"".0<1_ - I I I I I The Commission met in regular session at 10:00 A.M. and was called to order ~ Mayor Beetle. Roll call showed the following officers present: 1.layor Beetle, COllunissioners ilea'll and Lind, Attorney Conniff and Clerk Hawkins. The minutes of the previous session were read and approved. Under the head of Applications for fuilding Permits and Licenses the following were granted: C. C. Breiland, Addition to Dwelling, Lot 5, Block 86, Townsite Frank C. Perkes, Dwelline, Lot 5, Block 175, Townsite F. Aime Lanctot, Addition to Dwelling, Lot 18, Block 113, Toymsite Fra d<: Pollow, Move House, Build Garage, Lot 5, B~ock 380, Townsite E. H. Gallagher, Build Shed, Lot 8, Blk. 26, N. h. ~thfs Subd. Loop Auto Wrecking Co., Second Hand Dealer's License 100.00 3000.00 300.00 700.00 500 .00 15.00 Under the head of Reading and Passage of Ilrdinances the following ordinance was read by title and placed. on its third reading and finally passed and adopted.. AN ORDIN~_NCE fixing the salaries, compensation and wages of certain officers and employees of the City of Port Angeles, Washington. It was moved b-.r Commissioner Beam that the foregoing ordinance be placed on its final reading and adopted. Seconded by Commissior.er Lind. On roll call all members voted aye. The ~ayor declared the motion carried. Under ~ he head of Introduction of ~esolutions the following resolutions were introduced: RESQLuTIOIl TO SELL PROPERTY ACQUIRED BY FORECLOSURE WHEREAS, The City of Port 'Lngeles is the o.mer of the following described property in the City of Port Angeles: Lots Three (3) and "'our (4), Block Three Hundred Forty-nine (349) of the Tcwnsite of Port I~ngeles, Cla11am County, Washington, which said property has been acquired by the City on foreclosure of delinquent local improvement assess- ments under Chapter 205 of the Session Laws of 1927, and WHEREAS, J. 11. Clark has offered to purchase the above described real property from the City of Port Angeles for the sum of $451.02, payable as follows: $35.00 as a Down payment and G1O.00 on or before the 10th day of February, 1940, and ~10.00 on or before the 10th day of each and ev~ry month thereefter until paid in full. Interest to be computed at the rate of 7% per annum on the monthly balance and deducted from the monthly payment and the balance of said peyment to be applied on the principal, and. WHEREAS, The City Comnission has viewed the said property end is of the opinion that the offer is fair value and is in excess of the amount paid by the City for said property, plus all L.LD. assessments, including interest and other charges against the same, NOVi, THEREFORE, BE IT RESOI.VED, Thet the said ofger be accepted and that the City of Port Angeles sell the said prpperty at private sale to the said J. W. Clark for the sum hereinabove set forth, subject to any ) valid l~ens against the samej that the City !Atto!'ney be instructed to prepare s deed conveying said property to the purchaser and the City Treasurer be authorized to execute the said deed in accordance with the provisions of this resolution and Chapter 275, Session Laws of 1927 when the purchase price and all accrued interest thereon has been paid in full. It was moved by Commiss inner Lind that the foregoing resolution be approved and adopted. Seconded by Comrrissioner Beam. On roll call all members voted aye. The Mayor declared the motion carried. RESOLUTION VffiEREAS, The City of Port Angeles is theowner of the following described real property, having acquired the same by Treasurer's deed, dated June 2, 1959, under and by virtue of the authoirty of Section 9593 of Remingt.on's Revised Statutes, Chapter 143 of the Laws of 1929, to-wit: Lots Eleven (11) and Twel.e (12), Block One Hundred Twenty-seven (127), Townsite of Port Angeles, Clallem County, Washington, and WHEREAS, The City Cor.unission under the provisions of that certain resolution adopted July 5, 1939, and recorded in Vol. 20 of Com..issioners' Proceedings on page 70, leased the above described property to Edward H. Creelman and Laura M. Creelman, his wife, for a period of four (4) months, beginning July 10, 1939, and ending November 10, 1939, at a monthly rental of ~5.0C, with option to purchase said property at the expiration of the four (4) months period afroesaid, in the sum of ~1,000.00. The rental payments to be credited on the purchase price, and WHEREI\S, It aPl'ears that all the terms and conditions of the above referred to lease have been complied with and the said Edward H. Creelman and Laura M. Creelman, his wife, now desire to purchase the above descfibed property under ths terms and conditions provided for in scid lease above referred to; the pur- chase price being $,000.00, and the rental payments during the term of the lease ending November 10, 1939, amounting to $60.00 to apply as a dovm payment, and the balance to be paid in monthly installments of $15.00 each, beginning on November 15, 1939, which said payment has been paid and is hereby acknowledged, and then $15.00 on or before t.he 15th day of each and every month thereafter until paid ir; full. Interest to be co~puted monthly at the rate of 6% per annum and paid with the monthly installment, and in add~tion the said Edward H. Creelman and Laura M. Creelman further agree to expend all necessa ry money for ma terialsj to be used in improving the property and keeping it ir; good rapair and condition at all times, and I WHE:1E^5, The City Comission has viewed the property and is of t he opinion that the offer is f air value and in excess of the price paid by the City for said property, plus all I..I.D. assessments including int.erest and other charges against. the same, NOW, THEREFORE, BE IT RESOLVE9 That said offer be accepted and that the City of Port Angeles sell the said property at private sale to the said Edward H. Creelman end Laura M. Creelman, his wife, under the terms and conditions and for the sum hereinabove set forth, subject to sny other valid liens against the samej that the City Htorney be instructed tc prepare a quit claim deed conveying said property to the ~ ,...- 130 Proceedings of the City Commission of the City of Port Angeles, Washington Jan uary 24, 1940 19_ ... purchaser, and that the City Clerk of the City of Pert ~.ngeles be and he is hereby instructed to execute said quit claim deed, and that the Mayor of the City of'Port Angeles be and he is hereby instructed to countersign said quit claim da2d, when the purchase price and all accrued interest thereon has been paid in full. It was moved by COITn"'issioner Lind that the foregoing resolution be approved and adopted. Seconded by Commissioner Beam. On roll call all members voted aye. The Mayor declared the motion carried.
