The City Council met in regular session at 7:30 P.M. and was called to order by Mayor Smith. Roll call
of officers revealed the following present: Ma,-or Smith, Councilmen Brown, Neer, Sandison, llatthieu,
Wolfe and HcFadden, City Manager Vergeer, Attorney Severyns and Clerk Law.
It was moved by Councilman Sandison that minutes of the previous meeting be approved. Seconded by Council-
man Matthieu and carried.
Under the head of urifinished business, bids for installation of street lighting system as opened at the
previous meeting were' considered. J~. Vergeer read revised schedule as submitted by Robert B. Maudlin,
'Ii Supt. for Donald U. Close Co., stating completion dates if bid is aliarded to this compa.lV, complction'to be
. governed by delivery of material and equipment. After discussion and due consideration, it was moved by
Counc1lman Sandison, seconded by Councilman l'Tolfe, that the City award the street lighting construction bid
to the Donald 1'1. Close Co. of Seattle in accord with the manager's alternate reconnnendation at a price not
to exceed $80,046.70, subject to completion as per D. 1<T. Close Co. letter to the City dated Jan. 5, 1956.

Bids for Public Liability and Comprehensive Insurance for the City during the year 1956 were received. as
follows: S~UTH INSURANCE SERVICE, for NORTHWESTERN JliUTUAL INSURANCE COMPANY, $4,928.26; GORDON SANDISON
AGENCY, for GENERAL ACCIDENT FIRE & LIFE ASSURANCE CORP., $4,694.16; ALDlIELL & WENNER, for UNITED PACIFIC
INS~CE CO., $4,642.11; W. C. GELLOR & SON AGENCY, for FARl1EllS INSURAl'I::E GROUP, $3,960.08.
Councilman Brown questioned' legality of accepting bid by Farmers Insurance Group, thereby dllegating author-
ity b'syond power of this governing body~ Also cited ruling by Oregon State Attorney General concerning same.
Hr. Gellor spoke on behalf of his compaI<Y and assured that its rates equal to other organizations of the
I nation. It was the opinion of Council members that the City is purchasing insurance coverage at best price
\ and the company is under contract to furnish same. After due consideration, Councilman McFadden moved that
the lpwest bid ~- W. C. Gellor and Son be accepted. Seconded by Councilman Neer and carried. The Attorney
I'was ipstructed t? ascertain if a ruling concerning legality has been established by the Washington State
Attorney General and if the action is valid and legal. Pursuant to Resolution previous~ passed, the hear-

~ made ;:>1' filed, it w:,s moved by Councilman Brown that hearing be closed and Ordinance prepared establishing
1 the replat. Motion seconded by Councilman ~Tolfe. All v oted Aye. Motion carried.
Counc~l considered applicat'.ons for cabaret license fUed by Della Masters of Tugboat Tavern and others.
Also \liscussed wascircumst~nces permitting dancing, number of places to operate and restrictions. It was
the opinion of Attorney Severyns that the license code Ordinance No. 971 cannot be made to app~ to such
licenses. }Irs. Hatthieu moved that all applications for cabaret licenses be tabled for further study, with

Fixed estimate claims in L.I.D Nos. 167 and 169 were filed for approval as follows:

It was moved by Councilman J.lcFadden that fixed estimate claims be approved and paid. Seconded by Council-
man Neer and carried.
Under the head of New business, it was moved by Councilman l'Tolfe that month~ budget reports of City Depart..;
Ments be approved a(ld filed. Second.ed by Councilman Sandison. All voted Aye. Hotion carried.
Claims paid December 22, 1955 were filed for approval in total amount of' $40,479.l;S. It' was moved by
Councilman McFadden that claims be approves! as paid. Seconded by Councilman Brown and carried.
}lonth~ reports of the Utilities, Fire, Street and Police Departments were also filed for approval. It was
moved by Councilman l'Toli'e that department reports be accepted and approved. Seoonded by Councilman Sandi-
son. All voted Aye. 110tion carried.
Council considered propesed lease and agreement between the City and ~onier, Inc., concerning part of Lot
,10, Block 15, Norman U. Smith Subdivision. Attorney Severyns cited term of lease as only ten tears with no
provisions for renewal the same can be terminated with short notice. It was moved by Councilman McFadden
that lease be returned for modifications .lith specific provisions concerning renewal. Seconded by Council-
man Sandison and Carried.
George Hells filed application for renewal of Red's Taxicab licenses for eight cars. Chief Kochanek in-
fomed that only five cars have been submitted for inspection checking, apparent~ being all that are op-
erated, and recommended that only the five licenses be approved. It was moved by Councilman Holfe that
recommendation be approved. Seconded by Councilman Sandison and carried.
Council discussed lack of sidewalks on ~Iest First Street in front of some property from Cherry to Valley Sts.
aad inconvenience to pedestrians. It was moved by Councilman Neer that formal actionl,e taken for install- I
ation of sidewalks from Cherry to Valley Sts., and proper Ordinance or Resolution be prepared, providing for
the improvement. Second.ed by Councilman Sandison and carried.
Councilman Neer cited condition of Railroad crosmngs on Harine Drive. The 11ilwaukee Railroad Co. will be
requested to repair crossings. Other street and sidewalk conditions lieI'll> noted and will be attll!lded lihen
weather permits, including conrete replacement at foot of Tumwater Bridge.
