HomeMy WebLinkAboutMinutes 01/02/1973 322 ,PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON JANUARY 2, 1973 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to accept and place on file, as received, the Minutes of December 19, 1972. A motion was made by Councilman Wray, seconded by Councilwoman Ross "and unanimously carried to concur with the recommendation of the Light Depart- ment and accept the low bid of Rainer Wood Preservers, Inc. for forty 40-foot I Cedar Class 3 poles in the amount of $2,289. including tax. A motion was made by Councilman Olson, seconded by Councilman Wray and unani- mously carried to concur with the Shop Superintendent and accept the low bids as follows on new vehicles for the City; holding Library vehicle bid at this time: Murray Motors 4-door Sedan Water Dept. $3,174.89 wlo ~-ton Pickup Park Dept. 2,779.58 wlo Van Engineers ,3,972.85 wlo (2) Cab & Chassis Street 10,065.26 Ruddell Chev. 4-door Sedan Bldg. Inspr. 2,606.55 wit Garbage Packer Sanitation 15,245.90 wit Cab & Chassis Light Dept. 2,745.90 wit 3/4-ton Pickup Water Dept. 4,389.00 wlo Anderson Ford (3) Patrol Cars Police D~pt. 9,782.00 wit A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to take from the table the bids on the Front and Peabody Paving Project. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to refer to the City Manager and Engineering Department for more information in regard too the 'possibility'of a-future L.I.D. in this I area. A petition of approximately 75 signatures regarding a sid~walk on'west side_pf~~~abodySt.; for the elderly was read in connection with this and placed on file. A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- mously carried to approve for payment Claim Vouchers in amount of $26,252.32 and Payroll Transfers in amount of $67,707.52. After consideration of a petition for improvement by L.I.D. for installation of sanitary sewers and appurtenances, a motion was made by Councilman Olson, seconded by Councilman Hordyk, and unanimously carried to instruct the City Engineers' Department to prepare and take necessary steps to create an L.I.D. for Blocks 432, 433, 434, 435, 439, 452, 453 and 458, all Townsite of Port Angeles. A motion was made by Councilman Olson, seconded by Councilman Wray and unani- mously carried to take from the table the request of Mr. Rocky Fuller to hang a projecting sign from an existing reinforced concrete light pole which pro- jects into the 1st Street right-of-way about twelve inches. A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani- mously carried to allow Mr. Fuller to hang the sign from the pole as mentioned above. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanil mously carried to take from the table the request of Diversified Industries to lease City property on the northeast corner of 6th and 'Et Streets for con- struction of a residential housing facility that would house twenty handi- capped persons. After lengthy discussion with an attorney for the persons objecting to the Diviersified Industries request, the Diversified Industries representative and members of the audience, a motion was made by Councilwoman Ross and seconded by Councilman Olson to instruct the City Manager to enter into an agreement with Diviersified Industries leasing said property for the housing of the handi- capped individuals. Mayor Basom, voting to break the tie, A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to take from the table the request of Black Ball Transport, Inc. to rent space in and near Railroad Avenue for parking vehicles that are wait- ing passage to Victoria. I A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unanimously carried tQ again table the request,of Black Ball so that more in- formation could be obtained. The following ordinances were read in full: ORDINANCE NO. 1774 AN ORDINANCE establishing a position classification and pay plan for the Fire Department employees for the year 1973. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- moysly carried to adopt the foregoing ordinance as read. ORDINANCE NO. 1775 AN ORDINANCE establishing a position classification and pay plan for the Police Department employees for the year 1973. \ A motion was made by Councilman Wray, seconded'by'Councilman Olson and unani- mously carried to adopt the foregoing ordinance as read. ORDINANCE NO. 1776 AN ORDINANCE establishing a position classification and pay plan for the City Employees'ana providing for the payment thereof for the year 1973. I A motion was made by Councilman Hordyk, seconded by Councilman Lukey and unani- mously carried to adopt the foregoing ordinance as read. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani~ mously carried to authorize the employment of a new clerk at the Police Station. A motion was made by Councilman Olson, seconded by Councilman Wray and unani- mously carried to accept and place on file the out-of-town reports from the Police Chief and the Reference Librarian. Other subjects of discussion were the possibility of purchasing ice skates from City by Everett Hassel; Daily News Reporter John McClelland leaving for new assignment in Oregon; site of 1st and Lincoln culvert to be checked out; meeting with Mr. Jennings, AWC, set for Thursday, Jan. 5, 1972 at 7:30 p.m. in the City Manager's office,re. Board of Adjustment and Int. #276; Work Session for aaministrative salaries and updating comprehensive plan set for _ Monday, Jan. 15, 1972 at 7:30 p.m. in City Manager's office; letter from Tozier's Florists thanking the Council for prompt action taken on loading zone; Messenger trial coming up Friday, Jan. 5, 1972, storm drainage problem; _and a thank you letter from the,Army National Guard for proclaiming National Guard Day.
