AN ORDINANCE of the City of Port Angeles,
Washington, amending the Parking Ordinance to
reflect changes in State law and holiday parking
enforcement dates and to increase parking fines,
amending Ordinance 2451 and Chapter 10.20 of the
Port Angeles Municipal Code, and repealing
Ordinance 2728.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY
RDAIN as follows:
Section 1. Ordinance 2451 and Chapter 10.20 of the Port
ngeles Municipal Code are hereby amended by amending Section
0.20.050 as follows:
10.20.050 Local Handicap Permits.
A. Any person who submits satisfactory proof to the Pew

•r is so scvcrcly disabled as to be unable to move without thc aid
crutchcs or a wheel chair, er has lost both hands, or who

Port Angcics Police Department, which shall bc left in thc vchicle
in a conspicuous place, bearing distinguishing marks, letters, or
numerals, indicating that thc vehicle is lacing used to transport

B. Cuch permit shall allow thc vehicle in which it i3
dioplaycd to bc parked in any handicap or limited timc parking zone
in thc City of Port Angeles, sa long as thc vchicic is engagcd in
thc transportation of thc person designated on thc permit.
C. Such permit shall bc valid only within thc City limit:
of the City of Port Angeles and shall so state upon thc face
thcrcof.
D. Only onc such permit shall bc issued for any
disability and shall be valid for thc timc period stated on the
facc of thc permit, which shall bc based upon an cstimatc of the

Section 2. Ordinance 2451 and Chapter 10.20 of the Port
ngeles Municipal Code are hereby amended by amending Section
0.20.060 to read as follows:
10.20.060 General. Manner of Parking and Restrictions
hereon.
A. Except when necessary to avoid conflict with other
raffic or in compliance with law or the direction of a police
•fficer or official traffic control device t -1-it shall be unlawful
or any person to stop, stand, or park a vehicle within the City in
iolation of any of the provisions of RCW 46.61.570, RCW 46.61.575,
CW 46.61.590, or RCW 46.61.600, which include, but are not limited
, the following:
1. No person shall stop, stand, or park a vehicle:
a. On the roadway side of any vehicle stopped
parked at the edge or curb of a street, otherwise known as
'double parking ", whether or not any person remains inside of the
ehicle;
b. On a sidewalk, sidewalk area, or street
lanting strip;
c. Within an intersection;
d. On a crosswalk;
e. Between a safety zone and the adjacent curb
r within thirty feet of points on the curb immediately opposite
he ends of a safety zone, unless official signs or markings
ndicate a different no parking area opposite the ends of a safety
one;
f. Alongside or opposite any street excavation
r obstruction when stopping, standing, or parking would obstruct
raffic;
g. Upon any bridge or other elevated structure
pon a highway or within a highway tunnel;
h. On any railroad tracks unless such right -of-

way has been vacated or posted for legal parking;
i. At any place where official signs prohibit
;topping.
2. No person shall stand or park a vehicle, whether
ccupied or not, except momentarily to pick up or discharge a
assenger or passengers:
a. In front of a public or private driveway or
ithin five feet of the end of the curb radius leading thereto;
b. Within fifteen feet of a fire hydrant;
c. Within twenty feet of a crosswalk;
d. Within thirty feet upon the approach to any
lashing signal, stop sign, yield sign, or traffic control signal
ocated at the side of a roadway;
e. Within twenty feet of the driveway entrance
=o any fire station and on the side of a street opposite the
entrance to any fire station within seventy -five feet of said
entrance when properly sign - posted; or
f. At any place where official signs prohibit
standing.
3. No person shall park a vehicle, whether occupied
1r not, except temporarily for the purpose of and while e actually
n a ed in loading or unloadin g property or passengers:
a. Within fifty feet of the nearest railroad
crossing, unless such area has been posted for legal parking; or
b. At any place where official signs prohibit
parking.
4. No person shall move a vehicle not lawfully under
his or her control into any such prohibited area or away from a
Curb such a distance as is unlawful.
B. In all other areas which are subject to the terms of
this Chapter, parking shall be in accordance with lines drawn on
the pavement or signs posted at the curb, pursuant to PAMC
10.20.040.
C. 1. No person driving or in charge of a motor vehicle

hall permit it to stand unattended without first stopping the
ngine, locking the ignition, removing the key, and effectively
etting the brake thereon and, when standing upon any perceptible
rade, turning the front wheels to the curb or side of the street.
2. Any officer coming upon an unattended motor
ehicle which has keys left in the ignition shall lock the
gnition, remove the keys, and promptly deliver them to the offices
f the Port Angeles Police Department for safekeeping. A parking
icket shall be issued and a notation made thereon tho Y c ` o
tating the location of the keys.
D. No person shall park a vehicle on a City street or in
City parking lot in either of the circumstances listed below.
ny police officer is hereby authorized to provide for the removal,
t the owner's expense, of any vehicle parked in violation of the
ollowing provisions:
1. If the vehicle is inoperable and /or under repair;
owever, vehicles that have broken down while in normal use are
llowed to remain for a period not to exceed 48 hours for emergency
epairs if not on the traveled portion of the roadway; or
2. If the vehicle is parked on a City street for an
nreasonable period of time, which for the purposes of this
'ubsection, shall be more than fourteen consecutive days.
E. The occupant(s) of any parked vehicle shall look out
or and yield the right -of -way to oncoming vehicles before opening
door on the main traveled roadway side of the vehicle.
F. It shall be unlawful for any person to stop, park, or
eave standing any vehicle, whether attended or unattended, upon
he traveled portion of any City street.
G. It shall be unlawful for any person to stand or park
:ny vehicle so that any portion of the vehicle or load thereon
•rojects into a street for a distance of more than eight feet from
he curb.
H. It shall be unlawful for any person to stand or park
:ny vehicle in any alley of the City, except for loading or
tnloading, for a period not to exceed fifteen minutes.
I. It shall be unlawful for any person to stand or park
any vehicle that is unlicensed or not currently licensed on any
City street, parking lot, or alley.
J. It shall be unlawful for any person to stand or park
a vehicle on any City street for the purpose of repair or
lubrication, unless the Director of Public Works is satisfied that
he repair or lubrication will not foul City streets and a Right-
of-Way Use Permit is obtained prior to commencing work.
K. It shall be unlawful for any person to park or store
ny non - motorized vehicle, trailer, or other conveyance on any City
treet in excess of twenty -four hours.
L. It shall be unlawful for any person to stand or park
vehicle in such a manner that it prevents a legally parked
ehicle from leavin g an adjacent space.
P ace.
Section 3. Ordinance 2451 and Chapter 10.20 of the Port
Angeles Municipal Code are hereby amended by amending Section
10.20.070 to read as follows:
10.20.070 Restricted Parking Zones.
A. "No Parking Zone" - No vehicle, except an authorized
emergency vehicle, shall park, stand, or stop in a no parking zone
as delineated by red curb marking and /or appropriate signs.
B. "Loading Zone" - No vehicle shall park, stop or stand
in a loading zone designated by yellow curb marking and /or
appropriate signs, except for the purpose of, and only for such
period of time necessary for, expeditious loading or unloading of
a commercial or passenger vehicle. In no case shall the stop for
loading or unloading of articles or materials or passengers exceed
15 minutes in time.
C. "Taxi Zone" - No vehicle, other than a for -hire
vehicle properly licensed by the City of Port Angeles, shall stop,
stand, or park in a taxi zone designated by yellow curb marking
and /or appropriate signs.
D. "Police Zone" - No vehicle, other than one upon
official police business, shall stop, stand, or park in a police
zone designated by green curb marking and /or appropriate signs.
E. "Bus Stop" - No vehicle shall park, stop or stand in
a bus stop, except a bus, either to lay over in an operating
schedule, or while waiting for, loading, or unloading passengers;
provided that such bus provides regularly scheduled service with
the jurisdiction of the City authority.
F. "Handicap Parking Zone ".
1. It is a traffic infraction for any person to park
a vehicle in a handicap parking zone without a special license
plate, card, or decal, as provided for in RCW 46.16.381 or without
displaying a proper -perm-it-as provided for in PAMC 10.20.050. A
person charged with a violation hereof shall not be determined to
have committed an infraction if he or she produces in court or
prior to the court appearance the special license plate, special
card, special decal, or permit required hereinunder or demonstrates
he or she was entitled to the same at the time of being ticketed.
2. Any unauthorized use of the special card, special
decal, special license plate, or permit provided for in RCW
46.16.381 or PAMC 10.20.050 is an infraction.
Section 4. Ordinance 2451 and Chapter 10.20 of the Port
Angeles Municipal Code are hereby amended by amending Section
10.20.090 to read as follows:
10.20.090 Limited Time Zones - Use & Violations.
A. Between the hours of 9 A.M. and 6 P.M. on all days of
the year except Sunday, New Year's Day, Lincoln's BirthdayMartin
Luther King Day, President's Day, Memorial Day, 4th of July
Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, the
day immediately following Thanksgiving Day, and Christmas Day, no
vehicle shall be parked in a limited time zone in violation of the
terms of this Chapter.
B. It shall be unlawful for any person to park a vehicle
in a limited time zone for a period exceeding the maximum time for
parking.
Section 5. Ordinance 2451 and Chapter 10.20 of the Port
Angeles Municipal Code are hereby amended by amending Section
10.20.130 to read as follows:
10.20.130 Designation of City Parking Lots. The following
City parking lots located at the addresses listed below and the
property contiguous thereto are designated as limited time zones
provided, however, that in addition to the days specified in PAMC
10.20.090, the limited time zone restrictions of this Chapter shall
not apply in City parking lots from Thanksgiving Day through
December 31: Lot No. Address
A 216 West Front Street, south side of
Front Street, between Oak and Cherry.
B 117 East Front Street, north side of Front
Street, between Lincoln and Laurel.
C 124 West Front Street, south side of Front
Street between Laurel and Oak.
D 121 West Front Street, north side of Front
Street, between Oak and Laurel.
E 132 East Railroad Avenue, south side of
Railroad Ave., between Lincoln and Laurel.
F 115 East First Street, north side of First
Street, between Lincoln and Laurel.
G 105 North Lincoln Street at the corner of
First and Lincoln Streets.
Section 6. Ordinance 2451 and Chapter 10.20 of the Port
Angeles Municipal Code are hereby amended by amending Section
10.20.140 to read as follows:
10.20.140 Violations - Penalties
A. Any person who violates or fails to comply with any of
the requirements of PAMC 10.20.100, Limited Time Zones, is guilty
eshall be deemed to have committed an infraction and shall be
punishcd by a fineassessed a penalty of tweFive ($2.5) Dollars.
B. Any person who violates or fails to comply with the
requirements of PAMC 10.20.080(A), No Parking Zones, i3 guilty of

$10) Dollars.
C. Any person who violates or fails to comply with the
rovisions of PAMC 10.20.080(F), Handicap Parking Zone, is guilty

D. Any person who violates or fails to comply with any
ther provision of this Chapter, or who counsels, aids, or abets

enalty of Ten ($10) Dollars.
E. Any person who receives a Notice of Parking Infraction
d fails to respond within fifteen (15) days to such Notice shall
e assessed an additional penalty of Twenty -Five ($25) Dollars.
Section 7 - Repealer. Ordinance 2728 is hereby repealed.
Section 8 - Severability. If any provisions of this
rdinance, or its application to any person or circumstances, is
eld invalid, the remainder of the Ordinance, or application of the
rovisions of the Ordinance to other persons or circumstances, is
t affected.
Section 9 - Effective Date. This Ordinance shall take
ffect five days after the date of publication by summary.

Summaries of Ordinances Adopted by the
Port Angeles City Council
on January 5. 1993
Ordinance No. 2733
This Ordinance of the City of Port Angeles amends the solid waste rates by
establishing corrected rates for the collection of refuse in non - City -owned
containers, amends Ordinance No. 2317, as amended, and Chapter 13.54 of the
Port Angeles Municipal Code. The rates are effective as of January 1, 1993.
Ordinance No. 2734
This Ordinance of the City of Port Angeles establishes regulations pertaining to
clearing, grading, filling, and drainage in the City of Port Angeles and creates
Chapter 15.28 of the Port Angeles Municipal Code.
Ordinance No. 2735
This Ordinance of the City of Port Angeles amends the Parking Ordinance to
reflect changes in State law and holiday parking enforcement dates and to increase
parking fines, amends Ordinance 2451 and Chapter 10.20 of the Port Angeles
Municipal Code, and repeals Ordinance 2728.
Ordinance No. 2736
This Ordinance of the City of Port Angeles establishes a risk management and
safety program, specifies policies and procedures therefor, and creates a new
Chapter 2.68 of the Port Angeles Municipal Code.
The full texts of the Ordinances are available at City Hall in the City Clerk's office or will be
mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
