AN ORDINANCE of the City of Port Angeles,
Washington, allowing a modified asphaltic
concrete (AC) street section in short
subdivisions, and amending Ordinance
No. 2222 and Chapter 16.04 of the Port
Angeles Municipal Code.
WHEREAS, it is in the interest of the City of Port
Angeles to allow provision of building sites at a price which is
Most affordable for City residents while maintaining required
standards of health, safety, and welfare; and
WHEREAS, the current development philosophy of the
region and State encourages the development of land within
existing City boundaries and urban growth areas; and
WHEREAS, the City of Port Angeles has substantial
undeveloped area wherein street rights -of -way and utility access
exist without a plan for street grades or any street
improvements; and
WHEREAS, the current physical improvement standard
requiring curb and gutter and paved frontage streets in all new
short subdivisions, as required by the City's short subdivision
ordinance, has proven to be a costly deterrent to the provision
of affordable building sites as well as a deterrent to the
development of land within existing City boundaries; and
WHEREAS, the short subdivision ordinance also needs to
be revised to more clearly require roadway ditches and /or
culverts to address storm water run -off;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT
ANGELES DOES HEREBY ORDAIN as follows:
Section 1. Section 7 of Ordinance No. 2222 and PAMC
16.04.070 are each amended to read as follows:
16.04.070 Preliminary Short Plat - Design Standards. All
preliminary short plats shall conform to the following design
standards:

A. Right -of -Way Access.
1. Each lot shall abut on a dedicated, improved and
maintained City street. Such street shall connect directly to
an existing improved street.
2. If the abutting right -of -way does not meet minimum
width standards, additional right -of -way shall be required in
accordance with the requirements of the Public Works Department.
B. Lot Design.
1. The minimum area shall be equal to or greater than
that required by Ordinance 1709 as now enacted or hereafter
amended.
2. The minimum depth shall be the total distance
between the required front and rear yard set- backs plus fifteen
feet.
3. The minimum width, measured at the mid -point
between the front and rear yard setback lines, shall be as
required by Ordinance 1709 as now enacted or hereafter amended.
4. a. Panhandle or dogleg lots may be permitted if
the original parcel has insufficient width to reasonably provide
each lot with a dedicated right -of -way occurring within the
interior of the plat, or if there is no reasonable likelihood
that standard rights -of -way could be provided in cooperation with
abutting properties.
b. Each such panhandle or dogleg lot shall meet
the following criteria:
i. The panhandle shall have a minimum width
of twenty feet and shall serve no more than one lot.
ii. The required lot area shall not include
any portion of the panhandle.
iii. Dead -end access streets and /or driveways
in excess of 150 feet in length shall be provided with a turn-
around which has a minimum 90 -foot diameter asphaltic concrete

street (see Exhibit "A "1) or approved alternative, except that
an all- weather gravel surface section may be approved for
turnarounds which are anticipated to be temporary due to the
future extension of the roadway.
C. Natural Features. The lots and lot arrangement shall
be such that no foreseeable difficulties will be created, due to
topography and other natural conditions, for the securing of
building permits to build on all lots in compliance with
Ordinance 1709, as now enacted or hereafter amended, and all
other applicable regulations.
D. Large Lots. Where property is subdivided into lots
which are of sufficient size to be resubdivided, the lots and
streets shall be arranged so as to permit later resubdivision in
conformance with Ordinance 1709, as now enacted or hereafter
amended, Ordinance 1631, as now enacted or hereafter amended, and
this Chapter.
Section 2. Section 14 of Ordinance No. 2222 and PAMC
Section 16.04.140 are each amended to read as follows:
16.04.140 Final Short Plat - Improvements - Required. The
following improvements shall be made or installed for each lot
created by the short subdivision, before final short plat
approval:
A. Watermains and other appurtenances necessary to provide
adequate supply and fire protection, as determined by the Public
Works and Fire Departments;
B. Sanitary sewer or approved septic tank and drainfield
site;
C. Power, telephone, tcicvision cable, and all other
necessary utilities.. —;
D. Appropriate dedications or easements if required;

Minimum street improvement cross - section standard (See
Exhibit "A"2.):
1. Minimum Standard: A principal frontage street
within City right -of -way furnishing access from the nearest fully
improved City street to newly created lots shall be improved to
a minimum of 20 -foot wide asphaltic concrete street with one a-
foot wide shoulder and one 6 -foot wide shoulder for pedestrian
traffic. All dead -end City streets in excess of 150 feet in
length shall be provided with a turn - around which has a minimum
100 -foot diameter right -of -way and 90 -foot diameter asphaltic
concrete street, or approved alternative. The minimum structural
section shall consist of 2 -inch top rock on roadway and
shoulders, with a minimum 8 -inch compacted select backfill
subgrade.
2. EXCEPTION: The Public Works Department shall
require the minimum standard to be increased to match the
immediately adjoining City street when the immediately adjoining
City street is more fully developed than the minimum standard.

F. Roadway ditches and /or culverts shall be provided to
address existing and anticipated storm water run -off occurring
on the site and /or in the principal frontage right -of -way as
determined by the Public Works Department.
G. The subdivider shall provide a street profile
acceptable to the Public Works Department for the principal

frontage street if the final street grade has not been previously
established or accepted by the City.
H. The subdivider shall execute an L.I.D. consent and non -
protest agreement or other agreement acceptable to the City for
street and utilities improvements on the principal frontage
street whenever required improvements are less than the City's
full development standard, as established by the City Engineer.
Section 3. This Ordinance shall take effect five (5)
days after date of publication.
