AN ORDINANCE of the City of Port Angeles,
Washington, revising the concentration limits
for substances discharged into the City's
wastewater disposal system and amending
Ordinance 2290 as amended and Chapter 13.06 of
the Port Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY
ORDAIN as follows:
Section 1. Section 4 of Ordinance 2290, as amended by
Section 3 of Ordinance 2609, and PAMC 13.06.040 are hereby amended
to read as follows:
13.06.040 Limitations on Wastewater Strength.
A. National Categorical Pretreatment Standards: National
categorical pretreatment standards as promulgated by the U. S.
Environmental Protection Agency pursuant to the Act will become a
part of this Chapter and shall be met by all Dischargers of the
regulated industrial categories.
B. State Requirements: Requirements for Minor Industrial
Dischargers shall include notification, application, permitting,
monitoring, and enforcement, as well as evaluation for participa-
tion in the Accidental Spill Prevention Program and abide by State
requirements of AKART.
C. Right of Revision: The City reserves the right to
amend this Chapter to provide for more stringent limitations or
requirements on discharges to the POTW where deemed necessary to
comply with the objectives set forth in Section 13.06.010 of this
Chapter.
D. Dilution: Dilution is never allowed at a facility to
achieve standards specified in this Chapter.
E. Supplementary Limitations: No Discharger shall
discharge wastewater containing concentrations of substances
exceeding the following values:
Any waters or wastes containing heavy metals and
similar objectionable or toxic substances to such a degree that any
such material received in the composite sewage at the point of
discharge exceeds the limits as follows:
Arsenic
Cadmium

The City may impose mass limitations on Dischargers which are using
dilution to meet the Pretreatment Standards or Requirements of this
Chapter, or in other cases where the imposition of mass limitations
is deemed appropriate by the City.
Section 2 - Effective Date. This Ordinance shall take
effect five days after the date of publication.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 5th day of Dec.
1995.

This Ordinance of the City of Port Angeles, Washington, revises the concentration
limits for substances discharged into the City's wastewater disposal system and
amends Ordinance 2290, as amended, and Chapter 13.06 of the Port Angeles
Municipal Code.
The full text of the Ordinance is available at City Hall in the City Clerk's office or will be
mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
This Ordinance shall take effect five days after the date of publication of this summary.

1
