The City Counoil met in regular session at 7 :50 P. A!. and was called to order by Mayor Richardson. Roll oal~
of Officers showed the following present: Mayor Richardson, Councilmen Sandison, Maxfield, Thorne, Randall
and Caldwell, Manager Slankard, Attorney Moffett and Clerk Law.

It was moved by Councilman Randall that the minutes of the previous meeting be approved as written.
Seoonded by Councilman Thorne and carried.
Under the head of unfinished rosiness, bids to furnish one station wagon for the Engineer I s Department j
were received as follOws:
Anderson Motor Co" 1959 Ford, $2,474.57 Net. Lannoye Motor Co., 1959 Plymouth, '2,6l6.40 Net.
SOhreiner Chevrolet .Co., 1959 Chevrolet, 2,513.22, Net.
It was moved by Councilman Randall that the bid by Amerson Motor Co. be accepted as the lowest and !;lest
bid . Seconded by Councilman Maxfield and oarried.
The Manager read oommunication concerning ownership of Lots deeded to the City by Wallace B. Smith. It was
moved by Councilman Thorne that Mr. Smith be re-imbursed $14.55 and Lots 5 ani 6 in Block 129 be deeded back
to Mr. Smith, the Manager authorized to take proper steps for the transaction. Motion ssconded by Council-
man Caldwell ani carried.
Counoil reoeived oommunication from Mrs. Feltz requesting adoption of an Ordinance controlling existing and
future gravel pits. A s:i.rnilar request was also received from Robert Cahill, owner of Lots 1, 2, 5 ani 4,
in Block 404. The Attorney repeated his opinion as previously submitted, that the City cannot adopt an
Ordinance regulating use of private property. Councilman Thorne wggested that the matter be further
pursued and an effort made to establish an.Ordinance which will app~. The Attorney expressed doubt that
such Ordinance would be upheld if tested and agreed to request opinion from the Attorney Caneral. The
Manager requested time in which to consider the matter further ani stated he would submit a further report
at the next meeting.
The MaMger reported that the Peninsula FUel and Mcilahan FUel have agreed to share delivery of heavy fuel
oil during the current year. It was moved by counoilman Randall that the Peninsula 'FUel Co.. be awarded
contract for first six months and McMahan FUel Co. for the last six months. Seconded by Councilman Sandison
and carried.

Under the head 01' new business, the Manager was authorized to fix a date for meeting of the Council with
the Civil Service Commission.
Department reports were approved as fbllows: Light, Water, F'ire, PolLioe, City Treasurer's Financial, and
fudget. It VIaS moved by Councllman Maxfield that reports be accepted ani filed. Seconded by Councllman
Caldwell and carried.
Olaims were approved in total amounts as follows: 1958: Qeneral1!Unds, $11,999.28, Light, $20,692.45,
Water, $5,277.38. 1959: Light FUnd, $53,0'78.01, l'fater, $46.95. It was mond by Councilman Thorne that
all claims be approved and paid. Seconded by Councilman Caldwell and carried.
The Manager read report on contemplated improvement of the Sunrise Heights District, including preparatory
work and progress. A resolution 01' intention ani defining boundaries will be prepared at a later date.
Councilman Randall cited four street lights out on the Eighth Street bridge. As the standards are burned
out, repairs will not be made due to the new street lighting program in the near future.
Councilman Caldwell suggested that street lights not be extinguished until later time, considering the
darkness of cloudy mornings, and thereby decreasing traffic hallllrdS. A twenty m1.nu"te~time extension was
approved and the Manager asked to reset the time clock.
Under the head of reading and passage of Ordinances, the following was mlad by title ani placed on third
and final reading;
ORDINANCE 00, 1~50.

AN ORDINANCE pertaining to hotels, motels, rooming houses and lodging houses, and providing for the
lioensing of the same and amending Sections 62, 63, 64, 65, 66, 67 and 68 01' Ordinance No. 971-
It was moved by 'Councilman Caldwell that the foregoing Ordinance be passed third and final reading and
I adopted. Seconded by Councilman Sandison and carried,
No further business appearing, the meeting was declared adjourned.
