Proceedings of the City Commission of the City of Port Angeles, Washington

The City Commission met in regular session at 10 A.M. and was called to
Irevealed the following officers present: Mayor Epperson, Commissioners
and Clerk Law.

Under the head of new business, Mrs. M. F. Hunter of 1809 West 7th Street, appeared before the Commission "','1'
regarding a fence in front of her property. Mrs. Hunter, having been served notice to remove fence from
'City property, wanted definited proof that said fence was in the street. Mr. Poulsen of the Engineering
Department infonned that survey had been made and confirmed location of fence as in the street. After
cons.iderable discussion, "rs. Hunter was instructed to consult her attorney, and no" removal action would be
~aken until later date.

~The report of Police Judge Taylor for the month of December, 1946, shmving 135 court cases tried and
t2,336.50 collected in fines was approved and ordered filed.
The anoual reports of Police Ch:i,ef Ide and Fire Chief Wolverton were approved and ordered filed, and it was 1
moved by Commissioner Steele that the City Commission extend their thanks and appreciation for the reports
Submitted and co-operation of the Fire and Police Departments during the year 1946. Motion seconded by
Mayor Epperson. All members voted Aye. Motion carried. "
A report by Ivor Smith, Secretary of the Volunteer >1remen's Board of Trustees, showing $45.00 due the
State Treasurer for annual fees, was approved and ordered filed.
~I nder the head of reading and passage of Ordinances, the following two Ordinances were passed third and
hnal reading and adopted:

AN ORDINANCE setting forth an emergency affecting the public health and safety; requ~nng expenditures un-
foreseen; providing for the issuance of emergency warrants; ..nd declaring an emergency making the ordinance
immediately effective.
ORDINANCE NO. 1176
~N ORDINANCE fixing the monthly salaries, compensations and wages of certain officers and employees of the
bity of Port Angeles, Washington:

[t was moved by Commissioner Jolmson that the foregoing two Ordinances be passed third and final reading and
adopted. Seconded by Mayor Epperson. All members voted Aye. The motion carried.
Under the head of introduction of resolutions, the following two resolutions were introduced:
RESOLUTION
i'ollEREAS, the City of Port Angeles is-the m'lner of Lots Eight (B) and Nine (9), Block Two Hundred (200),
1'ownsite of Port Angeles, Washington, heretofore purchased for use as a site for a new fire hall at a price
of Ten Thousand ($].0,000.00) Dollars, and

VUEREAS, said property has been found to be unsuitable for the purpose for which it was purchased, and
WHEREAS, Don Smith and Ivor Smith have offered to purchase said property from the City of Port Angeles for I
the sum of Twelve Thousand ($12,000.00) Dollars, payable $1,000.00 in cash and the balance at $1,000.00 per 'I'
month, commencing February 10, 1947, and continuing each month until paid, with interest at four (4) per
~ent. per annum, and
WHEREAS, the City Commission has viewed the property and ia of the opinion that the offer is a fair value and
in excess of the amount paid by the City for said lots,
~OW, THEREFORE, BE IT RESOLVED That the said offer be accepted and that the City of Port Angeles sell said
property at private sale to Don Smith and Ivor Smith for the sum of Twelve Thousand ($12,000.00) Dollars,
!lnd that the I,layor of the City of Port Angeles and the City Clerk be, and they are, authorized to enter into
a contract with the purchasers upon the terms herein set forth and to execute and deliver a deed to said
property when the purchase price and interest has been paid in full.

WHEREAS, the facilities of the fire hall of the City of Port Angeles are inadequate, and
RESOLUT 10 N
W'rlEREAS, the City does not mm property suitable for the construction of a new fire hall, and
\1HEREAS, the City holds an option on Lots Seven (7), Eight (8) and Nine (9), Block One Hundred Sixty-seven
(167), of the Townsite of Port Angeles, for the purchase of said lots at the total price of Sixteen Thousand
($16,000.00) Dollars, and I
WHEREAS, in the opinion of the City Commission said price is reasonable and said property is suitable as a
iDcation for a fire hall,

[>lOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION That the option on said lots be closed and the proper
officers of the City are authorized to issue a warrant for the purchase of said lots upon receipt of a
warranty deed and title insurance showing that the title to said property is free from all liens and in-
(iumbrances.
