The purpose of this meeting is to discuss the proposed uses and community needs of the Roosevelt Gym, and the proposed contract with the North Olympic Library System. II ROLLCALL Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk, Polhamus, Quast. Members Absent: None. Staff Present: Acting Manager Flodstrom, Attorney Miller, Deputy Clerk Caso. M. Cleland, D. Frizzell, P. Carr. R. Orton. Guests Present: J. Childers, M. Robinson, L. sunny, A. Moore, B. Hause, C. & J. Walrath. II I - IV SUSPENDED V LEGISLATION 1. ROOSEVELT GYM: CONVENTION/MULTI-PURPOSE CENTER I Prior to any discussion on this agenda item, Mayor Haguewood noted that the council had inspected the Roosevelt gymnasium before the meeting. Several individuals from the audience then commented on the use of the gym as a convention center or multi-purpose center, and the uses which could be incorporated into the facility. Individuals who addressed the Council included Sy McLaughlin of the Park Board, Dorothy Munkeby of the Chamber of Commerce, Hester Hill representing the Badminton Club, Mike Robinson of the YMCA, and Jane Childers who spoke on behalf of the Class of 1970 in regard to their upcoming ten-year reunion. Other subjects discussed included whether the gym should be used as a convention center or rather a multi-purpose facility; maintaining present activities and suggestions for other programs such as teen dances and various sports; operation and maintenance costs; the questions of allowing liquor in the facility; the Convention Center funds and how these monies can be utilized; cash contributions from various programs and a clean-up damage deposit policy; equipment needed for a multi-purpose facility such as tables, chairs, etc.; and remodeling costs for the facility. Councilman Polhamus then moved the Council authorize the City Manager to make a preliminary investigation into the Roosevelt facility. The motion was seconded by Councilman Quast and carried. 2. NORTH OLYMPIC LIBRARY SYSTEM CONTRACT I The next area to be considered by the Council was the proposed new agreement between the City, Clallam County, the Clallam County Rural Library District. and the North Olympic Library system. The main area in question, Manager Flodstrom explained, is the section which deals with the City's financial support of the library system. In a memorandum to the Council, Manager Flodstrom pointed out that the amount contributed per $1,000 of assessed valuation is substantially less in the County as in the City C$l3.l4 vs $11.65 based on the city's 19S0 budget allocation of $228,000 to the NOLS). Since anyone can use the library services, regardless of whether they live in the City or County, or regardless of the assessed valuation of their property, it seems more appropriate to determine how much the City should allocate to NOLS based on a cost per resident served. Manager Flodstrom also suggested that as revenue sources to the library system increase or decrease, and as the ',)14 ) CITY COUNCIL MEETING January 16, 1980 V LEGISLATION 2. Cont. library's cost to operate increase or decrease, the City's contributions to the library should increase or decrease as need be. Manager Flodstrom's memo concluded with two recommendations: (1) review the budget of the library system to determine what the financial needs of the NOLS are before committing to future annual allocations. Both operating expenses and revenues must be considered, and (2) establish its contribution to the NOLS based on the I City's population being served at the same rate as other library users in the County. There was then a lengthy discussion between the Council and various members of the Library Board. SUbjects discussed included responsibility of mainte- nance to the library building on Lincoln Street; removal of Trustees, powers and duties of Trustees, submission of the library's annual budget to the Council for their review;; amount of library use by City residents and con- tributions based on that use; and cost of the library's Bookmobile. The discussion concluded with the Council instructing the City Manager to co- ordinate a meeting between the Mayor, City Manager, Finance Director Orton, and various members of the Library Board to discuss the subjects brought up at this meeting.
