AN ORDINANCE of the City of Port Angeles,
Washington, providing for special "pass through"
power rates from the Bonneville Power
Administration for industrial customers and
amending Ordinance 2173 as amended and Chapter
13.12 of the Port Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY
ORDAIN as follows:
Section 1. Section 2 of Ordinance 2173 as amended and PAMC
13.12.071 are hereby amended to read as follows:
13.12.071 Schedule IT -95 - Industrial Transmission.
A. Applicability. This schedule applies to all accounts
where power is taken at transmission voltage.
B. Character of Service. Service to be furnished under
this schedule is unregulated three phase sixty cycle, alternating
current at transmission voltage, 69 KV nominal. Service under this
schedule shall be provided and measured where the customer's
facilities interconnect with the facilities of the City and the
Bonneville Power Administration (BPA).
C. Rate:
1. Basic Charge $1,842 per month
2. Coincidental demand shall be the demand for each
customer covered under this rate schedule at the time of the City's
system peak during peak load hours defined by the Bonneville Power
Administration (BPA). BPA currently defines the peak load period
as 7:00 A.M. through 10:00 P.M., Monday through Saturday. Coinci-
dental demand will be adjusted for power factor less than 95 %.
3. Monthly Coincidental Demand Charge:
$4.62 per kw of coincidental demand.
4. Monthly Energy Charge:
a. September - March: $0.0254 per kWh
b. April - August: $0.0188 per kWh
5. Power Factor Adjustments: If the average power
factor at which power is delivered to the customer is less than 95%
lagging, the billing demand may be increased by one percent for
each percent or major fraction thereof that the average power
factor is less than 95% lagging. The average power factor will be
determined by measurement of kilowatt hours and reactive kilovolt -
ampere hours during the billing period using the following formula:
PF = kWh
(kWh) 2 + (kvarh) 2
Where PF = Average power factor
Where kWh = Kilowatt hours
Where kvarh = Reactive kilovolt- ampere hours
The metering reactive volt - ampere -hours shall be
ratcheted to prevent reverse rotation when the power factor of the
load is leading.
D. Special "Pass- Through" Rates: The industrial
transmission rate schedule may be modified pursuant to special
contractual arrangements with BPA whereby BPA makes available
reduced wholesale power on a special "pass- through" arrangement to
meet the unique circumstances of a particular industrial customer,
provided that any such special rate shall take effect no sooner
than July 1, 1996.
Section 2 - Effective Date. This Ordinance shall take
effect five days after the date of publication.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said C•. held on the 16th day of July
1996.

This Ordinance of the City of Port Angeles provides for special "pass through" power rates from the
Bonneville Power Administration for industrial customers, amends Ordinance 2173 as amended, and
Chapter 13.12 of the Port Angeles Municipal Code.

mailed upon request. Office hours are Monday through Friday from 8:00 a.m. to 5:00 p.m.
This Ordinance shall take effect five days after the date of publication of this summary.
