PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON
January 2, 1969
The Council met in regular session at 7:30 P.M. Officers present were Mayor
WOl~e, Councilmen Maxfield, Thorne, Bettger, Schroeder, Basom and Cornell,
Actlng Manager Warder, Attorney Moffett and Clerk McNeece.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and
carried, to accept and place on file, as received, minutes of the Council
Meeting of December 19, 1968.

A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
unanimously carried, to authorize call for bids for one new 1969 1/2 ton Pickup
Truck for the Water Department.
The following ordinance was read in full.
ORDINANCE NO. 1650
AN ORDINANCE establishing a position classification and pay
plan for the City Employees and setting salaries of
certain officers and officials and providing for the pay-
ment thereof.
A motion was made by Councilman Basom, seconded by Councilman Maxfield and un-
animously carried, to approve the foregoing ordinance as read.
A motion was made by Councilman Bettger, seconded by Councilman Cornell and
unanimously carried, to approve and pay to Del Guzzi, Inc., the sixth (Dec-
ember) estimate of work done and material furnished on the Lauridsen Boule-
vard Bridge project in amount of $50,220.00.
A motion was made by Councilman Basom, seconded by Councilman Bettger and unani-
mously carried, to approve and pay to Harold Kaeser Company Pay Estimate No. 13
for construction of the Interceptor Sewers in amount of $4,702.40; Pay Estimate
No. 11 to Teeples & Thatcher for construction of the Wastewater Treatment Plant
in amount of $11,954.86 and Pumping Stations $8,455.64.
A motion was made by Councilman Thorne, seconded by Councilman Maxfield and un-
animously carried, to approve for payment Claims Vouchers in amount of
$172,848.54 and Payroll Transfers $40,308.37.
A motion was made by Councilman Schroeder, seconded by Councilman Maxfield and
carried, to refer the letter from the Police Chief suggesting a Rummage Sale
ordinance and the petition signed by ten businessmen requesting such an ordi-
nance to a study session to be held January 9, 1969 at 7:30 P.M. (This portion
of the study session to be an open meeting to give interested persons a chance
to be heard.)
A motion was made by Councilman Thorne, seconded by Councilman Bettger and
carried, to accept and place on file the Library Board Minutes of December 19,
1968.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
unanimously carried, to ratify submission of the Petition to the Board of
Commissioners for Clallam County for the establishment of a Municipal Depart-
ment of the Justice Court to be designated "The Municipal Court of Port Angeles",
and recommending that the present District Judge be appointed part-time judge
for the Municipal Department.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and
carried, to refer the letter from E. L. McWilliams concerning the hazardous
condition of the street on West 10th Street at "N" Street to the Engineers' De-
partment for a report.
Other subjects discussed were street conditions in various locations, the
Governor's Prayer Breakfast to be held in the Tyee Motor Inn on January 25,
1969, and the Mayor noted that continuation of the Hearing on L.I.D. No. 190
will be held in the Roosevelt Junior High School auditorium"a~ the next regular
Council Meeting on January 16, '1969.
The meeting adjourned at 8:20 P.M.
