the City
for domestic uses in single- family residences, individual
apartments or farms. Separately metered services incidental to
single- family residential and farm service may be served under
this schedule.
B. Character of Service. Sixty cycle, alternating current,
120/240 volts nominal, single phase service will be furnished
under this schedule, supplied through a single meter and one
point of delivery.
C. Rate:
1. Basic Charge
2. Energy Charge
$5.006.00 per month
$0.03520.0344 per kWh
Section 2. Section 4 of Ordinance 2054 as most
recently amended by Section 1 of Ordinance 2361, and Section
13.12.040 of the Port Angeles Municipal Code, are each amended

to read as follows:
13.12.040 Schedule G .5GS -90 - General Service.
A. Applicability. This schedule applies to all cu3tomcr3 not
covered undcr other schedules non - residential accounts in Chapter
13.12 PAMC of the Port Angeles Municipal Code, with a connected
load below 100 KVA.
B. Character of Service. Sixty cycle, alternating current at
such phase and voltage as the City may have available will be
furnished under this schedule, applied through a single meter and
one point of delivery.
C. Rate:
1. Basic Charge
a. Single phase $10.00 per month
b. Three phase $25.00 per month
2. Monthly Energy charge: $0.0332 per kWh
a. 0 15,000 KWH 0.0350 per KWH
b. all kWh over 15,000 0.0217 per KWH
3. Monthly Demand charge:
a. Billing dcmand for each month shall be the maximum
15 minute demand for the month aftcr adjustment
for power factor.
b. 0 50 KW of billing dcmand no charge
c. All KW over 50 KW of
billing dcmand
$4.50 per KW
4. Primary Metering Adjustment. Whcn electric current i3
by a factor of 0.97 before charge3 arc computcd to reflect
delivery to the cu3tomcr at 3ccondary voltage.
Section 3. A new section is added to Chapter 13.12 of
the Port Angeles Municipal Code to read as follows:
13.12.041 Schedule GD -90 - General Service Demand.
A. Applicability. This schedule applies to all non - residential
accounts in Chapter 13.12 of the Port Angeles Municipal Code,
with a connected load above 100 KVA where the City owns the
primary distribution system.
B. Character of Service. Sixty cycle, alternating current at
such phase and voltage as the City may have available will be
furnished under this schedule, applied through a single meter and
one point of delivery.
C. Rate:
1. Basic Charge:
a. Single phase $10.00 per month
b. Three phase $25.00 per month
2. Monthly Energy charge: $0.0230 per kWh

3. Billing Demand:
a. Billing demand for each month shall be the maximum
15- minute demand for the month after adjustment
for power factor.
b. Monthly Demand Charge: $3.77 per KW
4. Primary Metering Adjustment. When electric current is
measured at primary voltage, meter readings shall be multiplied
by a factor of 0.985 before charges are computed to reflect
delivery to the customer at secondary voltage.
5. Power Factor Adjustments:
If the average power factor at which power is delivered
to the customer is less than 95% lagging, the billing demand may
be increased by one percent of each percent or major fraction
thereof that the average power factor is less than 95% lagging.
The average power factor will be determined by measurement of
kilowatt hours and reactive kilovolt- ampere hours during the
billing period using the following formula:
PF = kWh
(kWh)2 + (kvarh)2
Where PF = Average power factor
Where kWh = Kilowatt hours
Where kvarh = Reactive kilovolt - ampere
hours
The metering reactive volt - ampere -hours shall be
ratcheted to prevent reverse rotation when the power factor of
the load is leading.
Section 4. Section 2 of Ordinance 2361 and Section
13.12.050 of the Port Angeles Municipal Code are each repealed.
Section 5. Section 6 of Ordinance 2054 as most
recently amended by Section 1 of Ordinance 2461, and Section
13.12.060 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.060 Schedule IP GPS -90 Industrial Primary Service.
A. Applicability. This schedule applies to all accounts
indu3trial manufacturing and processing plants which own and
operate a primary voltage distribution system with a when
connected load is greater than =-- -_ -- - - - 1,000 KVA.
B. Character of Service. Service to be furnished under this
schedule is unregulated three phase, sixty cycle, alternating
current at primary voltage, 12.5 KV nominal. Service under this
schedule shall be provided and measured at the point(s) of
interconnection of the distribution facilities of the customer
and the City.

C. Rate.
1. Basic Charge $112 per month
42. Billing demand for the month shall be the maximum one -
hour demand for the month, after adjustment for power factor.
The minimum demand charge shall be $1,770665.
-2-3. Monthly Demand Charge:
a. Heavy Load Period Demand Charges:
The maximum one -hour demand occurring during the
hours of 7:00 A.M. through 2:00 P.M., Monday through Saturday,
after adjustment for power factor.
All Months: $93.65 per KW of billing
demand
b. Intermediate Load Period Demand Charges:
The maximum one -hour demand in excess of heavy
load demand which occurs during the hours of 2:00 P.M. through
10:00 P.M., Monday through Saturday, after adjustment for power
factor. The maximum amount of demand available at this rate
shall be limited to 20% of the actual demand occurring in the
heavy load period, or two thousand kilowatts, whichever is
greater.
All Months: $2.041.83 per KW of billing
demand
Demand greater than the above limits will be
billed at the heavy load period rate.
c. Light Load Period Demand Charges:
The maximum one -hour demand occurring during the
hours of 10:00 P.M. through 7:00 A.M. Monday through Saturday and
all hours Sunday in excess of billing demand occurring during
heavy or intermediate load hours after adjustment for power
factor.
All Months: $1.771.33 per kW of billing
demand
44. Monthly Energy Charge:
a. September - March: $0.02210.0202 per kWh
b. April - August: $0.01730.0159 per kWh
45. Metering Charge:
Where more than one metering point is established at
the request of, and benefit to, the customer, a metering charge
of $150 per month shall apply, and billing demand shall be
calculated by combining the demand readings coincidentally.
-56. Power Factor Adjustments:
If the average power factor at which power is delivered
to the customer is less than 95% lagging, the billing demand may
be increased by one percent of each percent or major fraction

thereof that the average power factor is less than 95% lagging.
The average power factor will be determined by measurement of
kilowatt hours and reactive kilovolt- ampere hours during the
billing period using the following formula:

Section 6. Section 2 of Ordinance 2173, as most
recently amended by Section 2 of Ordinance 2461, and Section
13.12.071 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.071 Schedule IT -690 - Industrial Transmission.
A. Applicability. This schedule applies to all accounts where
industrial, manufacturing and processing plants, for power is
taken delivered at transmission voltage.
B. Character of Service. Service to be furnished under this
schedule is unregulated three phase sixty cycle, alternating
current at transmission voltage, 69 KV nominal. Service under
this schedule shall be provided and measured where the customer's
facilities interconnect with the facilities of the City and the
Bonneville Power Administration (BPA).
C. Rate:
1. Basic Charge $2,358 per month
.12. Noncoincidental billing demand for the month shall be
the maximum one -hour integrated demand (actual demand) during the
hours of 7:00 A.M. through 10:00 P.M., Monday through Saturday,
or 130 percent of maximum computed demand, whichever is less for
the month, after adjustment for power factor.
-2-3. Computed demand shall be the maximum computed load for
the month. Computed load shall be calculated as follows:
a. A ratio is developed for each hour and is equal
to all remaining load divided by the maximum hourly demand for
the month of all remaining load. All remaining load is defined
as all City load less the customer's load.
b. The customer's actual hourly load is then
multiplied by the ratio calculated for that hour to obtain hourly
computed load.

c. The monthly maximum computed load shall be the
largest computed load value during the hours of 7:00 A.M. through
10:00 P.M., Monday through Saturday within the month.
44. Incremental demand shall be the difference between the
maximum noncoincidental billing demand and the maximum computed
demand.
45. Monthly Demand Charge:

67. Power Factor Adjustments:
If the average power factor at which power is delivered
to the customer is less than 90% lagging, the billing demand may
be increased by one percent of each percent or major fraction
thereof that the average power factor is less than 90% lagging.
The average power factor will be determined by measurement of
kilowatt hours and reactive kilovolt- ampere hours during the
billing period using the following formula:

Where PF = Average power factor
Where kWh = Kilowatt hours
Where kvarh = Reactive kilovolt- ampere
hours
The metering reactive volt- ampere -hours shall be

Section 7. Section 6 of Ordinance 2273, as most
recently amended by Section 3 of Ordinance 2461, and Section
13.12.073 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.073 Schedule MW -490 - Municipal Water Pumping.
A. Applicability. This schedule applies to municipal water
pumping facilities where the connected load is greater than 500
KVA kilowatts. Timcrs approved by the City Light Department
shall be in3tallcd to prevent pumping during restricted hours a3

dctcrmincd by the City Light Dcpartmcnt.
B. Restrictions. Timers approved by the City Light Department
shall be installed to prevent pumping during restricted hours as
determined by the City Light Department.
BC. Character of Service. Service to be furnished under this
schedule is three phase, sixty cycle, alternating current at
available voltage.
ED. Rate.
1. Basic Charge: $156 per month
12. Billing demand for the month shall be the maximum 15-
minute demand for the month, after adjustment for power factor.
2-3. Monthly dDemand eCharge:
a. Demand occurring during the hours of 10:00 P.M.
through 7:00 A.M., Monday through Saturday, and all hours Sunday,
and other hours as approved by the City Light Department:
No eCharge, except when the power factor
adjustment results in a billing demand greater than actual
demand, the difference shall be charged at the demand rates
applicable for all other hours.
b. All other hours:
All Months: $2.523.50 per kW of billing
demand
344. Monthly eEnergy eCharge: $0.0300.0247 per kWh.

Section 8. Section 3 of Ordinance 2173, as most
recently amended by Section 4 of Ordinance 2417, and Section

13.12.072 of the Port Angeles Municipal Code are each amended to
read as follows:
13.12.072 - Schedule L3-90 - Lighting.
A. Applicability. This schedule applies to all approved un-
metered yard and area lights.
B. Installation. Yard or area lights are available upon
request. Upon approval by the City Light Department, lights will
be installed and energy furnished on private or public property,
for the use and convenience of customers. A one -year contract
for service will be required before the light will be installed.
Costs of additional poles and /or line extensions necessary to
provide for lighting shall be charged to the customer at the time
of installation or removal.
C. Maintenance. If the City Light Department retains ownership
of the area lighting, the maintenance of such lights shall be the
responsibility of the City Light Department. If the customer
retains ownership of the area lighting, the maintenance of such
lights shall be the responsibility of the customer.
D. Rate.
1. Lighting which remains in City Light Department
ownership:
a. 100 watts or less: $5.00 per month
b. More than 100 watts, but
150 watts or less: $67.00 per month
c. More than 150 watts, but
200 watts or less: $7.257.75 per month
d. More than 200 watts: $9.00 per month
2. Lighting which remains in customer ownership:
a. 100 watts or less: $3.002.75 per month
b. More than 100 watts, but
150 watts or less: $3.503.25 per month
c. More than 150 watts, but
200 watts or less $3.75 per month
d. More than 200 watts: $5.25 per month
Section 9 - Effective Date. This Ordinance shall take
effect October 1, 1990.

at a regular meeting of said Council held on the 7th day of
