!The City Council met in re ar sess~on a;: ., and was called to order by Hayor Smith. Roll
call of officers revealed the following present: Hayor Smith, Councillnan Brown, Ne<l:', Sandison, Powell,
.110lfe and Mcfadden, Manager Vergeer, Attorney Severyns and Clerk Law.
i It was ~ved by Councilman Brown that minutes of the previous meeting be approved as received. Seconded
I by Councilman Sandison and carried.
Under the head of unfinished business and pursuant to publications fixing date, the public hearing on
I final Assessment Roll for L.I.D. No. 163 was opened. Tne Council assumed status of Equalization
I Board and objections to the Assessment Roll were read and heard as follows:

Jolanager Vergeer informed that Caroline Street East of/~e was not a public street at the time of
. preparation of the roll, having been previously vacated. Also that the street hall been re-established as a
Ipublic thorough fare by acquiring deeds from abutting property owners. Hr. Vergeer then reconnnended that
,the assessment roll bs amended and the street portion deleted from the roll. It was moved by Councilman
IMcFadden that the recommendation b e approved and assessments in question be paid from fixed estimate cost
if sufficient funds are available. Motion secon:lld by Councilman Brown and unanimously carried.

I Francis Brennand inquired as to why improvement costs were 8% above the original assessment estimates
,and expressed dissatisfaction with street construction. Engineer mllvers replied that costs were more
I some places and less others, and all unforeseen until construction_is under way.
I'Mrs. Raymond R. Payne of 709 W. 5th inquired as to why! the final assessment was $80.00 per lot more than
the first estimate. The Engineer compared original estimate with final amount of. assessments which
. showed a difference of $8.82. Mrs. Payne was then instructe d as to procedure for paying the assessments.
It was moved by Councilman Brown that all objections be made of record and placed on file. Seconded by
:Councilman Nolte. All voted Aye. I.lotion carried. Councilman. Brown then moved for adjour!l!l\~nt of the
I Equalization Beard and resume _roll of City Council. Seconded by Councilman Io!cFadden and carried.
IThere having been ins~fficient o~jections made or filed against the fi~al as~essment roll, it was moved
I by Councilman Neer that the roll be adopted as amended and the Attorney instructed to prepare an Ordinance
confirming the same, which will be presented at the next meeting. I{otion seconded by Councilman Brown.
;Motion carried.
IThe City Treasurer filed report of collections and balance due on L.I.D. 110. 164 as follm<s:
; "Collections resctlting from payments under the thirty day pre-payment period ending January
'17th on Local Improvement District No. 164 total ~25,075.76.
I The District is now ready to issueu_bonds for the redemption of the balance of outstanding
Iwarrants. as follows:

lIt was moved by Councilman Brown that the Treasurer's report be accepted and Bonis issuedas per State
jstatutes relating thereto. Seconded by Councilman McFadden ani unanimously carried.
Manager Vergeer read conununication from the Y.MCA Board regarding delinquence for utility services
'wherein the Board proposed arrangements to pay BIIlOunt due the City. .Lt was moved by Councilman Brown
1 that the Council approve the proposal. Seconded by Councilman Sandison. All voted Aye. Motion carried.
!Manager Vergeer spoke regarding requested survey and estimate of cost for ~ewerage disposal in the Fifth
land Penn Streets district. Engineer Ahlvers informed that some prelimimry work has been done but
due to thelieather and proposed project on 8th St., the operation has been dela;ved. Mr. Ahlvers further
informed that about a month will be required. Also advised what must be done and approximate length
,of trunk sewer required.

IManager Vergeer informed the Council that as soon as weather permits, the approved traffic signal at 1st
and Peabody Sts. will be installed.
'Iunder the head of new business, the Council approved claims paid Janmry 8, 11, 13, and 14, in total
amount of $35,965.47. It was moved by Councilman Powell that the claims be approved as p,nd. Seconded
by Councilman Sandison and carried.
IRequests for' approval of beverage licenses were received as follows:
Olympc Recreation, New application by Edward J. Becker and Don Grinnell
) Tugboat! Tavern and Grill, Transfer from 1-lilson H. Robbins to Della L. Masters
I It was moved by Councilman Neer that the requests be approved. Seconll.ed by Councilman Powell and carried.

i The Treasurer's report for the month of December was conElidered by Council. It was moved by Councilman
I McFadden that .the report be accepted and -placed on file. Sedonded by Councilman Wolfe. All voted Aye.

j Budget reports for the month of December for various city departments were also considered. It was moved
I by Councilman Powell that the reparts be approved and filed. Seconded by Councilman Neer, and carried.
. Manager Vergeer informed that all departments sho\;ed operation during the year 1953 within their total
Ilbudget appropriations. Councilman Wolfe commended the department heads for operating within the limitation
I of th e budget.
The Annual Report of the Police Department was filed by Chief Ide for approval by the Council. It was
moved by Councilman Brown that the Annual Report be accepted and pl~ced on file. Seconded by Councilman
McFadden and unanimously carried.

Mayor Smith read 2 telegrams from Richmond, California, congratulating this city for being awarded the

title. of All-American City. The }la;yor also informed that the City will receive a Plaque and Flag as award
and that the Community Action Committee. will conduct the presentation and desire a suitable flag pole and
location for the presentation. Manager Vergeer suggested the location be at 1st and Laurel Streets.
Attorney Severyns replied that he is informed the Trustees of the late K.O. Erickson Estate will file notice
of appeal concerning the recent Court action.
,Mayor Smith read communication to Phil Tobin, Civil Defense Director, advising that civil defense equipment
is available for purchase by this City. The J.!ayor also informed that Tu~sday,.J...nuary 26, this City will
be host to Vla;;"or's Council, Mayor R. 1-1. Johnson of Tumwater to be in charge of the neeting.
Due to February 4th being scheduled for the City to receive the All-;;zneric~ll award,. it was moved by
ICouncilman Powell that the regular Council meeting be changed to F~bruary 5th a:ld tl;1e date properly
;publicized. Seconded by Councilman Brown. All voted Aye. Notiol1 Qarried..
