The City Council met in regular session at 7:30 p.m.and was called to order by Mayor Richardson. Other Officers present were: Councilmen Sandison, Maxfield, Thorne, Randall and Caldwell, Manager Slankard and Clerk Law. It was moved by Councilman Randall that the minutes of the previous meeting be approved as written and placed on file. Seconded by Councilman Maxfield and carried. Under the head of unfinished business, the Council Committee reported on proposed Ordinance regulating amusement machines. It was moved by Councilman Randall that the Ordinance be referred to the Attorney for revision. Seconded by Councilman Caldwell and carried. The City Engineer having investigated the possibility and cost of filling Boy Scout property at Seventh and Peabody Streets, it was moved by Councilman Caldwell that the Street Department be authorized to place enough material from Alley improvement in L,I.D. No. 179 to fill hole at Seventh and PeabOdy. Seconded by Councilman Maxfield and carried, A. G. McKnight, having purchased Lots 15 to 20 inclusive in Block 357, Townsite, requested in writing that the contract be assigned to Frank L. Finch and A. James Ohmert, Mr. McKnight guaranteeing payment of the purchase price in case of default by either consignee. It was moved by Councilman Maxfield that transfer be approved. Seconded by Councilman Randall and carried. Under the head of new business, the City Treasurer designated the First National Bank and the Olympic State Bank as depositories for City monies during the year 1960. subject to Council approval. It was moved by Councilman Thorne that the Treasurer's recommendation be approved. Seconded by Councilman Randall and carried. It was moved by Councilman Caldwell that the Manager be authorized to publish call for bidsto furnish for tile Sanitation Department, one truck with packer unit. Seconded by Councilman Thorne and carried. It was moved by Councilman Randall that call for bids be published to furnish one half ton truck for the Park Department. Seconded by Councilman Sandison and carried. It was moved by Councilman Thorne that call for bids be published to furnish for the Light Department one service truck. Seconded by Councilman Caldwell and carried. It was moved by Councilman Randall that call for bids be published to furnish for the Water Department, 6,8, and 10 inch water pipe at estimated cost of $24,700.00. Motion seconded by Councilman Sandison and carried. The follOWing reports were filed for Council approval: Treasurer's, Budget Expenditures, Fire and Police Departments'. It was moved by Councilman Randall that all reports be accepted and placed on file. Seconded by Councilman Thorne and carried. Approval of claims were as follows; From 1959, General Funds, $5,645.27. Water Fund, $1,697.07, Light Fund, $7,895.37, Pipeline Fund, $800.00, From 1960 Budget, General Funds, $5,570.02. Water Fund, $138.82, Light Fund, $52, 504 .45. It was moved by Councilman Caldwell that all claims a s listed be approved. Seconded by Councilman Thorne and carried. tJ It was moved by Councilman Thorne that a claIm by Eugene Johnston for damages be referred to the AttorneJoj, Seconded by Councilman Maxfield and carried. Don Morrison of the Health Department, introduced Walter 1. Berschauer, Public Health Engineer with the State Department of Health. Mr. Berschauer spoke briefly, advising the Council to take advantage of Federal assistance in construction of sewage disposal facilities before all funds are allocated to other Cities. The Mayor advised that the Council has been so engrossed in Water System and other improvements they have been soft peddling on sewage disposal project. I Councilman Randall extended commendations to the Street Department for prompt attention in sanding the streets during the recent unusual temperature. II I' Under the head of reading and passage of Ordinances, the following was read by title and placed on second I and final reading: ORDINANCE NO. 1449 AN ORDINANCE providing for the issuance of $2,000,000.00 par value of "Water Revenue Bonds, 1960," for the purpose of obtaining the funds with which to pay the cost of carrying out the system or plan for making additions to and betterments and ex- tensions of the domestic wateIWorks utility of the City, as adopted by Ordinance No. 1444; fixing the form, date, maturities, maximum interest rate, covenants and terms ,of said bonds: and providing for the calling of bids for the public sale of $1,700,000.00. par value thereof. It was moved by Councilman Caldwell that the foregoing Ordinance be approved and adopted. Seconded by Councilman Thorne and unanimously carried.
