AN ORDINANCE of the City of Port Angeles,
Washington, establishing speed limits on certain
public streets in the City, amending Section 22
of Ordinance 1310, as most recently amended by
Ordinance 2268, repealing Ordinance 1541,
Ordinance 1660 and Ordinance 2239, and amending
Chapter 10.16 of the Port Angeles Municipal
Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN as
follows:
Section 1. Section 22 of Ordinance 1310, as most recently
amended by Ordinance 2268, and Chapter 10.16 of the Port Angeles
Municipal Code are hereby amended to read as follows:
CHAPTER 10.16
SPEED LIMITS
Sections:
10.16.010 Speed Limits Generally
10.16.020 Speed Limits on Specified Streets
10.16.010 Speed Limits Generally. It shall be unlawful to
operate a motor vehicle or any other vehicle within the City at
speeds in excess of those set forth in this Section under
circumstances and at the locations designated.
1. 25 miles per hour on any street within the City except
as herein otherwise provides.
2. 20 miles per hour when passing any marked school or
playground zone or area, when such zone or area is posted with
standard school speed limit signs or standard playground speed
limit signs, in accordance with the times and conditions posted
said school and playground speed limit signs.
3. 15 miles per hour in any alley within the City.
10.16.020 Speed Limits on Specified Streets. It shall be
unlawful to operate a motor vehicle or any other vehicle at speed
in excess of the following speeds in the following locations:
1. 15 miles per hour on Second Street from the east
margin of Lincoln Street to the east margin of Chase Street.

2. 20 miles per hour on:
a. First Street and Front Street from the west
margin of Lincoln Street to the west margin of Cherry Street.
b. Cherry Street from the south margin of Front
Street to the north margin of First Street.
c. Railroad Avenue from the east margin of Lincoln
Street to the west margin of Oak Street.
d. Oak Street from the south margin of Railroad
Avenue to the north margin of First Street.
e. Laurel Street from the south margin of Railroad
Avenue to the north margin of First Street.
f. Lincoln Street from the south margin of Railroad
Avenue to the north margin of Front Street.
g. Del Guzzi Drive from the south margin of SR 101
to the north margin of Lindberg Road.
3. 30 miles per hour on:
a. "I" Street from the south margin of Fifth Street
to the north margin of 16th Street.
b. 16th Street from the west margin of "C" Street to
the east margin of "I" Street.
c. Tumwater Street from the south margin of Marine
Drive to the north margin of Fifth Street.
d. Fifth Street from the east margin of Tumwater
Street to the east margin of "L" Street.
e. Eighth Street from the east margin of "I" Street
to the west margin of Race Street.
f. Lauridsen Boulevard from the west margin of
Cherry Street to the west margin of Ennis Street.

Peabody Street from the south margin of First
Street to the north margin of Lauridsen Boulevard.
h. Laurel Street from the south margin of Lauridsen
Boulevard to the north margin of Viewcrest Avenue.
i . Race Street from the south margin of First Street
to the north margin of Park Avenue.

j. Tenth Street from the west margin of "I" Street
the east margin of "N" Street.
k. Lincoln Street from the north margin of Front
treet to the north margin of Lauridsen Boulevard.
1. Marine Drive from the west margin of the
intersection of First Street and Valley Street to the west margin
f "A" Street, except as otherwise posted.
m. SR 101 from the margin of Lauridsen Boulevard to
he west City limits.
4. 35 miles per hour on:
a. 18th Street from the west margin of "I" Street to
the west City limits.
b. "C" Street from the south margin of Eighth Street
to the north margin of Lauridsen Boulevard.
c. Lauridsen Boulevard from the west margin of the
Tumwater Truck Route to the west City limits.
d. Park Avenue from the east margin of Peabody
Street to the west margin of Race Street.
e. Mount Angeles Road from the north margin of Park
Avenue to the south City limits.
f. Marine Drive from the west margin of "A" Street
to the United States Coast Guard Air Station on Ediz Hook, except
as otherwise posted.
Front Street from the east margin of Lincoln
g.
Street to the east City limits.
h. First Street from the east margin of Lincoln
Street to the east City limits.
i. Golf Course Road from the south margin of First
Street to the north margin of Lindberg Road.
L "L" Street from the south margin of 18th Street
to the north margin of Lauridsen Boulevard.
5. 40 miles per hour on:
a. The Tumwater Truck Route from the south margin of
Marine Drive to the north margin of Lauridsen Boulevard SR 101.

Section 2. This ordinance shall be forwarded to the
Department of Transportation for approval by the Secretary of
Transportation pursuant to RCW 46.61.415(5), along with such
documentation as may exist or reasonably may be produced which will
help insure its approval; provided that, if the Secretary of
Transportation denies approval for any speed limit for any location
covered by this ordinance, the maximum speed in that location will
be the lowest maximum speed acceptable to the Secretary of
Transportation but not below the speed limit of this ordinance.
Section 3. Ordinances 1541, 1660 and 2239 are hereby
repealed.
Section 4. This ordinance shall take effect five days
after publication or after approval by the Secretary of
Transportation, whichever is later.
Section 5. If any provision of this ordinance or its
application to any person or circumstance, is held invalid, the
remainder of the ordinance, or the application of the provision to
other persons or circumstances, shall not be affected, and to this
end the provisions of this ordinance are declared to be severable.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 18th day of
August , 1992.

Summaries of Ordinances Adopted by the

Ordinance No. 2704
This Ordinance of the City of Port Angeles adds Section 13.12.021 to the Port Angeles
Municipal Code and imposes a surcharge of 6.5 % on the following rate classes: residential,
general service, general service demand, primary service, yard lighting, municipal water
pumping, and nonprofit tax- deductible. This surcharge will be levied effective November 1,
1992. The industrial transmission rate class surcharge will be imposed early in 1993. This
Ordinance shall take effect five (5) days after the date of publication of this summary.
Ordinance No. 2705
This Ordinance of the City of Port Angeles rezones property located on Newell Road, legally
described as the east 300 feet of the northerly 138 feet of Block 7, Croft's Addition, and Lot 4
of Short Plat No. 82 -9 -2, recorded on December 30, 1982, all in Clallam County, Washington,
from LI, Light Industrial, to RS -9, Residential Single - Family. This Ordinance shall take effect
five (5) days after the date of publication of this summary.
Ordinance No. 2706
This Ordinance of the City of Port Angeles establishes speed limits on certain public streets in
the City, amends Section 22 of Ordinance 1310, as most recently amended by Ordinance 2268,
repeals Ordinance 1541, Ordinance 1660 and Ordinance 2239, and amends Chapter 10.16 of the
Port Angeles Municipal Code. The speed limits established are: 15 miles per hour on Second
Street from the east margin of Lincoln Street to the east margin of Chase Street; 20 miles per
hour on Del Guzzi Drive from the south margin of SR 101 to the north margin of Lindberg
Road; 35 miles per hour on Golf Course Road from the south margin of First Street to the north
margin of Lindberg Road, and "L" Street from the south margin of 18th Street to the north
margin of Lauridsen Boulevard; and 40 miles per hour on the Tumwater Truck Route from the
south margin of Marine Drive to the north margin of SR 101. This Ordinance shall take effect
five (5) days after publication of this summary or after approval by the Secretary of
Transportation, whichever is later.
Ordinance No. 2707
This Ordinance of the City of Port Angeles provides for annual notification to sewer ratepayers
of the sewer rate and that portion of the user charges or ad valorem taxes which are attributable
to wastewater treatment services. This Ordinance shall take effect five (5) days after publication
of this summary.
