JANUARY 18, 1972 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to "accept and place on fi1~ as receive~ the Minutes of January 11, 1972. I Mayor Basom read a proclamation proclaiming the week of January 16th to be Professional Nurses Week in the City of Port Angeles. A motion was made by Councilman Olson, seconded by CounciL~an Wray and unanimously carried to honor the proclamation and forward it to the Nurses Association. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk, and unanimously carried to' accept the Westinghouse Electric Corp. addendum to their bid on distribution overhead transformers clarifying their published price policy. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unanimously carried to accept the low bid of General Electric Supply for 24 Transformer padmounts in the amount of $11,252., for the Light Department. A motion was made by Councilman Olson, seconded by.Councilman Hordyk and unani- mously carried to accept the low bid of Howard Industries for nine 14,400 kv -transformers for the Light Department in the amount of $1,947. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unanimously carried to accept the low bid of Westinghouse Supply for 100 2400 kv. transformers for the Light Department in the amount of $27.,.525. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept the low bid of Westinghouse Supply for six 4160 kv 120/240 transformers for the Light Department in the amount 6f $2,796. I A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to accept the low bid of Westinghouse Electric Supply for three 4160 kv 240(480 transformers for the Light Department in the amount of $675. ; A motion was made by Councilman Hordyk, seconded by Counci~an Olson and unani- mously carried to accept the low bid of Westinghouse Supply Tor ten: 7200 v. transformers for the Light Department in the amount of $2,350. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve for payment Claim Vouchers in the amount of $127,831.56 and Payroll Transfers in amount of $67,471.24. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to take from the table.the ordinance pertaining to off-street parking. The following ordinance was read in full: ORDINANCE NO. 1756 AN ORDINANCE shortening the time for payment of the loan from the :-Gener'al Fund to the Off-street Parking Fund, and amending Ordinance No. 1685. I A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to adopt the foregoing ordinance as read. An amendment to the Downtown Parking Association Contract was read in full. - A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to approve the amendment and authorize signing of the amended contract. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani~ mously carried to take from the table the request of Alpine Realty to put up for sale city owned property, lecatu6n being Lot 14, Block 245, Townsite of Port Angeles. ..... 256 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. JANUARY 18, 1972 (Continued) A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve sale of Lot 14, Block 245, Townsite Port Angeles at a pUblic auction with a minimum bid of $2,000 and the City assuming the present L.I.D. costs against the lot. . A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to take from the table the sick leave compensation policy. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood~and unani- mously carried to adopt the policy of paying 10% of the accumulated sick leave upon retirement for employees of ten years service or longer. The Notice of Hearing on the Cancellation of tariff and discontinuance of all service of the Natural Gas Corporation of Washington was read, noting the hearing date to be Tuesday, February 1, 1972 at 10:00 a.m. at Aggie1s Motel. I A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to authorize list of accounts to be turned over to collector's per City Treasurer's Memorandum of January 14, 1972. A_motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to accept and place on file the Civil Service Commission Minutes -of January 13, 1972 as read. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Financial Reports for the Light, Water, Off-Street Parking Departments; the Light & Power Work Report and the Water Work Report for the month of December; the Utilities, Fire, Municipal Court,.park & Recreation and Police Departments monthly reports for De?ember. Mayor Basom read an invitation to the Council from the Golden Agers to attend their 14th Anniversary Dinner at noon on February 10,1972, at the Y.M..C.A. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to refer the letter from the Emanon to the City Manager for in- vestigation and report back to the Council. I A motion was made by Councilwoman Ross and seconded by Councilman Haguewo?d to instruct the City Manager to contact the legislators and ask them to vote to -remove the termination date City and County sales tax as contained in Senate Bill No. 32. All Councilmen voted 1'Aye", except Councilman Hordyk, who voted "No. " Motion carried. -A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and ,./ unanimously carried to authorize the City Manager to have the Light Department V represented at the Northwest Public Power Association Engineering and Operations Conference in Portland, Oregon April 11-14, 1972. The following ordin~nce was read in full: ORDINANCE NO. AN ORDINANCE creating a cumulative reserve fund for City beautification. A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unanimously carried te deny the foregoing ordinance. A motion was made by Councilman Olson, seconded by Councilman Haguewood and unanimously carried to concur with the recommendation of the Librarian and the Library Board and re-appoint Reverend Walter McNeil, Jr. to a full term I on the Library Board. .
