The Commission met in regular session at 10 A.M. and was called to order by Mayor Beetle. Roll call
showed the following officers present: l.!ayor Beetle, Commissioners Beam and Lind, Attorney Conniff and
Clerk Hawkins.
The minates of the previous session Were read and approved.
Under the heed of Applications for Buildin;; Permits the following was granted:
Jack Del Guzzi, Build House, Lot 15, Block 339, .ovmsite
2500 .00
Under the head of readin,:; and passage of Ordinances the following urdinances passed their third reading and
were adopted:
AN ORDINANCE fixing the saleries, compensation and wages of certain officers and employees of the City of
Port Angeles, Washington.
It was moved by Commissioner Beam that the foregoing ordinance be placed on its final reading and adopted.
Seconded by Mayor Beetle. On roll call all members voted aye. The ~ayor declared the motion carried.
Al: ORDINANCE repealine Ordinances Numbers 768 and 966.
It was moved by Commissioner Lind that the foregoing ordinance be placed on its final reading and adopted.
Seconded by Mayor Beetle. On roll call all members voted aye. The Mayor declared the motion carried.
The following ordinance was placed on its second and third readings and adopted:
AN ORDINANCE prohibiting the discharging, or othervdse shooting, of air-guns, air-pistols, or other con-
trivances which expel bullets and projectiles by the force of compressed air, providing for the violation
thereof, and declaring an emergency.
It was moved by Commissioner Lind that the foregoing ordinance be placed on its final reading and adopted.
Seconded by M'lJ'or Beetle. On roll call all members voted aye. The !Iayor declared the motion carried.
Under the head of Introduction of Resolutions the following resolution was introduced:
RESOJ: UTION
WHEREAS, The City of Port Angeles is the ovmer of the following described real property, having acquired
the same by Treasurer's deed, dated July 18, 1940, under and by virtue of the authority of Section 9393
of Remington's Revised Statutes, Chapter 145 of the Laws of 1929, page 365, to-wit:
Lots Four (4) and Five (5), Block One Hundred Twenty-one (121) of Thomas W. Carter's
Subdivision of Suburban Lots Eleven (11) and Sixteen (16), Port Angeles, Washington, and
WHEREAS, William Gorsegner has onered to purchase the above described real property from the City of
Port Angeles for the sum of $400.00, paya hle a s follows: $40.00 a sad own payment and $25.00 on or before
the 19th day of February, 1941, and l)25.00 on or before the 19th day of each and every month thereafter
until paid in i'"ll. Interest at the rate of 7% per annum to be computed on the balance due and paid with
the,monthly install~ent, and
WHEREAS, Tr.e City Commission has viewed the said property and is of the opinion that the said offer is
fair value and that at tris time it is to the best interest of the City that it should be accepted ar.d the
sale made,
NOI~, TlillREFORE, BE IT ReSOLVED, That the said offer be accepted and that the City of Port ,Angeles sell the
said property at private sale to the said William Gorsegner for th~ sum hereinabove set forth, subject to
any other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed
conve..'ing said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he is
hereby instructed to execute said quit claim deed, and that the l.layor of the City of Port Angeles be and h~
is hereby instructed to countersign said quit claim deed when the purchase price and all accrued interest
thereon has been paid in full.
It was moved by Commissioner Beam that the foregoing resolution be approved end adopted. SecolOded by
Commisssioner Lind. On roll call all' ~~mbers voted aye. The Mayer declared the motion carried.
Under the head of New Business the fallowing letter and agreement with the Rayonier Incorporated came up
for consideration:

This l~tter embodies our agreement 'with :....ou "whereby we will advance to you the nececsar'J fWlds to cover
the acquisition by you as a part of your Elwha River Water Extension Project 9 as extended by Ordinance
No. 888) of the following described property in ClaHam County:
1. N'N~ of SE ~ of NE~, and that part of the NE~ of SE! of NE* lying west of the Eh'ha River,
all in Sec. 10, Twp. 30 North, Range 7 West, w.~., subject to existing easement for pole
line and to the reservation of a right of way for road purposes across a 14' strip of land
along the westerly line of the NWi of SE~ of NE~.
2. A 400' strip of land, being 200' on each side of tho center line of the pipe line across
Sec. 56, Twp. 31 North, Range 7 West, VI.M.
1. You will acquire the above property as part of your Elwha lliver Vlater Extension Project (as extended
by Ordinance No. 888) and will retain the same in its entirety es a part of the project.
2, The amcunt to be paid by you for the property s,hall be the sum of t8m ($750 for the property describeq'
under 1 above, and $5] for the property descl'ibed under 2 above). The purchase price willbe turned over
to you when needed for closing the transactions. It is understood that you rill secure an owner's policy
of title insurance covering the property described under 1 above.

3. The amount so advanced by us with interest at the rate of three per cent per a~'ur., shall constitute
a credit to us, our successors or assigns, pa,~ent of said advance, however, to be deferred until.the
expiration of the present contract, and at that time to be paid in water furnished by the City at a price
to be agreed upcn .t that time, or to be applied on the first payment or payments due upon ext_nsion or
renewal of the present contract.
