"""""""0, ,c..." ~,~ The City Council met in regular session at 7:30 P.M, and was called to order by Maypr I Richardson. Other Officers present were: Councilmen Smith, Sandison, Maxfield, Thorne, ,Randall and Caldwell, Manager Slankard, Attorney Moffett and Clerk Law, Councilman Randall requested that minutes of the previous meeting be corrected as fOllows!1 It was moved by Councilman Randall that the offer by Del ~uzzi Construction, Inc., to I~ construct water reservoirs be accepted subject to sale of Water Revenue Bonds. It was t then moved by Mr. Randall that the minutes be approved as corrected. Seconded by council-I man Thorne and carried. 'I The Council considered adoption of an Ordinance providing for the licensing and regulating, of certain amusement machines, It was moved by Councilman Randall that a committee of th 'ee be appointed to study the proposed Ordinance and submit recommendations to the Council. I Seconded by Councilman Smith and carried. Councilmen Randall, Caldwell and Maxfield were I appointed to serve on committee, : Requests for vacations having been referred to the Planning Commission, recommendations !were returned as follows: Portion of alley in Block 264 vacation approved, Alder Street from Second Street to the alley between 4th and 5th Streets, vacation denied, It was I moved by Councilman Caldwell that the Council concur with recommendations. Seconded by ICouncilman Smith and carried, IThe City Engineer filed for Council approval, the third (December) estimate and fixed 'estimate of work done and material furnished by J. D. Bids to furnish one patrol car for the Police Department were received as follows: Anderson Motor Company Ford 4 Door $ 1,371,93 Schreiner Chevrolet Co. Chev. Model 1419 1,598.00 Lannoye Motor Company Plymouth 4 door Sedan 1,199.130 Murray Motors Plymouth Spec. 8, 4 door Sedan 1,250.00 All prices net, It was moved by Councilman Smith th~t the offer by Lannoye Motor,Co. be laccepted. Seconded by Councilman Caldwell and carried. Under the head of new business, the Chamber of Commerce requested that the Council and Park Board consider placing a salvaged anchor on City property at First and Laurel Streets. It was moved by Councilman Randall that request be granted. Seconded by Councilman Smith and carried. The Manager read a letter from John B, Gray regarding renewal of the Elwha River Water Contract, It was moved by Councilman Maxfield that the Council meet with the Management of the three Industries to further negotiate on the Industrial,;Water Contract. Seconded by Councilman Caldwell and carried, The meeting will be arranged for Sunday at 4:00 P.M. One application for beverage license was received, Holmer's Restaurant, 112~ West First St, It was moved by Councilman Smithcthat application be approved. Seconded by Councilman Caldwell and carried. It was moved by Councilman Maxfield that call for bids be published to furnish Street Lighting Units, estimated cost, $132.00 each. Seconded by Councilman Smith and carried. It was moved by Councilman Smith teat call for bids be published to furnish for the Street' Department, one dump truck. Seconded by Councilman Sandison and carried. It was moved by Councilman Randall that authorization to publish bids for a truck for the Sanitation Department be postponed until the next meeting. Seconded by Councilman Thorne land carried. ,It was moved by Councilman Thorne that the Mayor be authorized to execute agreement between the City and Claren6e Iverson for sale and removal of timber from dirt dumping area of Iwater Reservoir No.3. Seconded by Councilman Caldwell and carried. ,!Departmental Reports were approved as follows: Light Billing, Work and Operating. Water 1 j'Billing, Work and Operating. It was moved by Councilman Smith that all reports be accepted 'and placed on file. Seconded by Councilman Thorne and carried. It was moved by Councilman Randall that the petition be referred to the Planning Commission for study and recommendations. Seconded by Councilman Smith and carried, Councilman Caldwell inquired as to possibility of having dirt from water reservoir con- struction hauled to Seventh and Chase, thereby eliminating a hole on Boy Scout property. The Engineer will ~et estimate of cost and report, Russell Goodwin requested information regarding City License for Amusement Machines, No action will be taken until all facts are established. Chief Kochanek was requested to ,obtain the number of music machines ~n operation. Under the head of introduction and reading of Ordinances the following was introduced, read in full, and placed on first reading: ORDINANCE NO. 1449 AN ORDINANCE providing for the issuance of $2,000,000,00 par value of "Water Revenue Bonds, 1960," for the purpose of obtaining the funds with which to pay the cost of,carrying our the system or plan for making additions to and betterments and extensions of the domestic waterworks utility of the City, as adopted by Ordinance No, 1444; fixing the form, date. maturities, maximum interest rate, covenants and terms of said bonds; and providing for the calling of bids for the public sale of $1,700,000,00 par value thereof. 'It was moved by Councilman Randall that the foregoing Ordinance be passed first reading. Seconded by Councilman Maxfield and carried, It was moved by Councilman Caldwell that the Council authorize publication of call for bids for the sale of $1,700,000.00 Water Revenue Bonds. Seconded by Councilman Thorne and carried, Under the head of introduction and passage of Ordinances, the following was introduced and read in full: i ORDINANCE NO. 1450 I AN OkDINANCE of the City of Port Angeles transferring funds within the the various budget divisions or the 1959 budget for the City of Port Angele.s. It was moved by Councilman Caldwell that the foregoing Ordinance be adopted as read.
