The City Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, Council-
men Smith, Thorne, Haguewood, Cornell, Willson and Wolfe; Manager Herrman, Attorney Moffett and
Clerk McNeece.
A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that minutes of
the previous meeting be approved and placed on file.
A motion by Councilman Cornell that the Light Superintendent be granted permission to publish calli'
for bids for a 5000 KVA substation, was seconded by Councilman Thorne and passed.
A motion was made by Councilman Wolfe, seconded by Councilman Willson and carried, that the bid of
Markleys Harley Davidsen to furnish a motorcycle for the Police Dept. be approved subject to the
I Police Chiefs' recommendation. Only the one bid was received.
The following ordinance was introduced and read in full:
ORDINANCE 1525
AN ORDINANCE of the City of Port Angeles making transfers between certain
permanent funds, and changing the name of a fund, combining some funds
and abolishing some funds.
It was moved by Councilman Wolfe, seconded by Councilman Willson and carried, that the foregoing
I ordinance be adopted as read.
I A motion was made by Councilman Cornell, seconded by Councilman Smith and carried, that the retain d
per cent on the Tumwater Street Trestle Redeck, in total amount of $2,070.19, be paid to the con- I
tractor, Del Guzzi Construction. Inc.
A motion was made by Councilman Willson, seconded by Councilman Thorne and carried, that the claim'
in amounts of General Funds, $50,987.91, Water Fund, $7,848.09-warrants No. 12254-12281 and Light
Fund, $33,821.29-warrants No. 12377-12418, a total of $92,657.29 be approved and paid.
The following Resolution was read in full:
RESOLUTION NO. 1-64
TRANSFER RESOLUTION AND REQUEST for the Director of Highways to perform
certain work. IT IS HEREBY RESOLVED, by the City Council that the
Director of Highways is authorized and directed to centerline stripping
of twelve (12) miles of City Streets.
It was moved by Councilman Willson, seconded by Councilman Smith and carried that the foregoing
resolution be passed authorizing withholding of $500.00 from the monthly fuel tax allotment of the
City of Port Angeles for the stripling:, of City Streets. '
A motion was made by Councilman Haguewood, seconded by Councilman Willson and carried, to accept
! and affirm the Light Dept.'s policy at this time of not allowing additional heating installations
until such time as rebuilding of the system is completed.
A motion by Councilman Smith that the Library Board minutes of January 3, 1964 be accepted and
placed on file, was seconded by Councilman Willson and carried.
A motion was made by Councilman Willson, seconded by Councilman Thorne and carried, that the Plan-
ning Commission minutes of January 7, 1964 be accepted and placed on file.
Councilman Wolfe moved to table action on recommendation of the Planning Commission to deny petition
for annexation of an area south of the City and West of the Nt. Angeles Road until such time as th~
Council have time to restudy the petition. Motion was seconded by Councilman Smith and carried.
A motion by Councilman Wolfe to accept and place on file the Civil Service Commission minutes of
January 3, 1964, was seconded by Councilman Haguewood and carried.
A motion was made by Councilman Willson that the memorandum from the City Manager regarding sick
leave for City employees and paid holidays for Police and Fire Depts, and the request from Police
Dept. regarding holidays, be held over for study. Motion was seconded by Councilman Haguewood and
carried.
A motion was made by Councilman Thorne, seconded by Councilman Willson and carried, that John War-
der's report on trip to Seattle to attend General Contractors meeting and Bob Willson's trip to I
,I Vancouver, Wash. to attend Fire Prevention Engineering Conference be accepted and placed on file. I

I lice Dept. Work Report, the Police Judge and Fire Dept. monthly reports, the Treasurer's Financial'
Report for December, 1963, the Light and Water Work Reports, the Budget Report of Receipts and I
the report of the Recreation Supt. regarding discipline for infraction of Swimming Pool rules be
accepted and placed on file.
A motion was made by Councilman Wolfe, seconded by Councilman Smith and carried that the City pro-
ceed with inviting guests from our sister city, Rosenheim, Germany, to visit our community during
the tour proposed by the American Municipal Association.
Letters from the Bonneville Power Administration relative to proposed rate changes were read and
discussed.
The lease agreement of City property at the industrial water cite on the Elwha River was held over
for study.

rhe turn over for collection of bills for damage of light poLes in total amount of $443.87. I
A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the petltio~,
bearing 53 signatures, presented by Mr. John Swedestedt, requesting that steps be taken to correct
~he situation so that it will not be necessary for the people in the Penn Street area to install
pressure reducing valves, be accepted and referred to the Water Dept. for study through the City
Manager.
