The City Council met in regular session at 7:30 p.m. .Officers present were Mayor Willson, Council-
men Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and
cting Clerk Thompson.
A motion was made by Councilman Wblfe, seconded by Councilman Thorne and carried, that the minutes
lof January 5, 1967 be accepted and placed on file.
A motion was made by Councilman Thorne, seconded by Councilman. Maxfield and carried, to accept the
low bid of H. D. Fowler Company of $40,325.40 for 15,000 l.f. 8" class ISO and 15,000 l.f. 6" class
150 asbestos cement water pipe.
A motion was made by Councilman Wolfe, seconded by Councilman cornell and carried, that the amount
lof $7,572.68 due CH2M for engineering services from November 25 through December 23, 1956 in con-
,nection with the Sanitary Sewerage System Improvements be approved.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried that the Finance
,:Department be commended for their investment program and that the Investment and Interest Received
IReport be placed on file.
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to approve
for payment claims vouchers in the amount of $97,497.28 and $3,291.10; Payroll transfers in amount
of $37,744.23; Interdepartmental transfers in the amount of $59,267.15 and Budget transfers in the
amount of $79,241.25.
A motion was made by Councilman Cornell, seconded by Councilman Wolfe that the Port Angeles City
Icouncil Statement of Policy, regarding the widening of First Street from Lincoln to Alder be adopte.
and presented to the press. On called vote, Councilmen MaxfieLd, Thorne, Cornell, Wolfe, and Sch-
roeder voted "Aye", Councilman Bettger abstained from voting. Motion passed.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried to have a study
session at a later date with the Police Chief,and City Manager regarding an ordinance regulating
unattended vehicles.
A motion was made by C'ounci'Lman Wolfe and seconded by Councilman Maxfield and carried, to approve
the request for variance by the Port of Port Angeles to permit construction of a Children's Hall
on airport property as recommend cd by the Planning Commission.
motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried to approve the
!\:ransfer of liquor license from Julia Ii. Olson-Olson' s Grocery to Clyde R. Jacobs.
,he following ordinance was introduced and read in full.
ORDINANCE NO.
AN ORDINANCE relating to civil defense, creating a civil defense
council, establishing the office of director of civil defense
and fixing their powers and duties.

rlnance as read. After discussion, a motion was made by Councilman Schroeder, seconded by Council-
an Cornell and carried, to table the foregoing ordinance for further study.

place on file the monthly reports of Budget Revenues, Fire, Light, Municipal Judge, Police, Recre-
ation, Utilities and Water Departments; Firemen's Pension Annual Report and Light Department- Publi

Under other business-A motion was made by Councilman Cornell, seconded by Councilman Maxfield and
~arried, to approve the City Manager's recommendation to retain the Manager's former 1960 Plymouth
for the Light Department instead of using the car as.a trade-in; a Central Busi~ess.District Study
meeting is to be held January 31, 1957 at 7:30 p.m. In the Roosevelt School Audltorlum; Assoclat~on
