Officers .pres'ent were: ~lay-or Feeley, Commissioners Robinson and Tay-lor,Atterney Trumbull, and Clerk Law. I . :Hinutes of the previous session were read and approved. Taxi _ cabs 75.00 'Under the head of unfinished business, Tom Window, Bob Scanlon and other T.V. dealers appeared for discuss~ fior! regarding proposed Ordinance regulating installation of antenna. It was the opinion of those present I'that a temporary pennit should be llranted for installation and inspection of try-out sets. When sale is made, the regular permit would be obtained and final approval by the insl'ector. Also suggested was elimin- ;ation of diagram showing installation. The Commission agreed that suggestions were reasonable and instruct.. jed the Attorney to make changes accordingl,y. ,Under the head of new business, it was moved by May-or Feeley that the Commission adopt a resolution favoring iinstallation of Voice of America Radio Broadcast in this County. Motion seconded by Commissioner jRobinson. All voted Aye. Motion carried. ,Fire Chief Wolverton filed the annual report for his department for the year 1951. It was moved by Mayor ~,Feeley that the report be approved ,and filed. Seconded by Commissioner Tay-lor. All voted Aye. Motion carried. IAlsO filed was the annual report of Chief Ide for the Police Department. It was moved by V"'YOr ~'eeley that jthe report be approved and filed. Seconded b.y Commissioner Taylor. All voted Aye. Motion carried. !Police Judge Phillips filed his report for the month of December showing $1,950.50 fines collected, also his iannual report for the ye&r 1951. It was moved by Mayor Feeley that the reports be approved and filed. ,Seconded by Commissioner Robinson. All voted Aye. Motion carried. I {hief lfolverton requested that the following transfers be made in his budget items for the year 1951: ,From: Radio and Fire Alarm To: Employoes Retirement I Captain Volunteer Fireman ,It was moved by Mayor Feeley that the request for transfer be approved. Seconded by Commissioner Tayler. IAll voted Aye. Motion carried. I IUnder the head of introduction of Ordinances the following was read by title and placed on first and second reading: I ORDINANCE NO. AN ORDINANCE stating the facts of an emergency affecting the public safety, welfare and convenience of the City of Port Angeles; requiring the unforeseen expenditure of funds; providing for the issuance of emergency 'warrants; and declaring an emergency. I 'It was moved by Commissioner Robinson that the foregoing Ordinance be passed first and second reading. .Seconded by May-or Feeley. All voted Aye. Motion carried. I Pursuant to arrangements as made at the previous session, the County Commissioners appeared for discussion 'regarding Civil Defenese Organization. Also in attendance was May-or Nelson of Sequim 'Iho reported Ilis aistriot is well organized and radios have been ordered tor fire and police cars. I Mayor Feeley advised '~hat the main problem is to select and hire a head co-ordinator, salary and trc,veling 'expense to be considered. Commissioner Roberge agreed that an overall co-ordinator is the main problem ~nd suggested that a committee of three be appointed, one by the City, one by the County, the third member ;to be chosen by the two Committeemen. After interviews the Committee would decide if co-ordinator should Ibe full time, the County and City groups to determine salary. I Commissioner Roberge suggested ~or Nelson of Sequim, also informed that Frank Lindsay might serve and (that the County Comsaion ,;ould heartil,y indorse. Mayor Nelson agreed to serve as a committee member and ]'layor Feeley then named Emerson Lawrence to represent the City.
