The Commission met in regular session at 10 A.M. and was called to order by Mayor Robinson. Roll Call
i showed the follcming Officers present: !.Iayor Robinson, Commissioners Beam and llasters, and Clerk Ha,'lkins.
! The: minutes of the previous session were read and approved.

Resolution
WHEREAS, at. a regular rr.eeting of !lille City Commission of the City of Port Angeles, all of the Comnissioners I
being present, the DowntOYffi Parking Association, Inc. presented a proposed lease regarding the East Half of,
Lot Six (6) and tile West nalf of Lot Five (5) in Block One (1) of Tide Lands East of Laurel street of said ,
City, for a period 'of twenty-five (25) years, at an annual rental of One Hundred Fifth ($ISO .00) Dollars per
year, commemcing January 2, 1946, said property to be imprmved by said Dmvnto~ Parking Association, Inc., I
and devoted to tile parking of automobiles, and the Comission havine duly considered said proposed lease and,
, having discussed the matter from time to time, and being fully advised that all of the circumstances and
conditions are to the best interest of the City of Port Angeles and to the p~blic generally that said lease
be executed, and the terms tllereof being satisfactory.
NOW. THEREFOHE, DE IT RESOLVED BY THE CUY em:. ISSlOlI OF' TllE CITY OF POHT ANGELES tnat said lease as
proposed SInd submitted, be executed, signed and adopted, and that the Mayor and City Clerk are auj;horized
and Jirected to execute the same on benalf of the said City of Port An~eles.

FOR TRANSFER OF ITEIlS WI'rImr FUNDS
WHEREAS, IT APPEARS, Tnat requirements of certain departments for the year 1945, made necessary the
expenditures of sums of money greater tha" contemplated, and
,nJEREAS, the an aunt provided for other items within tile same legal clasSification have not been exhausted
and portions of the said sums can be transferred wi thin the same legal classification, and
l\IIEREAS, Those requirements could not have been reasonably foreseen at tile time of preparation of the budget.

HESOLUTIOII
rlliEHEAS, it appears, that the budget for the Fire Department for the year 1945 for maintenance and operation
on the State Aid Fund, a Fund to be used entirely for health and safety, was not sufficient to take care of
the neoeasary expenditures of the department, and
'1VHER~, it appears that tllere is a biUance in the Motor Vehicle Excise Fund of $2990.58, which said fund
is used entirely for health and safety, and
WHEHEAS, In the Sanitary Fund, the estimated. receipts are not sufficient to meet the amount of expendituresj
and ,
WHEREAS, under the Law the Sanitary Department is construed as a Utility, and in case of reverses is a
liability of the General Fund, (Current Expense Fund), and must be prmvided for and taken care of by the
Current Expense Fund,
. NOW, THEREFORE, BE IT HESOLVED, that the sum of $2990.58 be transferred from the Motor Vehicle Excise Tax
\' Fund to Maintenance and Operation of the Fire Department Budget in the State Aid Fund, on d the sum of
: $SOOO.OO be transferred from the Current Expense Fund to the Sanitary FUnd.

It was moved by COmmissioner Beam that the foregoing Resolutions be approved and adopted, Seconded by
Corrmissioner Masters. On roll call all members voted Aye. The Mayor declared the motion carried.
The COJr.mission then adjourned, to meet January 4, 1946, at l:QC P. M.
