The City Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, Coun- I
cilmen Smith, Thorne, Haguewood, Cornell, Willson and Wolfe; Manager Slankard, Attorney Moffett
and Clerk McNeece.
I It was moved by Councilman Willson that minutes of the previous meeting and the special meeting,
I December 28th, be accepted and placed on file. Seconded by Councilman Thorne and carried.

The following Traffic Ordinance, held over for study from the last Council meeting, was read in
full:
ORDINANCE NO. 1499
AN ORDINANCE of the City of Port Angeles relating to parking, and amending an
existing section of the Code of the City of Port Angeles, and adding thereto
a new section.
During the discussion which followed, several changes and corrections were indicated. It was then
moved by Councilman Willson that the foregoing ordinance be passed subject to the changes and cor-
rections indicated. Seconded by Councilman Cornell and unanimously carried.
Councilman Smith introducted Boy Scout Troupe No. 473 and their assistant Scout Master, Jack Ketchlm.
The troupe, sponsored by the Knights of Columbus, was' visiting the council meeting to learn about
council procedure in connection with achieving merit badges. The Mayor welcomed the troupe and
invited them to ask questions if they so desired.
Councilman Haguewood, Chairman, reported that the committee met with Mrs. Allen of the City centerl
Motel, and her attorney at the proposed site of the motel sign on South Lincoln Street. The com-
mittee recommended that the placement of the sign be approved, 15 feet east of sidewalk at junction
where street goes behind the Library, located on the least side of Lincoln Street. It was moved I
by Councilman Thorne that the recommendation of the committee be accepted and the placement of thel
sign at said location be approved. Seconded by Councilman Cornell and unanimously carried. I

The date for hearing upon the proposed improvements in L.I.D. NO. 185 having been set for January
3, 1953, the Mayor declared the public hearing open. After discussion, there being no protests
registered, it was moved by Counci.lman Smith that the hearing be c.losed. Seconded by Councilman
Willson and carried.
The following Ordinance was then introduced and read in full,
ORDINANCE NO.1500
AN ORDINANCE of the City of Port Angeles, Washington, providing for the improvement
of a certain area within the City by the construction and installation of sanl-
tary trunk sewers, sanitary lateral sewers and sanitary subsewers therein, including
manholes, lamp holes, and Wyes where needed, and by doing all other work necessary
in connection with such improvement, all pursuant to Improvement Resolution No. 185
of the City passed and approved December 5, 1952, creating a local improvement dis-
trict therefor, providing for the payment for said improvements by special assess-
ments upon the property in said district, providing for the creation of certain
funds and for the issuance and sale of local improvement district warrants.
It was moved by Councilman Wolfe that the foregoing ordinance be adopted. Seconded by Councilman
Smith and unanimously carried.
It was moved by Councilman Willson that permission be granted to call for bids for
of Sanitary Sewers in L.I.D. No. 185, bids to be opened January 17th at 1,00 p.m.
Councilman Smith and unanimously carried.

A letter was read from Elmer B. Titus, Manager, PUD of Clallam County, offering to sell to the City
of Port Angeles for a total of $2,989.85, certain PUD properties representing four residential
accounts and three meters serving Parkway Mill, on upper Pine Hill. It was moved by Councilman
Wolfe that the City proceed with acquiring the property from PUD at the stipulated price of
$2,989.85. Seconded by Councilman Smith and unanimously carried.
Authorization to call for bids for the following pieces of City Equipment as provided for in the
1953 Budget was considered,
1 new 1953 Packer Refuse Truck for Sanitation Department; 1 new Police sedan and replace-
ment of three wheel cycle; a new Street Sweeper for Street Dept. and a Pickup Truck for
the Water Department.
After considerable discussion in which Councilman Haguewood suggested that the old Street sweeper
not be traded in on a new one at this time as the City may have need for two sweepers in the future,
there being so many more improved streets to sweep, it was moved by Councilman Willson that call
for bids for a 1963 garbage truck, a new Police sedan, a new Street sweeper, with and without
trade in, and a pickup truck for the Water Department as provided by the 1963 Budget, be approved.
Seconded by Councilman Wolfe and unanimously carried. It was decided not to call for bids for the
replacement of the three wheel cycle for the Police Department at this time.

I It was moved by Councilman Smith that the third (December) and final estimate of work done and
I material furnished by Randa.ll Kilmer Construction Co. on alley paving in LID No. 183, in total
amount of $6,000.00 be approved. Seconded by Councilman Thorne and unanimously carried.
The alley paving in Upper Peabody LID No. 183 having been completed, the City Engineer recommended
that the project be accepted as completed. It was moved by Councilman Wolfe that the project, as
completed, be accepted. Seconded by Councilman Cornell and unanimously carried.

It was moved by Councilman Willson that the fourth (December) estimate of work done and material
furnished by J. E. Work, Inc. on street improvement in Pine Hill LID No. 184, in total amount of
$20,000.00, be approved. Seconded by Councilman Thorne and unanimously carried.
I.The following reports were presented for approval, Water Dept. Operating Statement, Balance Sheet
and Billing Report; Light Dept. Operating Statement, Balance Sheet and Billing Report; Domestic
iPipeline Reconstruction - Transmission Lines. It was moved by Councilman Thorne that the reports
be accepted and placed on file. Seconded by Councilman Willson and carried.

:; Claims payable were presented for approval in amounts of: General Funds, $22,698.54, Water Fund,
1'$171.46 - Warrants 11833 - 11835, Light Fund $2,012.17 - Warrants 11571 - 11579, 1158l - 11586.
IAfter discussion, it was moved by Councilman Wolfe that the claims be approved and paid. Seconded
I by Councilman Willson and unanimous.ly carried.
A request was received from Ron Buck Sales, 713 E First St. for payment of damages to their sewer
11ne by a City light pole being placed too close to the sewer line. The City Manager recommended I
that the damage claim in amount of $499.22 be referred to the City Attorney. It was moved by counll
cllman Wolfe that this item be referred to the City Attorney for disposition. Seconded by counCil-I
man Smith and carried.
A petltlon to vacate the platted alley west of Lot 7, Block 2 in the Christman Bellevue Addition to
Port Angeles, signed by L. E. Solomonson, 1804 E 5th Street was received. It was moved by CouncilJI
man Smlth that the petition be referred to the Plannlng Commisslon. Seconded by Councilman \.Jillsor1,
and carried. I!
Salaries for pipefitters having been omitted. from Salary Ordinance No. 1496, the following Ordinance
'was introduced and read in full: I

ORDINANCE NO. l501
AN ORDINANCE of the City of Port Angeles amending Ordinance No. 1496, which said ordinance
fixes the annual salaries, compensation and wages of the various classifications of
City employment.
It was moved by Councilman Willson that the foregoing Ordinance be adopted. Seconded by Councilman
Thorne and unanimously carried.
The Mayor expressed concern at the high rate of speed at which some emergency vehicles travel
,through the City.
The possibility of having the State Highway Dept. install a left turn traffic light at Flrst and \
Lincoln and First and Race Streets was discussed. The City Manager will request the State Highway
Dept. to make a study and recommendation on this problem.
Councilman Smith reported that a pipe is sticking up in the parking strip on the northeast corner
of Peabody and 10th Street.
There was considerable discussion concerning the low spots in various areas of the City where sur-
face water is creating problems.
Councilman Wolfe suggested a work session for the council to try to get a better understanding of
the procedures involved in the municipal finances.
!, Mr. Howard Rogers, on behalf of the Cla.llam County Juvenile Probation Officers, thanked the council
'for their splendid representation at the meeting Wednesday night to discuss providing the facilities
for a full time Child Guidance Center. The proposal is that the City, County and School District )1
each provide one-third of an estimated $5,000.00 per year, to provide the physical facilities, and I'
i the State will provide the personnel. Ii!
After discussion, it was moved by Councilman Wolfe that the City go on record as of positive in-
tent to furnish one-third of the estimated $5,000.00 maximum cost, to be provided for in the 1964
Budget. Seconded by Councilman Smith and unanimously carried. The City Manager was instructed to I
write the letter of "Intent". I
