HomeMy WebLinkAbout3288• • ORDINANCE NO. 3288 AN ORDINANCE of the City of Port Angeles, Washington, providing for the adoption, administration and enforcement of the 2006 Edition of the International Property Maintenance Code; repealing ordinances in conflict therewith, and amending Chapter 14 of the Port Angeles Municipal Code. Whereas, on July 2, 2007, the City Council held a public hearing to consider adoption of the 2006 Edition of the International Property Maintenance Code, a publication of the International Code Council (I.C.C.), along with the appendices of such Code, and to receive input from the general public and all persons who may be affected by the proposed adoption; and Whereas, the City Council finds it in the best interests of its citizens to adopt the 2006 edition of the International Property Maintenance Code for the purpose of regulating and governing the conditions and maintenance of all property, buildings and structures within the City by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures in the City; providing for the issuance of permits and collection of fees therefor; and repealing ordinances in conflict therewith. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES HEREBY ORDAIN as follows: Section 1. There is hereby added a new Chapter 14.09 of the Port Angeles Municipal Code to read as follows: • • Sections: 14.09.010 14.09.020 14.09.030 CHAPTER 14.09 PROPERTY MAINTENANCE CODES Property Maintenance Codes Adopted. Purpose and Policy. Copy of Property Maintenance Codes on File. 14.09.010 Property Maintenance Codes Adopted. The International Property Maintenance Code, 2006 Edition, as published by the International Code Council, is hereby adopted and made a part hereof, as if fully set out in this ordinance. Property maintenance within the City of Port Angeles shall be governed by said International Property Maintenance Code, 2006 Edition. 14.09.020 Purpose and Policy. The Property Maintenance Codes of the City of Port Angeles are enacted as an exercise of the City's police power for the protection of the health, safety, and welfare of the general public, for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure the structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code. 14.09.030 Copy of Property Maintenance Codes on File. One copy of the Property Maintenance Codes of the City of Port Angeles shall be on file with the City Clerk and will be available for public review. -2- • • Section 2. The City Clerk and the codifiers of this ordinance are authorized to make necessary corrections to this ordinance including, but not limited to, the correction of the scrivener' s /clerical errors, references, ordinance numbering, section/subsection numbers and any references thereto. Section 3 - Severability. If any provisions of this Ordinance or its applications to any person or circumstances is held to be invalid, the remainder of the Ordinance or application of the provisions of the Ordinance to other persons or circumstances is not affected. Section 4 - Effective Date. This ordinance, being an exercise of a power specifically delegated to the City legislative body, is not subject to referendum. This ordinance shall take effect five days after its publication by summary. Ordinance No. 3287 This Ordinance of the City of Port Angeles, Washington, adopts the 2006 editions of the International Building, Mechanical, Fire and Residential Codes, the 2006 Uniform Plumbing Code, the 2006 Washington State Energy Code, the 2006 Washington State Ventilation and Indoor Air Quality Code with amendments and appendices. Ordinance No. 3288 This Ordinance of the City of Port Angeles, Washington, provides for the adoption, administration and enforcement of the 2006 Edition of the International Property Maintenance Code; repeals ordinances in conflict therewith, and amends Chapter 14 of the Port Angeles Municipal Code.
