AN ORDINANCE of the City of Port Angeles revising the tax
upon the City's solid waste and water /wastewater utilities and
amending Ordinance No. 2183, as amended, and Section 5.80.040
of the Port Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELS DOES ORDAIN as follows:
Section 1. Section 4 of Ordinance 2183, as most recently amended by Section 1 of
Ordinance 2726, and Section 5.80.040 of the Port Angeles Municipal Code are each amended
to read as follows:
5.80.040 Tax Levied - Telegraph Business and Public Utilities.
A. From and after January 1, 1982, there is levied upon, and there shall be collected
from, every person, firm or corporation engaged in carrying on telegraph business for hire or
sale within or partly within the corporate limits of the City a tax for the privilege of so doing
business. Such tax shall be levied at the rate of three percent of the total gross operating
revenues of such business derived within the City.
B. From and after February 16, 1991, there is levied upon, and there shall be
collected from, every person, firm, corporation or public utility district engaged in the
distribution and sale of electricity within or partly within the corporate limits of the City a tax
for the privilege of so doing business. Such tax shall be levied at the rate of six percent of the
total operating revenues of such business derived within the City, excluding revenues derived
from the sale of electricity for resale.
C. From and after February 16, 1991, there is levied upon, and there shall be
collected from, the City's electric utility, a tax at the rate of six percent of the total operation
revenues of such utilities, excluding revenues derived from the sale of electricity for resale.
D. From and after January 1, 1993 1997, there is levied upon and there shall be
collected from, the City's solid waste utility and water /wastewater utility, a tax at the rate of
seven eight percent of the total operation revenues of such utilities.
Section 2 - Severability. If any provisions of this Ordinance, or its application to any person
or circumstances, is held invalid, the remainder of the Ordinance, or application of the provisions
of the Ordinance to other persons or circumstances, is not affected.
Section 3 - Effective Date. This Ordinance shall take effect January 1, 1997.
PASSED by the City Council of the City of Port Angeles at a regular meeting of said
Council held on the 17th day of Decembe , 1996.

Ordinance No. 2939
This Ordinance of the City of Port Angeles orders certain local improvements and creates a local
improvement district; provides for the payment of the cost of such improvements by special
assessments; creates a local improvement district fund; and provides for the issuance and sale of
local improvement district bonds and interim financing warrants or notes. This Ordinance shall
take effect five days after the date of publication of this summary.
Ordinance No. 2940
This Ordinance of the City of Port Angeles revises the Budget for the fiscal year ending December
31, 1996, adopts the budget for the fiscal year ending December 31, 1997, and amends Ordinance
No. 2901. This Ordinance shall take effect five days after the date of publication of this
summary
Ordinance No. 2941
This Ordinance of the City of Port Angeles revises to eight percent the tax upon the City's solid
waste and water /wastewater utilities and amends Ordinance No. 2183, as amended, and Section
5.80.040 of the Port Angeles Municipal Code. This Ordinance shall take effect January 1, 1997.
Ordinance No. 2942
This Ordinance of the City of Port Angeles amends the Parking Ordinance to reflect changes in
State law, to increase parking fines and to provide for collection of unpaid parking fines, amends
Ordinance No. 2451, as amended, and Chapter 10.20 of the Port Angeles Municipal Code. This
Ordinance shall take effect on January 1, 1997.
Ordinance No. 2943
This Ordinance of the City of Port Angeles provides for prosecution, adjudication, sentencing and
incarceration of misdemeanor and gross misdemeanor offenses pursuant to Laws of 1976, Chapter
308, Section o and RCW 39.34.180, adopting by reference the misdemeanor and gross
misdemeanor provisions of the Revised Code of Washington, and amends Ordinance No. 2129,
as amended, and Title 9 of the Port Angeles Municipal Code. This Ordinance shall take effect
on January 1, 1997.
Ordinance No. 2944
This Ordinance of the City of Port Angeles establishes a Money Back Guarantee Program to
assure processing of development permit applications within established time frames and amends
Ordinance No. 2789, as amended, and Chapter 3.70 of the Port Angeles Municipal Code. This
Ordinance shall take effect five days after the date of publication of this summary.
