AN INTERIM ORDINANCE of the City of Port Angeles
revising off - street parking requirements for
the Downtown Parking and Business Improvement
Area, requiring preparation of a Parking
Management and Development Plan and amending
Ordinance 1588 and Chapter 14.40 of the Port
Angeles Municipal Code.
WHEREAS, the Port Angeles City Planning Commission has
held a public hearing and recorded its recommendation to the City
Council in the Planning Commission minutes of May 12, 1993; and
WHEREAS, the Planning Commission has recommended that
the City's Parking Ordinance be amended to revise the parking
requirements for the Downtown Parking and Business Improvement
Area (PBIA), as set forth herein; and
WHEREAS, the requirements of the State Environmental
Policy Act (Chapter 43.21C RCW) have been met; and
WHEREAS, the City Council, after a public hearing,
finds that said ordinance amendment would be in the best interest
of the City and of its citizens and would be consistent with the
Comprehensive Plan; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT
ANGELES as follows:
Section 1. Ordinance 1588, as amended, and Chapter
14.40 of the Port Angeles Municipal Code are hereby amended by
adding a new section to read as follows:
14.40.025 Parking Space Requirements for Uses in the
Downtown Parking and Business Improvement Area. For all land
uses located in the Downtown Parking and Business Improvement
Area (PBIA), there shall be established and maintained permanent
off - street parking spaces, either on the zoning lot of the use or
within one - hundred feet of the property boundaries (excluding
public streets and alleys) of the zoning lot. The number of
spaces provided for any particular use shall be no less than one -
half the number of spaces determined to be required by reference

to Sections 14.40.030 through 14.40.080.
Section 2. Ordinance 1588, as amended, and Chapter
14.40 of the Port Angeles Municipal Code are hereby amended by
amending PAMC 14.40.120 to read as follows:
14.40.120 Parking Space Requirement Modification - New
Uses in Existing Structures.
A. A change or expansion of use in an existing
building that is not located in the Downtown Parking and Business
Improvement Area (PBIA) where the use meets the parking
requirements of this Chapter must provide parking for the new use
as required by this Chapter. If a change or expansion of use is
proposed for an existing building where the use does not meet the
requirements of this Chapter, the new or expanded use may occur
only if the degree of non - conformance is not increased. For the
purposes of this Section, the degree of non- conformance is
defined as the number of parking spaces required minus the number
of parking spaces provided.
B. A change of use in a building that exists as of
June 25, 1993 and is located in the Downtown PBIA may occur
without provision of additional off - street parking spaces unless
the floor area of the building is increased.
Section 3. The Port Angeles Downtown Association
(PADA) shall prepare a Parking Management and Development Plan in
substantial accordance with the outline as contained in the
attached Exhibit "A" and including requirements for annual
reports to be prepared by the PADA for City review.
Section 4. The ordinance shall be subject to City
Council review in one year, and the Council may extend, make
permanent, modify or repeal the ordinance based upon review of
the Parking Management and Development Plan.
Section 5. Once the Parking Management and Development
Plan is reviewed by the Planning Commission and approved by the

City Council, the City may establish a fee, on a per parking
space basis, which may be paid by a developer in the PBIA in lieu
of providing required parking spaces, and may amend Ordinance
2351 to revise the special assessment charged to downtown
businesses based on building square footage.
Section 6. This Ordinance shall become effective
five (5) days after the date of publication.

Angeles Downtown Association as outlined above shall be submitted to the
Planning Commission and City Council for review and approval;
2. The Parking Development and Management Plan shall at a minimum address the
following issues:
(a) The role of the Port Angeles Downtown Association and how it is
organized.
(b) Where and how new parking lots/spaces will be provided including
financing and cost analysis.
(c) Clarification of when new parking spaces will be built with funds
generated from the in -lieu fees.
(d) A current inventory of existing land uses, downtown occupancy rates,
parking facilities (spaces) and use survey.
(e) Explanation of how in -lieu fee amount is determined.
(f) Maintenance Program.
(g) Annual Report Requirements.
(h) Techniques for managing parking spaces for maximum effectiveness and
for providing information on availability of parking to the public.
(i) Programs for reducing the need for automobiles downtown including
incentive programs for employees to use alternative modes of
transportation.

This Interim Ordinance of the City of Port Angeles revises the off - street parking
requirements for the Downtown Parking and Business Improvement Area, requires
preparation of a Parking Management and Development Plan, and amends
Ordinance 1588 and Chapter 14.40 of the Port Angeles Municipal Code.
The full text of this Ordinance is available at City Hall in the City Clerk's office or will be
mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
This Ordinance shall take effect five days after the date of publication of this summary.
