The Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Councilmen
Maxfield, Thorne, Cornell, Wolfe, Bettger, and Schroeder, Manager Herrman, Attorney Moffett and
Acting Clerk Thompson.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried to accept, as
received, and place on file the Council minutes of January 19, 1957.
A ,motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried that pay es-
tlffiate No.3 be made to Del Guzzi Construction, Inc. in the amount of $3,274.63 as recommended by
the Consulting Engineer and Director of Public Works.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, to approve
for payment claims vouchers in the amount of $38,733.73 and payroll transfers in the amount of
$38,250.77.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried permitting
the American Legion to sponsor a carnival using tidelands property at foot of Valley Street and
to waive the City License fee for this particular occurance.
Bernard Lynn, Civil Defense Director, discussed the proposed Civil Defense Ordinance
the City to adopt it and appoint a Civil Defense Director.

A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried that the follow-
ing ordinance be taken off table and be adopted.
ORDINANCE No. 1600
; AN ORDINANCE relating to civil defense, creating a civil defense
council, establishing the office of director of civil defense
and fixing their powers and duties.
The following resolution was read in full:
RESOLUTION NO. 2-67
A RESOULTION of the City Council of the City of Port Angeles
making transfers within the 1966 budget, and authorizing
the expenditure of funds received in eXcess of estimated
revenues.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, that the fore-
going resolution be adopted as read.
A letter from State of Washington Department of Health regarding sanitary landfill was read and
discussed. The City Manager was instructed to further study the factors involved and give more
detail to the Ccu ncil.

A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, that the
Council concur with the recommendations of the Citizens Advisory Committee and authorize the City
I Manager to proceed with negqtiations and apply for application forms for a community facil.ities
grant.
A letter of congratulations on the electric rate reduction from Northwest Public Power Association
was read.

A news release from Bonneville Power Administration announcing plans for two new thermal plants for
the Pacific Northwest was discussed.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to table any
action on a Fire Department retirement policy until the legislature adjourns in Olympia.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried to approve
the transfer of liquor license from Mabel Myrtle Pettis and Robert H. Pettis-Bob's Grocery, 1315

A letter from the Chief Probation Officer, Juvenile Department and reports from the Police Depart-
ment on stolen cars recommended that an ordinance be adopted making it illegal to leave keys in a
parked vehicle. A study session was set for February 9, 1967 at 7:30 p.m.
Upgrading of street lights on East First Street will be studied at the February 9, 1967 meeting,
as will the opening of Park Avenue near Peninsula College.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried to approve and
place on file the Library Board minutes of January 19, 1967.

on file the Budget Expenditure Report and commend the departments on their budgetary control. I'
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried to accept and
place on file the Library. out-of-town and the Treasurer's Monthly reports.
Under other business a letter from the City of Winslow opposing the cross~sound bridge at Vashon a,id
asking City of Port Angeles'\support was read; a motlon was made by Councllman Bettger, seconded bp;-
Councilman Maxfield and carried to write the City of Winslow concurring with their viewpoint so th~t
they will have this on file; the City Manager and Councilman Bettger were appointed,to make recom-~"
mendatlonson the bills before the legislature that concern the City of Port Angeles; Mr. Ratzman
inquired about lack of work activity on Ea. 1st Street and was informed that a hearing will be hel
when cost estimates and plans are ready; .1
