HomeMy WebLinkAboutMinutes 01/21/1981 28 CITY COUNCIL MEETING Port Angeles, Washington January 21, 1981 I CALL TO ORDER The special meeting was called to order by Mayor Haguewood at 7:00 P.M: 'The purpose of this meeting is to meet with the Planning Commission to discuss I development impacts on Golf Course Road and Old Mill Road; the White Creek crossing issue; development and growth management issues; the proposed sign " Ordinance; and the demand for Office commercial land, II ROLL CALL Council Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk, Polhamus, Quast. Planning commission Members: Richard Anderson, Colin Bennett, David Brewer, Charles Whidden. Staff Present: Manager Flodstrom, Planner Carr, D. Van Hemert, G. Braun, J. pittis. III LEGISLATION The first issue to be discussed by the Council, staff, and members of the Planning Commission was development impacts on Golf Course Road. Several concerns were raised by both groups, some of which included the lack of sidewalks, the narrow width of the road, increased traffic due to the recent developments in the area, and the health and safety needs of the Golf Course Road residents and the citizens who use the road. Also discussed were options for improvement of the road (L.I.D. versus de- veloper contributions to the Arterial Street Fund); the proposed White Creek crossing and its impacts on the Golf Course Road area; police and fire pro- tection; the increased demands on storm sewers and the sewerage treatment plant; and the need for input from developers regarding development impacts and what can be done to resolve, or at' lease minimize those impacts. Following the discussion on Golf Course Road, several other subjects were discussed including the County's plans for Milwaukee Drive; what factors are discouraging the growth of the downtown area; waterfront development by the Port; the possibility of filling in the ravine near Alder street and using it for commercial development; the need for medical/dental professional office space; status of the updated ZOning Ordinance and the new Sign Ordinance; vandalism throughout the City; and the procedures for filling Planning Com- mission vacancies.
