Officers present were Mayor Wolfe, Councilmen Maxfield, Thorne, Bettger, Schroeder, Basom, Ranta; Manager Herrman, Attorney Moffett and Acting Clerk Thompson. A motion was made by Councilman Bettger, seconded by Councilman Ranta and unanimously carried, '-_ to approve and place on file minutes of the meeting of January 18, 1968. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried" to accept the bid of Enger Construction Company for the Light Dept. Warehouse in the amount of $10,300.00 plus Sales Tax of $463.50. A motion was made by Councilman Maxfield, seconded by Councilman Basom and unanimously carried, that the bid of Port Angeles Cycle Hub for the Police Department motorcycle be rejected be- cause of lack of bid bond and call for new bids. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to accept the Water Superintendent's recommendation and accept the bid. of Northwest Equip- ment Company for a Massey Ferguson Backhoe in the amount of $7,721.29. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, to approve a call for bids for a one-ton dump truck for the Park Department. A motion was made by Councilman Thorne, seconded by Councilman Basom and unanimously carried, to approve for payment to Harold Kaeser Company monthly pay estimate No.2, Interceptor Sewer Schedule S, in the amount of $50,698.78. A motion was made by Councilman Bettger, seconded by Councilman Basom and unanimously carried, to approve for payment Claims Vouchers in the amount of $91,677.09; Payroll Transfers in the amount of $44,044.25 and Budget Transfers in the amount of $16,021.45. Relative to the request by Herbert Sahar that the Council take action to have the Milwaukee Railroad whistle blowing eliminated within the City, a motion was made by Councilman Bettger, seconded by Councilman Ranta and unanimously carried to concur with the City Attorney's suggestion to wait for more information and refer the matter to the City Manager for additional study and information. The City Attorney reported that he had just received another letter from Wolf, Cafferty and Wilkins, Attorneys for Olympic Disposal Company, reo garbage collection services outside the City Limits and had not had time to reply. A motion was made by Councilman Basom, seconded by Councilman Thorne and unanimously carried, that authorization be given to the City Manager to call for bids for material and equipment as required when total purchase exceeds $2,000.00. A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, to table for study the State Highway's recommendations regarding stop lights. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, to grant certification of prior service of two months, 24 days for Virgil G. Bishop. A motion was made by Councilman Basom, seconded by Councilman Schroeder and unanimously carried, to adopt, in principle, the 6-year and 20-year capital improvement plan for Park Department. II :1 The following resolution was read in full: I! RESOLUTION NO. 2-68 A RESOLUTION of the City CounciL of the City of Port Angeles adopting a revised program of expenditures for outdoor recrea- tion. A motion was made by Councilman Basom, seconded by Councilman Bettger and unanimously carried, that the foregoing resolution be adopted as read. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously to approve as read the Sublease between the City of Port Angeles and Mackie and Lewis. carried, I' carried ,; A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously to approve and place on file the Park Board Minutes of January 25, 1968. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, to approve and place on file the Library Board Minutes of January 11, 1968 and January 18, 1968. Civil Service Minutes of January 18, 1968 was acknowledged. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and unanimously carried, I.. to accept and place on file the report Progress of Sewer Project, Light and Power Work report for' December, Revenues Summary for December, Expenditures Summary for December 9, 1967 to January 20, 1968, Tyee's Construction Report, Light Dept. Revenue and Expenses, Light Dept. Balance Sheet/Surplus Analysis for the year ending 1967, Water Dept. Revenueand Expenses, . Water ! Dept. Balance Sheet/Surplus Analysis for the year ending 1967, and Water Dept. Work Report for December. A motion was made by Councilman Thorne, seconded by Councilman Ranta and unanimously carried, ~ to approve the transfer of liquor license from George Lawrence Bauman and Cecil C. Shore Memorial Pool, parking on the Vlest side of the pool, and a joint City Council~~ounty Commissioners meeting to be arran~ed by the City I Manager. A motion was made by Councilman.. Schroeder, seconded by Councilman Thorne and unanimously carried to endorse the school levy. I Relative to the sale of a portion of City property in Block 448, a motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried, to concur with the recommenda- tion of the City Manager and retain this property for future use. The Council agreed to study Harold Smith's request for clarification of the fire hazard in the former Port Angeles Bowl building which he recently purchased. The meeting adjourned at 9:15 P. M. /!
