The City Council met in regular session at 7:30 P.M. The following officers were present: Mayor
Maxfield, Councilmen Richardson, Smith, Thorne, Randall, Caldwell and Haguewood; Manager Slankard,
Attorney Moffett and Clerk McNeece.
It was moved by Councilman Richardson that minutes of the previous meeting be approved and placed
on file. Seconded by Councilman Thorne and carried.
Under the head of unfinished business, two bids were received for grading, curbing and paving of
the City's Municipal Parking Lot on Front Street between the Police and Light Buildings, Owens
, Brothers, Railroad Ave, & Oak Sts., $11,550.00 plus Washington State Sales Tax. Del Guzzi Constru ',-

i being considerably higher than the $8,500.00 included in the 1962 Budget for th~s project, it was I
: moved by Councilman Caldwell that the bids be rejected and the City proceed with City equipment and
I crews to do the work. Seconded by Councilman Thorne and unanimously carried, I
i Mr. Slankard gave a summary of the report by R. W. Beck and Associates concerning extending City
Water service to the frin~e areas of the City. If water service is extended to these areas, meters
would have to be installed on all existing water ser.vices or additional water storage facilities 'I
constructed. Mayor Maxfield suggested that the spokesman for the various areas interested in the
water extension contact the City Manager and go over the report with him to learn why it is not
practical for the City to furnish water to these areas and some of the problems involved. Council'
man Randall expressed sympathy for these people and their water problem but in view of the report j
by the engineers, he felt this hardship of installing meters on all existing water services should
not be put upon the people ~side the City,
A summary was given by Mr, Slankard of the report of the Consulting Engineer regarding engineering
work for extending water mains to serve the annexed area south of the Boulevard. It is estimated
that the cost of installation of these mains could come from the unexpended sum in the Constructio
Fund estimated to be $150,000.00. After considerable discussion, it was moved by Councilman Thorne
that the Manager be authorized to enter into a contract with R. W. Beck and Associates for engin-
eering services on a fixed fee basis of $2,000.00 for a comprehensive plan for extending water
facilities needed in the annexed area, Seconded by Councilman Richardson and unanimously carried.
The work having been authorized during construction by the Water Superintendent and the City Manager,
it was moved by Councilman_Richardson that the request, number four (4), change order for work in'l
connection with the main water supply line in amount of $2,617.21 be approved. Seconded by Counci~-
man Caldwell and unanimously carried, !
The fourth progress payment in the amount of $44,624,32 for the Municipal Swimming Pool constructiOn
having been approved and signed by the Architect, 1. E, Muri, E. Kenneth Henderson, President of II
K. T. Henderson Inc., the contractors, and by the City Manager, it was moved by Councilman Caldwel~
that the progress payment be approved. Seconded by Councllman Haguewood and unanimously carried. I
The eighth progress payment in amount of $13,345.38 to Harbert Construction Corporation for material
and work furnished on Morse Creek pipeline was presented for payment. AFter considerable discussibn
it was moved by Councilman Richardson that the progress payment to Harbert Construction Corporatior,
in amount of $13,345,38 be approved. Seconded by Councilman Randall. After further discussion th4
ques tion was called for. All members voted "Aye" and motion carried. '
The appointment to fill an. expired Civil Service Commission term of six (6) years will possibly ]
be made at the next regular seSSlon of the Council the Mayor informed. I
Under the head of new business, it was moved by Councilman Richardson that the notice of claim fori
damages to the underside of his car by Mr. R. E. Nelson in amount of $150,00, be referred to the I
City Attorney. Seconded by Councilman Caldwell and carried. I
A communication from Mr. Roy H. Brownlee requesting permission to establish a bus service'and givihg
proposed rate charges ItaS read by the City Manager. Adults - 259, Children - 209 (from 5 to 12 ;1
years of age) one way on any regular vun inside the City. All passengers over 5 years of age, 50~'1
on special occasions inside the City. Councilman Haguewood asked for definition of "special occa-]
I sions" and was told by Chief Kochanek "a trip to Lincoln Park or the Salmon Club, for example". I
I It was moved by Councilman Caldwell that the request be approved including the fees as set forth. ~
Seconded by Councilman Haguewood and carried.
It was moved by Councilman Richardson that the request for permission to call for bids to furnish
Radio and Alarm system for the Fire Dept. be granted. Seconded by Councilman Caldwell and carried!

It was moved by Councilman Smith that the request for permission to call for bids for a new ser- i
vice truck for the Light Dept. and trading in a 1955 station wagon be granted. Seconded by Counc~!
man Richardson and carried.

Police car and a new station wagon for the Fire Dept. - trade in to be one 1956 Plymouth station
wagon and one 1958 Chevrolet Police car. Seconded by Councilman Richardson and carried.

It was moved by Councilman Caldwel that the following reports be accepted and placed on file: Fire,
Police, Light and Water Dept. Billing, City Judge and Treasurer's Financial Report, Seconded by
Councilman Richardson and carried,
Claims to be paid from the 1961 Budget were presented in amounts of: General Funds, $20,077.65;
Water Fund, $3,035.29; Pipeline Fund, $811.53; Light Fund, $9,706,92, It was moved by Councilman
Richardson that the claims as enumerated be paid, Seconded by Councilman Caldwell and unanimously
carried.
Claims payable - 1962 Budget - were presented in amounts of: General Funds, $11,693.11; Water
Fund, $171.60l Light Fund, $35,101.72. It was moved by Councilman Caldwell that these bills as
enumerated be paid. Seconded by Councilman Smith and unanimously carried.
It was moved by Councilman Randall that the payroll for Decembev in amount of $60,912.09 be approved
as paid. Seconded by Councilman Smi~h and carried. I
Preliminary drawings for the construction of the new Library Addition having been received and gone
over by the Library Board with the architects, McGuire and Muri, the Board recommended that the 'I
City Council approve the preliminary plans and authorize the architect to proceed with the working'

drawings and specifications and the City call for bids. After much discussion, it was moved by',
Councilman Caldwell to instruct the architect to proceed with working drawings to the new additiOn]
, to the Port Angeles Public Library and the City Manager be authorized to call for bids for same.
Seconded by Councilman Randall. It was suggested by Councilman Randall that a request be inserted
in the contract "wherever possible, local help is to be used". Councilman Richardson reminded tha
the motion should include after approval by the Council, the Manager be authorized to call for bid~,
On called vote all voted "Aye". Motion unanimously carried. I

I, Dept. Travel Expense fund to pay the transportation for Officer Philip Miesel to attend the Juv- '
enile School in Los Angeles. Seconded by Councilman Thorne and unanimously carried, The local i
[ P.T.A. and other groups are financing the remainder of the expenses,

Under the head of introduction and reading of Resolutions the following Resolution was introduced
and read in full:
RESOLUTION NO. 2-62
A RESOLUTION of the Council of the City of Port Angeles
acknowledging that the City will have reached 100 years of
age in 1962.
It was moved by Councilman Caldwell that the foregoing Resolution be passed. Seconded by Council-
man ~orne and carried.'
I: Under the head on introduction and reading of Ordinances, the following Ordinance was introduced
. and read:
ORDINANCE NO. 1482
AN ORDINANCE of the City of Port Angeles transferring funds
within the various budget divisions of the 1961 budget for
the City of Port Angeles, and providing for an emergency
expenditure.
It was moved by Councilman Richardson that the foregoing Ordinance be adopted. Seconded by Councii- ,
man Caldwell and unanimously carried.
