AN ORDINANCE of the City of Port Angeles
amending Ordinance No. 1709, as amended,
and Chapter 17 of the Port Angeles Municipal
Code to allow fire stations as a conditional
use in the CSD -C1, CSD -C2, ACD, CBD, LI and
M -2 Districts.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
ORDAIN as follows:
Section 1. Chapter 17.24 of the Port Angeles
Municipal Code and Ordinance 1709, as amended, are hereby amended
as follows:
17.24.160 Conditional Uses.
A. CSD -C1:
1. Gasoline service islands, accessory to
convenience or grocery stores.
2. Bed and breakfast establishments, provided
that at least one -half of the bedrooms are
devoted solely for transient business.
3. Churches.
4. Fire Stations
45. Off - street parking lots.
46. Utility buildings and structures.
47. Social clubs and fraternal organizations.
48. Self- service car washes.
89. Other uses compatible with the intent of this
Chapter.
310. Residential uses along "C" Street
corridor from 9th Street to Lauridsen
Boulevard.
B. CSD -C2
1. Churches.
2. Fire Stations
43. Offstreet parking lots.
34. Social clubs and fraternal organizations.
45. Self- service car washes.

this Chapter.
Section 2. Chapter 17.26 of the Port Angeles
Municipal Code and Ordinance 1709, as amended, are hereby amended
as follows:
17.26.160 Conditional Uses.
A. Buildings or development necessary for the
operation of a public utility.
B. Churches.
C. Drive -in restaurants, restaurants with
cocktail lounges and taverns, all of which
have direct customer access to an alley
abutting residentially zoned property.
D. Fire Stations
E. Independent off - street parking structures
and lots.
EF. Licensed wrecking yards.
FG. Massage parlors, saunas and steam baths, as
primary use.
GH. Parks and public piers.
i4I. Recreational vehicle courts and parks.
�J. Retail stands, subject to Ordinance No.2070
(Chapter 17.87).
4K. Salvage stores and yards, recycling stores.
KL. Shopping malls, exceeding 63,000 square feet
in land area.
Social service agencies providing 24 -hour
residential care.
MN. Vehicle body and paint shops.
NO. Veterinary clinics, offices and kennels,
provided:
1. buildings and structures are soundproof.
2. all run areas are surrounded by an 8 -foot

solid wall or fence.
3. animal runs are to be constructed in such a
manner that no animal can see another.
4. that an incinerator of a type approved by the
local health department is installed.
9P. Other uses compatible with the intent of this
Chapter.
CBD - CENTRAL BUSINESS DISTRICT
Section 3: Chapter 17.28 of the Port Angeles
Municipal Code and Ordinance 1709, as amended, are hereby amended
as follows:
17.28.160 Conditional Uses.
A. Marine fueling stations.
B. Supermarkets
C. Boat sales, marine items, and related servicing.
D. Glass stores.
E. Retail food stands, subject to Chapter 17.87 of
the Zoning Ordinance.
F. Social service agencies providing 24 -hour
residential care.
G. Buildings necessary for the operation of a public
utility.
H. Churches.
I. Parks and Public Piers.
J. Rest, retirement, nursing, and convalescent
centers.
K. Independent off - street parking lots and
structure.
L. Shopping malls over 63,000 square feet.
M. Self - service gas islands.
N. Other uses compatible with the intent of this
Chapter.
O. Fire stations

Section 4. Chapter 17.32 of the Port Angeles
Municipal Code and Ordinance 1709, as amended, are hereby amended
as follows:
17.32.040 Conditional Uses.
A. Energy generating facilities.
B. Licensed wrecking yard.
C. Petroleum products storage and distribution yards,
not including oil, liquefied petroleum, or
natural gas regulated by EFSEC, which are hereby
prohibited.
D. Processing of food products, such as meat, fruit,
vegetables, seafood, beverages, vegetable oils,
and dairy products.
E. Veterinary clinics, offices, and kennels.
F. Manufacture of specialized small mechanical parts,
tools, die - casting, bearings, patterns, and other
similar products, welding shops, and machine
shops.
G. Other industrial uses which comply with the
purpose of this District.
H. Agricultural uses, defined as commercial farming
and animal husbandry.
I. Social service agencies providing 24 -hour
residential care may be granted a temporary
Conditional Use Permit for a period of one (1)
year. Such temporary use permit may be issued
only if the Planning Commission finds that:
1. the average daily noise levels (ldn) do not
exceed 60 decibels for exterior portions of
the site and 45 decibels for interiors of
living quarters;
2. there are no existing industrial uses in the
vicinity which would adversely impact the
residential use; and

residential use; and
3. in the event a change in circumstances is
found by the Planning Commission which would
result in potential adverse impacts on an
approved residential use, or if any land use
conflicts arise, the Conditional Use shall
become void and the residential use shall

J. Fire stations
Section 5. Chapter 17.34 of the Port Angeles Municipal
Code and Ordinance 1709, as amended, are hereby amended as
follows:
17.34.040 Conditional Uses.
1. Fire stations.
2. Other uses compatible with the intent of
this Chapter.
Section 6. This Ordinance shall take effect five (5)
days after date of publication.
PASSED by the City Council of the City of Port Angeles
at a regular meeting of said Council held on the 16th day of
March, 1993.

Ordinance No. 2751
This Ordinance of the City of Port Angeles rezones property legally described as
all that property lying between Lauridsen Boulevard and Park Avenue in the
Southwest quarter of Section 11, Township 30 North, Range 6 West, W.M., more
particularly described as follows: All of Blocks, 2, 3 and 4, including alleys,
Nantucket, Greyburn, Elmore, Lafayette Streets and Manhatten Avenue, and all
of vacated Blocks 9, 10 and 11, and the Fast Half of Lots 1 through 11, Block 8,
and the abutting vacated streets and alleys, in Campbell's Addition to Port
Angeles, as recorded in Volume 2 of Plats, page 2, records of Clallam County,
Washington. This Ordinance rezones the above described property from RS -9,
Residential Single- Family, to RMD, Residential Medium Density, and amends the
Official Zoning Map.
Ordinance No. 2752
This Ordinance of the City of Port Angeles amends Ordinance No. 1709, as
amended, and Title 17 of the Port Angeles Municipal Code to allow fire stations
as a conditional use in the CSD -C1, CSD -C2, ACD, CBD, LI and M -2 Districts.
Ordinance No. 2753
This Ordinance of the City of Port Angeles annexes the following described
property into the City: The southern one -half of Block 5, the northern one -half
of Block 8, and the adjacent rights -of -way lying north of the center -line of the
statutorily vacated Eckard /Leighton alley extended to the present City limits,
Illinois Addition, Township of Port Angeles, Clallam County, State of
Washington. This approximately 5 acre area will bear a pro -rata share of the
outstanding indebtedness of the City and will be zone RS -9, Residential Single -
Family
Ordinance No. 2754
This Ordinance of the City of Port Angeles implements the Public Disclosure Act,
Chapter 42.17 RCW, and establishes a new Chapter 2.74 in the Port Angeles
Municipal Code, which provides for the administration of the requirements for
public disclosure and availability of City records and establishes guidelines and
procedures to assure that appropriate records and information are made available
to the public for inspection or copying.
Ordinance No. 2755
This Ordinance of the City of Port Angeles amends Section 1 of Ordinance 2720
and PAMC 5.80.030(D) by amending the definition of "competitive telephone
service" in the City's Public Utility Tax Ordinance.
The full texts of the Ordinances are available at City Hall in the City Clerk's office or will be
mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
