HomeMy WebLinkAboutMinutes 01/20/1970 12R PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON January 20, 1970 'the Council met in regular session at 7:30 P.M. Officers present were Mayor Wolfe, Councilmen Edwards, Hordyk, McRevey, Olson and Ross; Acting Manager Warder, Attorney Moffett and Clerk McNeece. Absent were Councilman Basom and Manager Herrman. A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried, to accept and place on file the Council Minutes of January 6, and the Special Meeting of January 15, 1970. I A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried, to accept the low bid of Utility Supply Co. of $ .4070 per lb. (1 week delivery t1me) for approximately 7,000 pounds of bare all aluminum con- ductor - 4/0 - "OXLIP". A motion was made by Councilman McRevey, seconded by Councilman Olson and ~~ani- mously carried, to accept the low bid of Ruddell Chevrolet-Oldsmobile inc. of $1,867.99 net for a 1970 Chevrolet 4-Door Sedan for the Engineers! Dept., and $1,573.83 net for a 1970 Chevrolet ~ ton Pickup for the Sewer Dept. A motion was made by Councilman Edwards, seconded by Councilman Olson and unani- mously carried, to approve payment of the second and final estimate of work done and material furnished, due the L.I.D. No. 189 Fund from the Arterial Street Fund in amount of $30,674.97. t A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried, to approve for payment Claims Vouchers in amount of $118,042.19, Interdepartmental Transfers $104,080.85 and Payroll Transfers $55,004.26. The Hearing on vacation of a portion of Sixth and Seventh Streets between Chase and Lincoln Streets was opened as advertised. There were no objections to the vacation. I A motion was made by Councilman Edwards, seconded by Councilman McRevey and pr- ~rt~~p~~t carried, that the Hearing be closed and the City Attorney be author- ized to draw up an ordinance,accomplishing the vacation as described in Reso- lution No. 20-69. (Councilwoman Ross abstained from voting on this motion.) A motion was made by Councilman Hordyk, seconded by Councilman McRevey and carried, to accept and place on file the Planning Commission Minutes of January 12, 1970. The following ordinance was read in full. ORDINANCE NO. 1573 AN ORDINANCE setting tap and connect fees for an area South of the Boulevard in the Pine Street area. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried, that the foregoing ordinance be adopted as read. A motion was made by Councilman Olson, seconded by Councilman Edwards and unani- mously carried, that the ordinances concerning Marihuana and glue sniffing (tabled to this meeting) be tabled to a work session. (The work session to be February 2, 1970 at 7:30 P.M.) I A motion was made by Councilman Edwards, seconded by Councilman McRevey and un- animously carried, that the proposed revision of Cemetery charges be tabled to the work session February 2nd. A memo from the City Manager regarding whether the Council wished to go ahead -t' with the Workable Program waS read and discussed. The general feeling seemed to be that the Workable Program is a "good thing!!, but that the City of Port Angeles is accomplishing everything required by the program without a signed agreement. Also that the City should continue to do away with sub-standard housing at a reasonable rate and as necessary. A letter from the Housing Authority of the County of Clallam concerning the City's signing a Cooperation Agreement with the Housing Authority to enable them to receive funds from the Department of Housing & Urban Development for the con- struction of more low-income elderly housing in Port Angeles was read and dis- cussed. 124 PROCEEDINGS OF THE COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON Page 2 January 20, 1970 A motion was made by Councilwoman Ross, seconded by Councilman Edwards and unani- mously carried, that the following resolution be adopted. RESOLUTION NO. 3-70 A RESOLUTION authorizing the City's entering into a Cooperation Agreement with the Clallam County Hous- ing Authority. (This resolution authorizes the Mayor and City Clerk to sign the agreement on behalf of the City.) I A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unani- mously carried, that the Mayor and City Manager be authorized to sign the Working Agreement with Fire Fighters Local No. 656, on behalf of the City. A motion was made by Councilwoman Ross, seconded by Councilman McRevey and unani- mously carried, that the Mayor be authorized to sign the Working Agreement with Teamsters Local Union No. 589 (the Police Department). A letter from State of Washington Oceanographic Commission concerning a "Puget Sound Environmental Monitoring and Prediction System" in the Puget Sound region was received and discussed. The Council will go over this item in more detail with Mr. Pohl, Light Superintendent. A memo from the Chief of Police indicated that a Law Enforcement Assistance Act grant in the amount of $6,375.00 has been approved for the Port Angeles Police Department for replacing the present radio.'system with new up to date equipment. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and carried, to refer the memo from the Recreation Director concerning appointment of a Senior Citizens Advisory Board to the work session on the 2nd..of iE'ebruary. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and carried, to approve the transfer of liquor license from Robert Allan Brayton and Betty L. I Brayton to Richard H. Anderson and Norma R. Anderson d/b/a'Little Brick Tavern. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried, to accept and place on file the following reports: Utilities Billing, Municipal Judge, Fire, Police and Recreation Departments December Reports, the Firemens' Pension Fund Annual Report for 1969, the Child Guidance Center Dec- ember report, the Child Guidance Advisory Board' Minutes, the Park and Beautification Board Minutes and the Out-of-town Report of Lorraine Ross. Other subjects of discussion were the rail to be installed on the Boulevard Bridge, enforcement of the rest room ordinance; the Police Department to make a study of the advisability at installing a Stop and Go traffic light at 8th and Peabody Streets and a Walk and Wait light at the pedestrian crossing on Front Street be- tween Lincoln and Laurel Streets. The meeting adjourned at 8:45 P.M.
