JANUARY 19, 1971 187 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Edwards, Hordyk, McRevey, Olson and Ross, Manager Herrman, Attorney Moffett and Deputy City Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to accept and place on file the Minutes of January 5, 1971 as received. I A motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to accept the low bid of $11,119.50 of Enger Construction Company for the construction of Ninth and Jones Streets Pump Station. A motion was made by Councilwoman Ross, seconded by Councilman Basom and unani- mously carried to accept the recommendation of the Garage Superintendent and accept the bid of Ruddell Chevrolet for the new 1971 dump truck for the Street Department in the amount of $5,195.40. (Ruddell Chevrolet was.the second low bid with International Harvester being low at $5,145.36, but the Garage Super- intendent recommended against International as they have no dealer in or near Port Angeles and they couldn't meet the specifications on the 6-cylinder and so bid a V-B which is less suitable for the work the truck will be doing.) A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unanimously carried to grant permission to call for bids for one new 1971 street sweeper and a new 1971 pickup for the Street Department; three new 1971 sedans (replacements) for the Police Department and a new 1971 sedan (replacement) for the City Manager. A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani- mously carried to approve call for bids for a unit substation at 2nd and Valley Streets for the Light Department. I A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to approve payment of the 1971 budgeted monies to the Alcoholism Information and Referral Center in the amount of $2,200.00. A motion was made by Councilman Hord~k~ seconded by Councilman Olson and unani- mously carried to approve for payment Claim Vouchers in the amount of $60,934.73; L.I.D. #192 $10,800.00; and Payroll Transfers $60,256.29. A motion-was made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried to concur with the recommendation of the Planning Commission and approve the request of Mr. Gary Brock to operate a logging truck garage on the southeast corner of 2nd and Valley Streets providing no variances are required. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to concur with the recommendation of the Planning Commission and approve the extension of time on-.permission granted to Mr. Johnnie Key to occupy a camping trailer as a residence while building a house. Time extended one month. Amotion-was made by Councilman Hordyk, seconded by Councilman Olson and unani- mouslycarried to accept and place on file the Planning Commission Minutes of January 11, 1971. The .following -resolutions were read in full: RESOLUTION NO. 2-71 I A RESOLUTION of the City of Port Angeles, Washington, directing the Mayor of the City of Port Angeles, Wash- ington, to advise all appropriate state, county and municipal officials that the City of Port Angeles be- lieves that the strengthening of libraries through adequate financial support and through cooperative ventures to improve library service should continue to be the responsibility of all levels of government. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross, and unanimously carried to adopt the foregoing resolution as read. 188 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, ~SH. JANUARY 19, 1971 (Con It) RESOLUTION NO. 3-71 A RESOLUTION of the Council of the City of Port Angeles, Washington providing for the sale of bonds and warrants of Local Improvement District No. 192. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani~ mously carried to adopt the foregoing resolution as read. A motion was made by Councilwoman Ross, seconded by Councilman McRevey and I unanimously carried to approve the liquor license transfer from Merle Lester Schildknecht to Clarence Lee Horejsi, Thunder Bird; and from Richard Howard Anderson and Norma R. Anderson to Lyle Beaudette and Nancy Beaudette, Little Brick Tavern. A motion was made by Councilman Basom, seconded by Councilman Olson and unani- mously carried to refer to a work session the proposed street name changes. A memorandum from the City Manager reo Dance Ordinance was read. The Mayor will form a committee consisting of the Council, Mr. John Frank, high school and college representatives, and representatives for YMCA and church groups. A thank you letter from the Hostess Club of the Senior Citizens Center reo their card parties was read and noted. Councilman Edwards and Councilwoman Ross were appointed to the Legislative Committee along with the Mayor and City Manager. A letter from the Association of Washington Cities reo the Shorelines Protec- tion Act was read and noted. The proposal of the Park & Beautification Board reo warning device, speed signs and caution signs being installed on Race Street from 2nd to 5th Streets was referred to the Police Department for a study. I A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to refer to the Planning Commission for recommendation the request of the Park and Beautification Board to change the Off-Street Parking Ordinance reo landscaping. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unanimously carried to accept and place on file the Park and Beautification Board Minutes of January 7, 1971. j A motion was made.by Councilman Olson, seconded by Councilwoman Ross and unanimously carried.to accept and place on file the Library Board Minutes of January 6, 1971 and the Emanon Report for December, 1970. Councilmen McRevey and Hordyk were appointed to attend the Washington Public Power Supply System meeting in Portland, Oregon on February 3, 1971 at 1:30 p.m., with Donald Herrman and Lew Pohl being appointed as alternates. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Fire, POlice, Municipal Judge and Treasurer's monthly r~ports for December, 1970. An invitation to the Mayor and City Officials by the Goldenagers Club to attend a noon luncheon at the YMCA on February 11, 1971 at 11:45 a.m. was read and noted. I The Council was presented with a list of members on the various City Boards whose terms will expire March 1, 1971; with these being referred to the February 16th meeting. The City property is described as W~ NE~ Section 16, T.30 N., R.6W., W.M. abutting the City Limits south and west of the intersection of Park Avenue and Cherry Street, and strides Valley Creek; and the property described as S~ NE\ Section 6, T.29N., R.5W., W.M. owned by the Department o~ Natural Resources. A motion was made by Councilman Basom, seconded by Councilman McRevey and unanimously carried to authorize the City Manager to enter an agreement with Mr. Dick McGoff; leasing a piece of property near the City Dump to Mr. McGoff for the purpose of taking cars from the dump and processing them on this pro- perty.
