The Commission met in regular session at 10:00 A.M., and was called to order by Mayor Feeley. Officers
present were: Mayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull and Clerk Law.
!lunutes of the previous session were read and approved.
Under the head of appli;ytions for building permits and licenses, the following were'granted:

Under the head of unfinished business, bids to furnish one coupe for the Engineers' Department were sub-
mitted as follows: Port Angeles Hotors, 1951 Pontiac, $1,898.85; Lannoye and Davidson, 1951 Plymouth,
$1,756.15; Janish ~;otor Co., 1951 Plymouth, $1,781.80; Schreiner Chevrolet Co., 1951 Chevrolet, $1,675.10.
After considering bids submitted, it was moved by Commissioner Taylor that bid by Schreiner Chevrolet Co.
be accepted as the lowest and best bid and earliest delivery date. Motion seconded by Mayor Feeley. All
voted Aye. Motion carried.
The Engineer reported on inspection of the Anna Paris buildini at First and Cherry Streets regarding base-
ment flooding. It was the opinion of the Engineer that flooding is caused by the ground being higher than
the basement level, permitting surplus water to drain in basement. The tenant having opened existing
catch basins and drains, it is presumed that flooding conditions will be eliminated.
The Engineer also requested information regarding payment for services of Engineers on the El.~a River
jetty project. He was instructed to consult the Attorney regarding payment.
Harry Kochanek appeared regarding damage to his car while in line of duty although during off-duty hours.
e The Insurance Company, having refused any responsibility, Mr. Kochanek offered to compromise claim and
I requested that the City assume obligation in amount of $54.20. The accident having occurred, and damage"
I inflicted while in line of duty, it was moved by Mayor Feeley that the compromise be accepted and the City
: a~sume the obligation of $54.20. Hotion seconded by Commissioner Robinson. All voted Aye. Motion carried.
I Under the head of new business, Ray Faussett and Bessie Malesky, taxi cab operators, spoke regarding
! reduction in license fees for taxi cabs. Due to increases in social security, tires, gas, state license,
and condition of streets, the cos~ of operation has advanced. It was the opinion of the operators that
t~ licenses should be equalized with other licenses and all vehicles using streets should help pay for
repair of the same.
Commissioner Taylor considered the license fee not excessive as the cars occupy space where parking meters
sould pay equivalent or more. Also the amount saved in license reduction would not make up for price
increase in other commodities. Commissioner Robinson expressed the opinion that operators are not making
much money and suggested that the Police Chief obtain information as 1D fees charged by other Cities, the
l~ Chief and Attorney to have data compiled by the next session.
Merrill R. Cashman requested in writing, permission to remove a high spot on the street right-of-way at the
east end of Sixth Street where it adjoins Liberty Street, the dirt being moved on Lots 1, 2, and 3 in
Block 211, the same being mwned by him. Recommendation of the Engineer being favorable, it was moved by
Commissioner Taylor that the request be granted. Seconded by Commissioner Robinson. All voted Aye.
Motion carried.
I Ed."ard P. Fountain, Secretary of Local No. 997, International Brotherhood of Electrical Workers, requested
i in writing that the Commission consider proposed wage adjustement contingent to future date when wage
freeze will be modified to allow adjustment where deemed necessary. Requested for consideration waS .07
, per hour increase and .10 per hour for line foreman. It was moved by Commissioner Taylor that the
j communication be filed until such time as wage structure is not so complicated as at~present. Seconded by
.1 Mayor Feeley. All voted Aye. Motion carried.
The Annual report of the Police Department was approved and ordered filed.
I The Clerk was instructed to write Palmer Supply Company regarding former contract awarded to furnish 2" iron
I pipe, requesting information as to why the Company has not fulfilled their ob1;i;gation. The Clerk was also
I instructed to request T. M. Pajari, Division Engineer of the C.M.St.P. & P. Railroad Company to take steps
i for repair of railroad crossings, maintenance of the same being required by the Company according to
: franchise.

Commissioner Taylor requested that bids be published for the following: Construction of a building to
house chlorination plant. Six inch cast iron or Transite pipe. Sluice gate for Morse Creek Dam. All bids
to be opened February 19th. It was moved by Commissioner Taylor that the bids be published. Seconded
II by Commissioner Robinson. All voted Aye. Motion carried.
Under the head of introduction and reading of Ordinances, the following was read by title and placed on
I first and second reading:
ORDINANCE NO. 1242

AN ORDINANCE setting forth an emergency affecting the public health and safety; requiring expenditures
unforeseen; providing for the issuance of emergency warrants; and declaring an emergency making the
ordinance immediately effective.
It was moved by Hayor Feeley that the foregoing Ordinance be passed first and second reading. Seconded by
Commissioner Robinson. All voted Aye. t-lotion carried.
The Commission examined and approved the follmnng claims and ordered warrants issued in payment of same:
