FEBRUARY 1, 1972 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom Councilmen Haguewood, Hordyk, Lukey, Ross and Wray; Manager Puddy, Attorney Moffett, and Deputy Clerk Hobbs. Councilman Olson was absent. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani- mously carried to accept and place on file, as corrected, the Minutes of January 18, 1972. Correction was changing name of Mayor from Wolfe to Ba~om in the third para- graph on page 1. A proclamation regarding American History Month-February was read by Mayor Easom. A motion was made' by Councilman Hordyk, seconded" by Councilman Wray and unani- I mously carried to approve and adopt the proclamation as read. . Amotion was made by Councilman Hordyk~ seconded by Councilwoman Ross and unani- mously carried to approve for payment the Additional 1971'Claim Vouchers in the amount of $3,279.64; Claim Vouchers in the amount of $55,583.45 and Payroll Trans- fers'in the amount of $66,002.21. A motion was made by Councilman Hordyk~ seconded by Councilwoman Ross and unani- mously carried to concur with the Planning Commission1s recommendation and approve the request of William B. Dennis for an extension of the Conditional Use Permit granted last year to erect a duplex at 6th and "KTI Streets. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani- mously carried to concur with the Planning Commission's recommendation and approve request of Lee Homes, Inc. for installation of a septic tank and drain field on the property located on West 10th Street between "LTI and TIM" Streets. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to accept and place. on file the Planning Commission Minutes of January 24, 1972. A report on the Emanon by the City Manager, as requested by the Council, was read in full. After considerable discussion from members' of the audience, a motion was made by Councilman Lukey, seconded by Councilwoman Ross and unanimously carried to accept the report as written. This report recommends that a time schedule be suggested,vMarch 1, 1972, in which a fairly specific program of goals and objectives can be proposed by Emanon and that definite steps be taken to carry out the agreed upon goals. I A motion was made by Councilwoman Ross, seconded by Councilman Wray and unani- mously carried to refer to the Planning Commission the proposed annexation re- quest of Mr. George L. Durham, for a portion of Block 6 in Green's Belle View Addition, contingent upon him agreeing by petition to assume the existing bonded indebtedness of the City's general obligation bonds. A letter from United States Representative Lloyd Meeds, regarding states being empowered to levy a surcharge on the federal income taxes paid by its citizens, was read in full. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to authorize the City Manager to enter into any written agreement with the County to implement the allocation of monies from the Department of Ecology and the Planning and Community Affairs Agency to each county on the basis of lake"acreage of state-wide signficance, acreage of other lakes greater than 20 acres , the miles of river shorelines and the miles of saltwater shorelines under the Shorelines Management Act of 1971, Inventory Section. A report on parking meters by the City Manager, as requested by the Council, was read in full. A motion was made by Councilman Haguewood, seconded by I Councilwoman Ross and unanimously carried to implement the recommendation of providing two hours of free parking for two tokens on the off-street meters which now accommodate tokens, and that recommendation regarding on-street meters be tabled until the next meeting. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to refer to the next work session, to be held before the next regular meeting, the appointment of members to the Human Relations Commission. ft motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to authorize adoption of the TOPICS Plan, proposal for traffic survey, as presented. ~ PROCEEDINGS CF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON FEBRUARY 1, 1972 (Continued) 25~) A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unani- mously carried to accept and place on 'file the Library Report of January 13, 1972. A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani- mously carried to accept and place on file the Financial Reports for the Street, Sewer and Sanitation Departments and the Treasurerls Monthly Report. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani- mously carried to authorize the City Manager to proceed with the purchase of pro- perty within the West End Park area. I A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to authorize payment of $2,000 to Tozier's for purchase of a buil- ding by the Parks & Recreation Department for the Caretaker at Civic Field. A motion was made by Councilman Hordyk, seconded by Councilman Wray and unanimously carried to deny the following claims regarding the gas explosion of the Olympus Hotel on September 30, 1971. J. Merrick, attorney for the insurance company.' . Other subjects of discussion were present legislative bills that would cause prob- lems for the cities; several streets now needing attention because of the large holes in them; replacement for Winona Coast Guard Cutter and Funds for Ediz Hook; E.D.A.
