CITY COUNCIL SPECIAL MEETING

January 2, 1997
CALL TO ORDER - Mayor Ostrowski called the special meeting of the Port Angeles City Council to
SPECIAL MEETING: order at 10:00 a.m.
ROLL CALL: Members Present: Mayor Ostrowski, Councilmembers Braun, Campbell,
Doyle, Hulett, McKeown, and Wiggins.
Members Absent: None.
Staff Present: Manager Pomeranz, Attorney Knutson, Clerk Upton, B.
Becker, B. Collins, S. Ilk, J. Pittis, B. Titus, J. Hicks, K.
Ridout, T. Riepe, L. Haehnlen, B Coons, Y.
Ziomkowski, G. Leaf, T. Nevaril, C. Hagar, K. Niemi,
S. Dryke, D. Sawyer, P. Rasler, and N. Wu.
Public Present: No one signed the roster.
Discussion of Storm Mayor Ostrowski thanked the media and press for the comprehensive, positive
Damage coverage of the winter storm. He stated that, as a result of that storm, 16
businesses, 18 residences, 12 boat houses, and two barns received approximately
$1.7 million worth of damage as of January 1, 1997. Port Angeles is in the process
of conducting assessments so as to provide preliminary estimates to the State
Department of Emergency Management by January 10, 1997, in anticipation of
possible federal financial assistance. City staff is forming a building permit review
team to facilitate the fast-tracking needed to assist in rebuilding damaged structures.
Mayor Ostrowski then read the Resolution in its entirety, set forth below by title,
RESOLUTION NO. 1-97
A RESOLUTION of the City Council of the City of Port
Angeles declaring a state of emergency and authorizing
the exercise of emergency power and request of state
and/or federal emergency relief and/or assistance.
Councilman Braun moved to pass the Resolution as read. Councilman Hulett
seconded the motion, which carried unanimously.
Mayor Ostrowski acknowledged State Representative Buck who was in the audience,
and thanked him for his support. He then called on Manager Pomeranz, the City's
Emergency Management Director, to give a brief presentation on the situation.
Manager Pomeranz acknowledged the efforts of the community during the disaster
in working together and making the best of a bad situation. He also thanked all the
City employees who worked so hard, sometimes around the clock, in an effort to
abate the effects of the storm. He then asked the various members of the Emergency
Response Team to give a brief report on their experiences during the storm and the
clean up efforts that followed. Fire Chief Becker, Police Chief Ilk, Director of
Public Works Pittis, and Planning Director Collins each gave a summary of the
actions of their crews. Director Collins displayed a map to the Council which
showed all of the areas with reported damage to date.
Mayor Ostrowski then opened the meeting for any questions or comments by the
citizens or media. A gentleman, no name given, suggested the City look into
purchasing a Weasel in order to get to the elderly who might be trapped by a furore
storm and to enable medical aid personnel to transport. He also felt that the City
needed to remember the elderly that lived in the mobile home park on West 15th and
16th Streets. Those streets really should be plowed to help the elderly get in and
out.
Discussion followed, and clarification was given regarding the condition of East
Front Street, west of Haynes Park. Director Pittis did not anticipate the whole bank
collapsing. The area will be repaired, but it could take some time. Clarification was
also provided regarding damages, cost of repairs, and how this would impact the

Everett Winters, 1724 East Second Street, asked if his alley was going to be plowed.
He has no ingress or egress on the 'street and the melting snow in the alley is causing
a flooding problem. Director Pittis stated he would send a crew out today.
