AN ORDINANCE of the City of
Port Angeles amending Ordinance
No. 1709, as amended, and adding
Section 17.96.045 to the Port Angeles
Municipal Code to specify the use
of zoning lot covenants.
WHEREAS, the City Council of the City of Port Angeles has held a public
hearing and reviewed the recommendation of the Planning Commission on proposed
amendments to the City's zoning regulations concerning the use of zoning lot covenants,
which recommendation has been forwarded to the City Council in the Planning
Commission minutes of November 9, 1994, and;
WHEREAS, the requirements of the State Environmental Policy Act
(Chapter 43.21C RCW) have been met;
WHEREAS, the City Council has determined that the proposed amendments
are in the public interest and are consistent with the Comprehensive Plan and has adopted
findings and conclusions;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT
ANGELES DOES ORDAIN as follows:
Section 1. Ordinance No. 1709, as amended, and Chapter 17.96 of the Port
Angeles Municipal Code are hereby amended by adding PAMC Section 17.96.045 to read
as follows:
17.96.045 Zoning Lot Covenants - Applicability.
Zoning lot covenants. as defined in PAMC 17.08.130 (C). may be used only to
allow a property owner to designate as a zoning lot two or more adjacent lots that
either:
A. Have one legal residential structure encroaching onto all of the said
lots; or
B. Results in a lot that meets the zoning and subdivision requirements;
or
C. Results in a lot that does not meet the zoning and subdivision
requirements. provided that the owners sign a no- protest agreement
for the formation of an L.I.D. for meeting the required
development standards.
The covenant shall be recorded with the County Auditor's Office and a copy of the
recorded covenant shall be provided to the Planning Department. Once filed. the
covenant may only be removed through compliance with Chapter 58.17 RCW and
the City's subdivision and /or short plat regulations.
PASSED by the City Council of the City of Port Angeles at a regular meeting of
said Council held on the 20th day of December, 1994.

Ordinance No. 2847
This Ordinance of the City of Port Angeles amends the City's SEPA ordinance by revising the list
of policy documents to be applied in denying or conditioning actions pursuant to SEPA and
amends Ordinance 1886, as amended, and Chapter 15.04 of the Port Angeles Municipal Code.
Ordinance No. 2848
This Ordinance of the City of Port Angeles amends Ordinance No. 1709, as amended, and adds
Section 17.96.045 to the Port Angeles Municipal Code to specify the use of zoning lot covenants.
Ordinance No. 2849
This Ordinance of the City of Port Angeles revises the Budget for the fiscal year ending December
31, 1994, adopts the budget for the fiscal year ending December 31, 1995, and amends Ordinance
2789.
Ordinance No. 2850
This Ordinance of the City of Port Angeles establishes a fund in the City Treasury for
administration of funds in connection with the maintenance of the new Senior Services and
Community Center.

Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
These Ordinances shall take effect five days after the date of publication of these summaries.
