AN ORDINANCE of the City of Port Angeles,
Washington, revising an annexation condition
for property near Golf Course Road and amending
Section 4 of Ordinance 2774.
WHEREAS, a condition of annexing approximately 51.66 acres of property near Golf
Course Road was that right of way be dedicated to the City for the widening of Golf Course
Road; and
WHEREAS, one of the property owners has objected to the dedication requirement;
and
WHEREAS, the City can still obtain this right of way through the local improvement
district (LID) process, which will result in the cost being shared by all of the property owners
within the LID;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PORT ANGELES as follows:
Section 1. Section 4 of Ordinance 2774 is hereby amended to read as follows:
If the City is not able to determine that Conditions Nos. 1 through 3 below have been
complied with within one year of the date this ordinance is adopted, the annexation shall not
become effective and this ordinance shall be repealed.
Conditions:
1. Compensation shall be provided by owners of property within the annexation
area to the City for obtaining P.U.D. facilities located within the annexation
area in an amount not to exceed $1,528.87 per lot plus interest in accordance
with one of the following three payment options:
a. One lump sum payment within one year of the date this ordinance is
adopted in an amount not to exceed $1,528.87 per lot;
b. For currently undeveloped lots, one lump sum payment at the time
electric service is received in an amount not to exceed $1,528.87 per
lot plus interest at the annual rate of 6.5%;
c. For lots currently receiving electric service, monthly payments not to
exceed $17.36 as a surcharge to the City electric bill for a period of
ten (10) years.
2. The west half of Golf Course Road shall be dedieated obtained where
necessary through the local improvement district (LID) process, including 15
feet along the Lappier and Hopkins frontages and 30 feet along the Neske
property.
3. Separate no protest agreements for the formation of a local improvement
district for each of the following improvements shall be entered into by
property owners of no -less than 60% of the assessed value of the property
within the annexation: upgrading Melody Lane and Golf Course Road to city
standards; upsizing the sewer line as outlined in a report prepared by
Northwest Territories (NTI); extending the sewer line from its current location
north of Melody Lane to the site; and improving the water system for the area
including storage and distribution facilities.
4. The east boundary of the annexation shall be located along the east boundary
of the Golf Course Road right -of -way.
Section 2. This Ordinance shall take effect five (5) days after date of publication.
PASSED by the City Council of the City of Port Angeles at a regular meeting of said
Council held on the 5th day of July , 1994.

This Ordinance of the City of Port Angeles adds radio towers as a conditional use in the Light Industrial
District of the Zoning Code. This Ordinance amends Ordinance No. 1709, as amended, and Section
17.32.040 of the Port Angeles Municipal Code.

Residential Developments. This Ordinance amends Ordinance 1709, as amended, and Section 17.70.040
of the Port Angeles Municipal Code.
Ordinance No. 2824
This Ordinance of the City of Port Angeles revises an annexation condition for property near Golf Course
Road. This Ordinance amends Section 4 of Ordinance 2774.
Ordinance No. 2825
This Ordinance of the City of Port Angeles pertains to the revision of penalties on delinquent LID
assessments by establishing a general penalty rate for all LID assessments at the rate of 12% per annum.
This Ordinance repeals Ordinance No. 1773.
Ordinance No. 2826
This Ordinance of the City of Port Angeles revises the City Pier and Waterfront Park regulations by
requiring all operators of vessels mooring overnight to self register and pay a moorage fee of $8.00 per
night. This Ordinance amends Ordinance No. 2209, as amended, and Chapter 12.12 of the Port Angeles
Municipal Code.

hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
