AN ORDINANCE of the City of Port Angeles,
Washington, amending the Parking Ordinance to
reflect changes in State law, to increase
parking fines and to provide for collection of
unpaid parking fines, amending Ordinance 2451,
as amended, and Chapter 10.20 of the Port
Angeles Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY
ORDAIN as follows:
Section 1. Ordinance 2451, as amended, and Chapter 10.20
of the Port Angeles Municipal Code are hereby amended by amending
Section 10.20.070 as follows:
10.20.070 (F.) "Handicap Parking Zone.
1. It is a traffic infraction for any person to park a
vehicle in a handicap parking zone without a special license plate
ard, or dccal placard as provided for in RCW 46.16.381. A person
charged with a violation hereof shall not be determined to have
committed an infraction if he or she produces in court or prior to
the court appearance the special license plate apccial card,
apccial dccal, or permit placard required hereunder or demonstrates
he or she was entitled to the same at the time of being ticketed.
2. Any unauthorized use of the opccial card, apccial
dccal, special license plate or permit placard provided for in RCW
46.16.381 or PAMC 10.20.050 is aft infraction misdemeanor.
Section 2. Ordinance 2451, as amended, and Chapter 10.20
of the Port Angeles Municipal Code are hereby amended by amending
Section 10.20.140 to read as follows:
10.20.140 Violations - Penalties.
A. Any person who violates or fails to comply with any of
the requirements of PAMC 10.20.100, Limited Time Zones_, shall be
deemed to have committed an infraction and shall be assessed a
penalty of Fivc ($5) Ten ($10) Dollars.
B. Any person who violates or fails to comply with the
requirements of PAMC 10.20.0a70(A), No Parking Zones_, shall be
deemed to have committed an infraction and shall be assessed a
-penalty of Tcn ($10) Twenty ($20) Dollars.
C. Any person who violates or fails to comply with the
provisions of PAMC 10.20.0$70 (F), Handicap Parking Zone, shall be
deemed to have committed an infraction and shall be assessed a
penalty of Fifty ($50) One Hundred Seventy Five ($175) Dollars.
D. Any person who violates or fails to comply with any
other provision of this Chapter, or who counsels, aids, or abets
any such violation or failure to comply, shall be deemed to have
committed an infraction and shall be assessed a penalty of Ten
($10) Dollars.
E. Any person who receives a Notice of Parking Infraction
and fails to respond within fifteen (15) days to such Notice shall
be assessed an additional penalty of Twenty -Five ($25) Dollars.
Section 3. Ordinance 2451, as amended, and Chapter 10.20
of the Port Angeles Municipal Code are hereby amended by adding
Section 10.20.170 to read as follows:
10.20.170 Collections.
The Chief of Police or his
designee(s) shall administer the collection of fees established
pursuant to this Chapter that are not paid within thirty (30) days
by referring those parking violations for collection to a
collection agency. The Chief of Police is authorized to enter into
agreements with collection agencies to carry out the purpose of
this Section. Such agency as selected shall collect the original
violation fee, plus the late fee for the City of Port Angeles plus
a collection fee not to exceed thirty -three (33%) percent. Reports
on collection of unpaid parking fines and penalties shall be
included in the departmental activity reports.
Section 4 - Severability. If any provision of this title,
or its application to any person or circumstance is held invalid,
the remainder of the title, or the application of the provision to
other persons or circumstances is not affected, and to this end the
provisions of this title are declared to be severable.
Section 5 - Effective Date. This Ordinance shall take
effect on January 1, 1997.
PASSED by the City Council of the City of Port Angeles at
a regular meeting of said Council held on the 17th day of Dec.
1996.

Ordinance No. 2939
This Ordinance of the City of Port Angeles orders certain local improvements and creates a local
improvement district; provides for the payment of the cost of such improvements by special
assessments; creates a local improvement district fund; and provides for the issuance and sale of
local improvement district bonds and interim financing warrants or notes. This Ordinance shall
take effect five days after the date of publication of this summary.
Ordinance No. 2940
This Ordinance of the City of Port Angeles revises the Budget for the fiscal year ending December
31, 1996, adopts the budget for the fiscal year ending December 31, 1997, and amends Ordinance
No. 2901. This Ordinance shall take effect five days after the date of publication of this
summary.
Ordinance No. 2941
This Ordinance of the City of Port Angeles revises to eight percent the tax upon the City's solid
waste and water /wastewater utilities and amends Ordinance No. 2183, as amended, and Section
5.80.040 of the Port Angeles Municipal Code. This Ordinance shall take effect January 1, 1997.
Ordinance No. 2942
This Ordinance of the City of Port Angeles amends the Parking Ordinance to reflect changes in

Ordinance shall take effect on January 1, 1997.
Ordinance No. 2943
This Ordinance of the City of Port Angeles provides for prosecution, adjudication, sentencing and
incarceration of misdemeanor and gross misdemeanor offenses pursuant to Laws of 1976, Chapter
308, Section o and RCW 39.34.180, adopting by reference the misdemeanor and gross
misdemeanor provisions of the Revised Code of Washington, and amends Ordinance No. 2129,
as amended, and Title 9 of the Port Angeles Municipal Code. This Ordinance shall take effect
on January 1, 1997.
Ordinance No. 2944
This Ordinance of the City of Port Angeles establishes a Money Back Guarantee Program to
assure processing of development permit applications within established time frames and amends
Ordinance No. 2789, as amended, and Chapter 3.70 of the Port Angeles Municipal Code. This
Ordinance shall take effect five days after the date of publication of this summary.
