I The Commission met in reeular session
showed the following officers present:

at 10 A.~. and was called to order by Mayor Beetl~. Roll call

The minutes of the previous session were read and approved.
Under the head of Applications for Building Permits the following were granted:

Under the head of Introduction of Resolutions the follo~~ng resolutions were introduced:
RESOLUTION
WHEREAS, by that certain resolution dated December 26, 1940, and recorded in Volume 20 of Commissioners'
Proceedings on page 252, the City Commission authorized the sale of Lot 15, Block 101, Townsite of Port
Angeles, to George S. and Lena Mae Palmer, and

WHERil:AS, the said George S. and Lena Mae Palmer now desire to purchase Lot 16, Bleck 101, Townsite of Port
Angeles, and have the above referred to resolution recinded and enter into, an aereement with the City for
the purchase of both lots 15 and 16, Block 101, Townsite of Port Angeles, 'and
WHEREAS; it appears that there is no objection and the Commission believes that it is to tile best interests
I of the City that the said resolution be recinded and an agreoment entered into with the said George S. and
I Lena Mae Palmer for the sale of Lots 15 and 16, Block 101, Townsite of Port Alngeles.
I NOW, THER2FOllE, BE IT RESOLVED, that that certain resoluticn dated December 26, 1940, and recorded in
Volume 20 of Commissioners' Proceedings on page 252, authorizing the sale of Lot 15, Block 101, Townsite of
Port Angeles to George S. and Lena Mae Palmer, be and said resolution is hereby recinded.
It was moved by Commissioner Bean that the foregoing resolution be approved and adopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
RESOLUTION
WHEREAS, The City of Port Angeles is the OImer of the following described real property, having acqUired
the same by Treasurer's deed, dated January 20, 1941, under and by virtue of the authority of Section,9595
of Remington's Revised Statutes, Chapter 145 of the Laws of 1929, page 565, to-wit:

WHEREAS, George S. Palmer and Lena Mae Palmer, husband end lufe, have offered to purchase the above
described real property from the City of Port Angelss for the sum of $125.00, payable as follows: $12.50
as a down payment and $5.00 on or before the 20th day of February, 1941, and $5.00 on or before the 20th
day of each and every month thereafter until paid in full. Interest at the rate cf 7% per anr,um to je com-
puted on the balance due and paid with the monthly installment, and
WHEREIS, 1he City Commission has viewed the said property and is of the opinion that the said offer is
fair value and that at this time it is to the best interest of the City that it should be accepted and
the sale made,
NOW, THEREFORE, EE IT RESOLVED, That the said offer be accepted and that the City of Port Angeles sell the'
said property at private sale to the said George S. Palmer and Lena Mae Palmel, husband and wife, for the I
swn hereinabove set forth, subject to any other valid liens against the same; that the City Attorney be I
instructed to prepare a quit claim deed conveying said property to the purchaser, and that the City Clerk
of the City pf Port ~ngeles be and he is hereby L~structed to execute said quit claim deed, and that the I
Mayor of the City of Port Angeles be' and he is hereby instructed to count~rsign said quit claim deed when '
the purchase price and all accrued interest ttereon has been paid in full.
It was moved by Commissioner Seam that the foregoing resolutiin be approved and adopted. Seconded by
Commissioner Lind. On roll call all members yoted aye. The Mayor declared the motion carried.
RFBOLU'I'ION
TO SELL PROPERTY ACQUIRED BY FORECLOSURE

'NHEREAS, The City of Bert Angeles is the ovmer of the following described property in the City of Port
~,ngeles, to-wit:
Lot Fifteen (15), Block One Hundred One (101), Townsite of Port
Angeles, Washington,
which said property has been acquired by the City on foreclosure of delinquent local improvement assess-
ment,s under Chapter 205 of the Session Laws of 1927, and
WHEREAS, George S. Palmer and Lena Mae Palmer, husb.nd and wife, have offered to purchase the above
described real property from the City of Port Angeles for the swn of $150.00, payable as follows: $12.50
as a down payment and $5.00 on or before the 20th day of February., 1941, and $5.00 on or before the 20th
day of each and everj month thereafter until pa id in full. Interest to be computed at the rate of 7%
per annum on the balance due and paid with the monthly installment, and

value and is in excess of the amount paid by the City for said property, plus all L.I.D. ass'essments,
including interest and other charges against the same.
NOli, THEREFORE, BE IT RLSOLVED, That the said offer be accepted and that the City of Port Angeles sell the I
said property at private sale to the s8id George S. Pamer and Lena Mae Palmer, husband and wife, for the I
sum hereinabove set ''arth, subject to any valid liens against the same; that the City Attorney be instruct1
ed to prepare a deed conve,~ng said property to the purchaser, and the City Treasurer be authorized to I
execute the said deed in accordance with the provisions of this resolution and Chapter 275, Session Laws
of 1927, when the purchase prjce and all accrued interest thereon has been paid in full. I

It was moved by Comissioner oeam that th_ foregoing resolution be approved and acopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Mayor declared the motion carried.
RESOLUTION
WHEREAS, the City of Port Angeles is the onwer of the fo110~~ng described property in the City of Port
Angeles, to-wit:
Lots Thirteen (13) and Fourteen (14), alock Four Hundred Thirty-three (4c.3)
of the Tovmsite of Port ~~geles,
which said property has beEn acquired by the City of Port ..ngeles on foreclosure of delinquent local im-
provement assessments under Chapter 205 of the Session Laws of 1927, and
mlERE~.S, the above de,cribed property "as included in and was a part of L.I.D. No. 51 of the City of Port
Angeles, the cwner paying installments as they came due up to the 6th installment, which was allowed to go
delinquent on JRnuary 15, 1926, and under the existing law at that time was certified by the City Treasurer
to the County Treasurer for collection with other general taxes against the property, and
W!IEREAS, it appears that the County Treasurer failed to notify the owner that the assessment had benn
certified to hie office for collection and failed to collect the same at the tim_ the owner pAid the
generral taxes on the property, and later after the law requiring the City Treasurer to certify delinquent
local improvement assessments to the County Treasurer for collection had been repealed, the County
Treasurer returned all uncollected L.I.D. assessments ir. his office, inclucing the one referred to above,
to the Ci t;r Trei1 surer for collection, and
YmEREAS, it appears from the records that while the said assessment was still in the County Treasurer's of-
fice for collecticn the o"~er cf the said prorerty paid all assessments against the said property in the
City Treasurer's office and received a receipt in full for same, and
WHEPEAS, after the said assessment above referred to among othEr assessments had been returned to the City
Treasurer's office, the City Treasurer did foreclose on said property for unpaid delinquent local ~.prove-
ffient assessments and sold the said Lots 15 and 14, Block 155, Townsite of Port ingeles, to the City of Port
Angeles on earch 25, 1940, and
WHEEEAS, The .rirsL Federal Savings and Loan Association, thE! !'orrner owner of the said propertYJ now o.ffers
to purchase said property frOM the City of Port f.ngeles for th~ full ar..ount of the 6th insta.llment of L.I.D~
No. 51 against said property, plus interest and other charges against the same, amounting to tho sum of

YlliEREAS, the City Commission beoieves that the First Federal Savings and Loan Association had no knowledge
that th" said 6th installment 0: L.l.D. ')0. 51 against the said pro;oerty had not been paid and is of the
opinion that the offer is fair and should be acoepted.
N01l, THEREFORE, BE IT RrBOLVED, that the said offer be accepted and that the City of Port An5eles seU the
said property at private sale to the said First Federal Savings and Loan Association for the sum herein-
above set forth, subject to any valid liens against the s2<lle; that the City Attorney be instructed to pre-
pare 8 deed conve;j'ing said property to the purchaser, and that the City Treasurer of the City of Port
Angeles be authorized to execute the said deed in accordance with the provisions of this resolution.

Under the head of Introduction of O.rdinances the following ordinances were introduced, read in full and
pIa ced on their first and second readings:
AN ORDINANCE fixing the salaries, compensation and wages of certain officers and employees of the City of
Port Angel~s, Washington.
~.N ORDIN~r;CE repealing Ordinancos Numbers 76B and 966.
Under the head of New Business:
Chief of Pelice R. O. Ide presented his annual report for the year 1940, which was read and ordered filed.

AN ORDINANCE prohibiting the discharging, or otherwise shooting. of air-guns, air-pistolE, or other
contrivances which expel bullets or projectiles by the force of compressed air, providing penalties for
violation thereof, and declaring an emergency.
