I CALL TO ORDER
Mayor Duncan called the special meeting/work session to order at 7:00 P.M.
The purpose of the special meeting was to discuss concerns of the Restau-
rant Association regarding the Council's support of the issuance of new
Class H liquor li~enses, and Council support of private projects.

Members Present: Mayor Duncan, Councilmen Haguewood, Hordyk, Schermer,
Quast, Whidden.
Members Absent: Councilman Gerberding.
Staff Present: Manager Flodstrom, P. Carr.
Public Present: L. Lee, R. & B. Marino, J. Fanucchi.

Contents of the Work Session
The Council and staff discussed with Restaurant Association representatives
the Council's policy of opposing recent rejections of Class H liquor
licenses for new businesses by the Washington State Liquor Control Board.
Members of the audience were opposed to this policy. Councilman Quast
stated that he is supportive of as many new businesses as may be estab-
lished.
The Council then heard the Association members' concerns about a proposed
loan from the City to Waterfront Associates in the amount of $400,000.
Mayor Duncan explained that rather than City funds, the funds are from a
federal grant, issued by the state, and that once the loan plus 8% interest
was repaid, the money would be available for other merchants' projects.

Mayor Duncan adjourned the meeting at 8:40 P.M.
