HomeMy WebLinkAboutMinutes 01/29/1981 29. CITY COUNCIL MEETING Port Angeles, Washington January 29, 1981 I CALL TO ORDER I The special meeting was called to order by Mayor Haguewood at 7:00 P.M. The purpose of this meeting is to meet with the Port of Port Angeles to dicusss general items of mutual community interest. ROLL CALL II Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk, Polhamus, Quast. Members Absent: None. Staff Present: Manager Flodstrom, Attorney Miller, City Engineer Rose. Public Present: J. McGill, D. Rudolph, J. Miller, H. Frazer, K. Sweeney, H. Berglund, C. Rennie, M. Hunt, W. Hatch, J. Falk, E. Tinkham. III LEGISLATION I The first subject to be discussed with the Port of Port Angeles officials was economic development in the Port Angeles area through a cooperative City/port effort. Jerry Hendricks, Port Executive Director, was present to explain the status of the new Airport Industrial Park and the Port's efforts to attract new and different industries to the Park. One incentive for new industries is the establishment of a "free trade zone" which are pieces of land exempt from the import tariff and quota regulations of the U.S. Customs Service. A free trade zone would allow firms within that zone to not pay tariffs on materials they import, and import some materials that otherwise would not be allowed into the country. Following the discussion on economic development and diversity, the Council and Port Commissioners discussed at length the development of the harbor area by the port. Subjects discussed included possible improvements to the old Angeles Sand and Gravel site and the Blackball Ferry Terminal; the current problems with transportation due to the sinking of the Hood Canal Bridge; the Port's participation, if any, in the establishment of a public Development Authority, and the Port's long-range plans for development of the waterfront area. Following a brief discussion by Manager Flodstrom and city Engineer Rose on the Lincoln park and Airport drainage problems, the Council and Mr. Hendricks discussed the Port's proposed Harbor Management Plan which attempts to resolve conflicts between existing major harbor users (ITT Rayonier, Crown Zellerbach, and Foss Tug) and the Northern Tier pipeline Company's proposed marine terminal on Ediz Hook. Mr. Hendricks pointed out the structures and log storage facilities which would be displaced by the proposed marine terminal, and explained the proposed relocation plan. The proposal would reallocate log storage facilities in the northern part of the harbor and create a large, multi-use complex along the harbor's southern shore between the City pier and Rayonier Mill. I Mr. Hendrick's presentation concluded with several comments and questions from the Council in regard to the complex being proposed by the Port, and why the City was not included in the Port and harbor users negotiations with Northern Tier, since a plan of this magnitude would have a major on-shore impact. The City's involvement in these negotiations was discussed at length, with Council- man Quast suggesting cooperation between the City and Port staffs on all areas of concern.
