~The Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Councilmen
~axfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Act-
ing Clerk Thompson.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, to accept and
place on file the Council minutes of December 15, 1966.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried,
to accept the low bid of Anderson Ford Company of $11,465.02 for the garbage truck - 16 cu. yd.,
,Heil body without safety door.
A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to approve the I
~inal Pay Estimate, No.5 to Del Guzzi Construction, Inc. on Mill Creek Reservoir No.5, in amount
of $2,070.67.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, to
!accept the Mill Creek Reservoir No.5 job as completed, subject to application of silicone and
touch up painting when the weather ~~proves.
A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and unanimously carried, to I
approve Pay Estimate No.2 on Peabody Heights Pump Station and pay to Del Guzzi Construction, Inc.
the amount of $23,163.47.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to approve for
payment claims vouchers in amount of $132,983.87 and Payroll Transfers in amount of $35,877.02.
iA motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to defer action
ion an ordinance establishing Appearance Regulations and on Appearance Commission for further study. :
IA motion was made by Councilman Wolfe, seconded by Councilman Bettger and unanimously carried, that'
the City Manager write letters to Senator Gordon Sandison, and Representatives Conner and Clocksin
urging them to support the new Optional Municipal Code.

.'A motion vias made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to approve the
transfer of liquor license from Adelaide Myrell White and Tolbert H. White to June Alice Moody Maso~
and Harry Arnold Mason, Wests ide Grocery.
A report from Roosevelt Junior High School and one from the Police Chief regarding removal of bar-
ricades at Roosevelt Junior High School and a letter from the Roosevelt P.T.A. were read and dis-
cussed.
IA motion was made by Councilman Thorne, seconded by Councilman Bettger and unanimously carried, to
approve the City Manager's recommendations concerning the Roosevelt School Area Traffic Problems as
:listed in the Memorandum dated January 5, 1967.
lAfter a report by Councilman Bettger on his survey, by questionnaire of property owners on East l'
First Street, a motion was made by Councilman Bettger and seconded by Councilman Thorne, that the
City defer any widening of East First Street until it is approved by the owners of property affecte. .
Councilman Bettger voted "Aye", Councilmen Cornell, Schroeder, Wolfe, and Maxfield voted "Opposed, n
Councilman Thorne did not vote. Motion was defeated.
A letter from John L. McHone and Charles A. Riddle, Olympic View Barber Shop, 412 South Lincoln,
regarding the traffic problem on Lincoln Street was read and discussed.
A copy of a letter from Syd Tozier Insurance Agency, Inc. to the Washington State Department of
Highways regarding the accidents on East First Street due to confusion caused by the marking of thel,
traffic lanes was read and discussed.
A memorandum from the City Engineer regarding the prestressing on the Black Diamond Reservoir not
being up to specifications was read and discussed. The City Manager wlIl contact R. W. Beck and I
Associates, Consulting Engineer~and Del Guzzi Construction, Inc., contractor for this. proJect, be-
fore any legal action is taken, as it is felt that the City should not have to pay for the labor
and material that will be required.
The following ordinances were read in full:
ORDINANCE NO. 1598
AN ORDINANCE of the City of Port Angeles repealing Ordinance
No. 1527 with reference to holidays.

9RDINANCE No. 1599
AN ORDINANCE of the City of Port Angeles amending the electrlc
rate and Section 11.45 of the Code of the ~ity of Port Angeles.
A motion was made by Councilman Maxfield, seconded by Councilman Cornell and unanimously carried,
:that the foregoing ordinance be adopted as read.

The following resolution was read in full:
RESOLUTION NO. 1-67
A RESOLUTION pertaining to personnel, rules and regulations,
establishing hours of employment, leaves of absence with
pay, sick leave with pay, annual vacation, military leave,
fixing police as to holidays, holiday work and other matters
pertaining to employment with the City of Port Angeles and re-
pealing certain resolutions.

I A motion was made by Councilman Bettger, seconded by Councilman Maxfield and
that the foregoing resolution be passed with changes in (c) and (d), Section
Pay from Vacation to Annual Leave.

A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to table action
on the application of Port of Port Angeles for variance relative to construction of a Children's
Hall in a First Residential Zone until the next meeting for further investigation.
A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, to concur with
the Planning Commission's recommendation and approve the application of Port of Port Angeles for
variance to permit construction, operation and maintenance of a workshop by Diversified Industries
on property located approximately at Twentieth Street between "0" and "P" Streets.
A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and unanimously carried, tol
grant an extension of six months on the variance of Crescent Shores Builders, Inc.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to accept and
place on file Planning Commission minutes of January 3, 1967.
A motion was made by Councilman Schroeder, seconded by Councilman Thorne and carried, to accept
and place on file the Light and Water Departments' Revenues and Expenditures reports, and the out
of town reports - City Manager, Convention in Seattle; Engineers, Meeting in Seattle; and Police,
Meeting in Pasco.

regarding relocation of the bridge on Highway 112 or 9A to be conducted at Roosevelt Junior High II
School Auditorium at 8: 00 p ,m., January 17, 196 7, and the City Manager reported that a new tennis II
court will be added at Erickson Playfield; that Crown Park, at the end of West 4th Street, is being
cleared and that shortly test holes will be dug in various places in the City in connection with .
the sewer treatment facilities.
The meeting adjourned at 10:15 p.m.
