HomeMy WebLinkAboutMinutes 01/24/1965 ,...- 242 Proceeoings of the Ci~ Commission of the City of Port Angeles, Washington JAi'IUARY a 19~ I.11HPRINTINOCO, I'_U~~_~ i!he City Council met in regular session at 7:30 p.m. Officers present were Councilmen Maxfield, :Thorne, Cornell; Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece Councilman Maxfield was elected to act as Mayor, pro tem in the absence of the Mayor who arrived at 7:40 p.m. and assumed his position as Chairman. A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to approve and place on file minutes of the previous meeting. A motion was made'by Councilman Cornell, seconded by Councilman Schroeder and carried, to approve 1 the vouchers for payment in amounts of: General Funds, $13,197.21; Water Fund, $3,134.45 '- warrants no. 12642 - 12661 and Light Fund, $89,353.75 - warrants no. 13136 - 13192, a total of $105,685.41. 'I I!\,' The following ordinance was introduced and read in full: ORDINANCE NO. 1554 AN ORDINANCE of the Clty of Port Angeles establishing an equipment rental fund and establlshlng rental charges for the Street Dept. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, that the foregoing ordinance be adopted as read. concerning this ordinancik , " th~t #1 An ordinance repea~ing certain sections of the City Code and enacting a new ordinance gambling was read in full and will be made public. A study session by the Council on ,was set for Monday, February 1, 1965 at 7:30 p.m. in City Hall. IA motion was made by Councilman Schroeder, seconded by Councilman Wolfe and unanimously carried, 'the Wholesale Water Contract Agreement between the City of Port Angeles and Public Utility Dist. ,be signed as read. IThe Light Dept. audit report for January 1, 1963 through December 31, 1963 has been received and will be reviewed by the Councilmen. Pursuant to request to require property owners to install sidewalks on Chase 'Street between First Street and alley north of Flrst Street, a committee consisting of Councilmen Schroeder, Bettger and Cornell and the Clty Manager was appointed to study the problem and report at the next council meeting. , A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, 'that the City Manager be ,given permission to purchase property fo~ another substation (above the Boulevard) . ;A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried to accept the I Civil Service Com~ission report of inspection of Police and Fire Buildings. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and,unanimously carried, to accept the recommend,ation of the Planning Commission to approve ,the application of James HargreaveSI of 310 West 3rd Street for a variance from the zoning ordinance to permit him to operate a small '!antique shop, with the understanding that no signs will be displayed. A motion was made by Councilman Schroeder, seconded by Councilman Cornell and unanimously carried, , to approve the Planning Commission recommendation to gran~ Mamie Clark, 926 E 10th St., permission for retention of a mobile home due to health hardship. ' A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to ,accept and place on file the Planning Commission minutes of January 19, 1965. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, that the report on Chemical Analysis from the State Dept. of Health be accepted and placed on file. I A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, I to approve and place on file ,the Light and Water Work Reports and Operating Statements, the Light, II Water and Sanitation Billing Report, the monthly report of the Police Judge, Police Dept., Treasuret and the Budget Report of Receipts. After considerable discussion concerning the installation of water mains, the possible annexation to the City'of an area in the Mt. Angeles district and the presentation of a petition requesting I' an election for that area, a motion was made by Councilman Maxfield, seconded by Councilman Thorne land unanimously carried, to accept the petition as presented, and the City Manager and Attorney \'1; jproceed with processes of annexation. ilRelative to the request of Ja'lles Haynes for variance to allow construction of a trailer court, no 'I' laction will be taken until Mr. Haynes submits a plan for the trailer court.
