AN ORDINANCE of the City of Port Angeles
adding radio towers as a conditional use
in the Light Industrial District of the
Zoning Code and amending Ordinance 1709,
as amended, and Section 17.32.040 of the
Port Angeles Municipal Code
WHEREAS, the City Council of the City of Port Angeles has held a public
hearing and reviewed the recommendation of the Planning Commission on a proposed
amendment to the Light Industrial as set forth in the Planning Commission minutes of June
8, 1994, and;
WHEREAS, the requirements of the State Environmental Policy Act (Chapter
43.21C RCW) have been met;
WHEREAS, the City Council has determined that the proposed amendment is
in the public interest and is consistent with the Comprehensive Plan and has adopted findings
and conclusions;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT
ANGELES DOES ORDAIN as follows:
Section 1. Ordinance No. 1709, as amended, and Chapter 17.32 of the Port
Angeles Municipal Code are hereby amended by amending PAMC 17.32.040 to read as
follows:
17.32.040 Conditional Uses.
A. Energy generating facilities
B. Licensed wrecking yard.
C. Petroleum products storage and distribution yards, not including oil,
liquefied petroleum, or natural gas regulated by EFSEC, which are hereby prohibited.
D. Processing of food products, such as meat, fruit, vegetables, seafood,
beverages, vegetable oils, and dairy products.
E. Veterinary clinics, offices, and kennels.
F. Manufacture of specialized small mechanical parts, tools, die - casting,
bearings, patterns, and other similar products, welding shops, and machine shops.
G. Other industrial uses which comply with the purpose of this District.
H. Agricultural uses, defined as commercial farming and animal husbandry.
I. Social service agencies providing 24 -hour residential care may be
granted a temporary Conditional Use Permit for a period of one (1) year. Such
temporary use permit may be issued only if the Planning Commission finds that:
1. the average daily noise levels (ldn) do not exceed 60 decibels for
exterior portions of the site and 45 decibels for interiors of living quarters;
2. there are no existing industrial uses in the vicinity which would
adversely impact the residential use; and
3. in the event a change in circumstances is found by the Planning
Commission which would result in potential adverse impacts on an approved
residential use, or if any land use conflicts arise, the Conditional Use shall
become void and the residential use shall cease. (Ord. 2648 §1, 8- 30 -91; Ord.

J. Public juvenile detention facilities, where:
1. The average daily noise levels (ldn) do not exceed 45 decibels
for interior sleeping quarters, or such other standard as is
generally accepted; and
2. The existing and potential industrial uses will not adversely
impact the detention center.
K. Fire stations (Ord. 2742, §4, 3/26/93)
L. Radio towers exceeding thirty -five (35) feet.

at a regular meeting of said Council held on the 5th
day of July, 1994.

Ordinance No. 2821
This Ordinance of the City of Port Angeles adds radio towers as a conditional use in the Light Industrial
District of the Zoning Code. This Ordinance amends Ordinance No. 1709, as amended, and Section
17.32.040 of the Port Angeles Municipal Code.
Ordinance No. 2822
This Ordinance of the City of Port Angeles adds libraries as a conditional use in the Office Commercial

Ordinance No. 2824
This Ordinance of the City of Port Angeles revises an annexation condition for property near Golf Course
Road. This Ordinance amends Section 4 of Ordinance 2774.
Ordinance No. 2825
This Ordinance of the City of Port Angeles pertains to the revision of penalties on delinquent LID
assessments by establishing a general penalty rate for all LID assessments at the rate of 12% per annum.
This Ordinance repeals Ordinance No. 1773.
Ordinance No. 2826
This Ordinance of the City of Port Angeles revises the City Pier and Waterfront Park regulations by
requiring all operators of vessels mooring overnight to self register and pay a moorage fee of $8.00 per
night. This Ordinance amends Ordinance No. 2209, as amended, and Chapter 12.12 of the Port Angeles
Municipal Code.
The full texts of the Ordinances are available at City Hall in the City Clerk's office or will be mailed upon request. Office
hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
