AN ORDINANCE of the City of Port Angeles,
establishing a ninety -day SEPA threshold
determination deadline and amending Ordinance
1886, as most recently amended by Ordinance
2594, and Chapter 15.04 of the Port Angeles
Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON,
DOES HEREBY ORDAIN as follows:
Section 1. Ordinance 1886, as most recently amended by
Ordinance 2594, and Chapter 15.04 of the Port Angeles Municipal
Code are hereby amended by adding a new section to read as follows:
15.04.045 Timing of Threshold Determinations.
A. Within thirty days of receipt of an application for a
proposal and a SEPA checklist, the Responsible Official shall
either issue a threshold determination, respond to the applicant
with a notification of completeness, or request in writing any
additional information necessary to complete the proposal
application and the SEPA checklist so that the environmental
effects can be meaningfully evaluated. The request for additional
information may include the following:
(1) information describing the proposal as set forth in
WAC 197 -11 -055, 060, or 784 or any other provisions of Ch. 197 -11
WAC or Ch. 43.21 C. RCW;
(2) information completing the SEPA checklist as set forth
in WAC 197 -11 -960 or any other provision of Ch. 197 -11 WAC or Ch.
43.21 C. RCW;
(3) any additional information required pursuant to WAC
197 -11 -335 or 350 or any other provisions of Ch. 197 -11 WAC or
Ch. 43.21 C. RCW; or
(4) any additional information reasonably related to
determining if there may be significant adverse impacts from the
proposal.
B. The Responsible Official shall issue a threshold
determination on a completed application no later than ninety days
after the application for a proposal, the SEPA checklist, and any
necessary supporting documentation are complete.
C. The applicant may request an additional thirty days
for the threshold determination in order for the Responsible
Official to evaluate mitigation measures proposed by the applicant.
The Responsible Official shall grant such extension, if requested.
Section 2. This ordinance shall become effective five days
after the date of publication.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 1st day of
September , 1992.

Ordinance No. 2709
This Ordinance of the City of Port Angeles establishes a plan and system for capital
improvements; authorizes the issuance of electric revenue bonds in the principal amount of
$2,890,000 to provide funds to pay a portion of the City's Electric Utility Capital Improvement
Program; provides for the establishment of certain funds and accounts; makes other covenants
and agreements in connection with the foregoing; and authorizes the sale of such bonds.
Ordinance No. 2710
This Ordinance of the City of Port Angeles establishes an annual budget which shall be in effect
for the period of January 1, 1993, through December 31, 1993, and for succeeding annual
budgets as designated in Chapter 3.04.010 of the Port Angeles Municipal Code; adopts Chapter
35A.33 RCW by reference; amends Ordinance 2400 and Chapter 3.04 of the Port Angeles
Municipal Code; and repeals Ordinance 2450.

upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
