CITY COUNCIL MEETING

I CALL TO ORDER
The special meeting was called to order by Mayor Haguewood at 7:00 P.M.
The purpose of this meeting is to review the City's pOlicies regarding
the oilport issue, and identify the City's current needs and solutions.

l. NORTHERN TIER PIPELINE PROPOSAL
The first item to be discussed by the Council was a review of the City's
policies regarding the Northern Tier pipeline proposal. The first speaker
was councilman Buck who moved the Council reaffirm their support of the
existing policies of the Council in relation to the Northern Tier appli-
cation. The motion was seconded by Councilman Boardman. During discus-
sion on the motion, several council members reviewed the past actions of
the Council in regard to the pipeline proposal; Councilman Buck read in
full Ordinance No. l893 which is an amendment to the City's Comprehensive
plan prohibiting an oilport within the City limits, and Ordinance No. 1894
which amends the Zoning Ordinance and prohibits an oilport in the M-2
Industrial District; Councilman Boardman read portions of the City's formal
policy on the siting of an oilport in this area and the City/County agree-
ment with oilport attorney John Keegan; and Councilman Duncan reviewed the
work done by the Oilport Task Force on behalf of the City and County.
Mayor Haguewood then opened the meeting to comments or questions from the
audience, with several residents expressing their support or opposition to
the proposed pipeline. Both the advantages and disadvantages of the proposal
were discussed, with the majority of the comments centering on negotiations
with Northern Tier and the need for mitigation of the economic and environ-
mental impacts of the proposal. Several residents expressed doubts that
Northern Tier was sincere about mitigating impacts, and commended the Council
for reaffirming their stand against the pipeline proposal. Other residents
suggested the Council continue their fight against the proposal through the
attorneys but also begin negotiations for mitigating measures. After a
lenghty discussion, the question was called for and the motion was passed
unanimously by the Council.
2. CITY'S NEEDS AND SOLUTIONS
Councilman Quast noted the late hour and moved the Council submit their sug-
guestions for the City's present and future needs to the City Manager and
continue on to the Executive Session. The motion was seconded by Councilman
Buck and carried.

The meeting adjourned at 8:50 P.M. to an
Executive Session.
