PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
FEBRUARY 2, 1971
The Council met in. regvlar session at 7:30 p.m. Officers present were
Mayor Wolfe, Councilmen.B~som, EQwards, Hordyk, McRevey, Olson and Ross;
ActiDg City Manager Warder, Attorney Moffett and Deputy City Clerk Hobbs.

A motion was made by Coun~ilman Hordy~seconded by Councilman McRevey aod
unanimously carried to accept and place on file as received the Minutes of
January 19, 1971.
A mot~oIl was'made by"councilmim Hordyk, seconded by Councilwoman Ro~s ';and
unanimously carried to accept the low bid of Anderson Ford Company for a 1-
new 1971 dump truck in the amount of $8,407.50 and a new 1971 van in the
amount of $2,250.00, both vehicles being for the Water Department.
A motion was made by Councilman McRevey, seconded by Councilman Hordyk and
unanimously carried to authorize permission to call for bids for a new 1971
ladder truck and a new 1971 sedan for the Light Department; and to see if
the sedan can be combined in the authorized bid call for four other sedans
for the City.
A motion was made by Councilman McRevey, seconded by Councilman Hordyk and
unanimously carried to authorize for payment $1,442.07 to CH2M for engineer-
ing services from November 26 through December 25, 1970 for the Booster Pump
Station.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to acknowledge receipt of a letter from P.U.D. concern-
ing water rates and to postpone any action until such time as a meeting can
be set up with the Public Utility District.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to approve for payment Claim Vouchers in the amount of
$98,889.91 and Payroll Tranfers $55,666.13.
The Public Hearing on L.r.D. #192 was opened at 7:42 p.m. The Assessment
Roll was presented by the Director of Public Works, who also reported the
project as being completed and in operation and there were no protests on
file. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk
and unanimously carried to close the hearing at 7:44 p.m. and authorize
reading of the ordinance pertaining to the L.I.D. #192 Assessment Roll.

The following ordinance was read in full:
ORDINANCE NO. 1710
AN ORDINANCE of the City. of Port Angeles, Washington,
approving and confirming the assessments and
assessment roll of Local Improvement District No.
192 for the construction of certain improvements
within the city and levying and assessing the
amounts thereof against certain property as shown
on said assessment roll.
A motion was made by Councilman Hordyk, seconded by Councilman Basom and
unanimously carried to adopt the foregoing ordinance as read.
A motion was made by Councilman Edwards, seconded by Councilwoman Ross and
unanimously carried to amend the Zoning Ordinance to allow construction of
multi-family residences in the CSD-Cl and CSD-C2 Zones, from the ground up,
instead of only "above corrunercial buildings;" and to permit multi-family I
residences up to and including four units in the RS-7 and RS-9 Zones,
limited to one story in height, and no closer than a minimum of 650 feet .
radius between properties on which multi-family residences could be situated.
A motion was made by Councilman Edwards ctnd seconded by Councilwoman Ross to
amend the Zoning Ordinance to allow rezoning of Suburban Lot #39 from an RS-9
to an RMF Zone, which would permit construction of multi-family residences in
this zone. Councilman Edwards and Councilwoman Ross voted "Aye," Councilmen
Basom, Hordyk, McRevey and Olson voted "No," motion denied.

A motion was made by Councilwoman Ross, seconded by Councilman Basom and unani-
mously carried to authorize the City Manager to obtain a cost estimate of hiring
a professional planner to assist the Council in making a decision on multi-
family residences throughout the city.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and
unanimously carried to accept and. place on file the Planning Commission Minutes
of January 25, 1971.

A motion was made by Councilman Basom, seconded by Councilman Hordyk and unani-
mously carried to leave on the table the street-name changes as this had not
yet been discussed at the work session.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously'carried to waive the reading of the following ordinance in full and read
the title only.
ORDINANCE No. 1711
AN ORDINANCE of the City of Port Angeles, Washington,
providing for the issuance of bonds of Local Im-
provement District No. 191 in the principal sum of
$66,000.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to adopt the foregoing ordinance.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to leave on the table the proposed land swap between the Depart-
ment of Natural Resouces and the City as this had not yet been discussed at the
work session.
The following ordinances were read. in full:

ORDINANCE NO.. 1712
AN ORDINANCE establishing a position classification
and pay plan for the Fire Department employees
for the year 1971.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1713
AN ORDINANCE of the City of Port Angeles amending
Ordinance No. 1578, and authorizing expenditure
of funds received in excess of the estimated
revenues for 1970.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani-
mously carried to adopt the foregoing ordinance as read.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to concur with the Police ChiefTs recommendation and grant a
Class itA" Dance License to Merle Lester Schildknect, LesTs Tavern.
The following resolution was read in full:

A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani-
mously carried to adopt the foregoing resolution as read.

A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to instruct the City Manager to write letters to U.S.
Senators Magnuson and Jackson; U. S. Representative Meeds and President
Nixon protesting the shutdown of the nuclear reactor at Hanover, in view
of our need for power right now.
Receipt of a letter from Senator Sapidson regarding the Community Health Center
was acknowledged and noted.
The letter from the City Attorney regarding Fibreboard Power Contract was re-
ferred to the Work session of February 8, 1971.
Councilwoman Ross mentioned the parking problem near the college. Mayor Wolfe
will contact the college regarding their parking lot.
Councilman Hordyk mentioned the invitation of Long Beach to the Olympic High-
landers and that there will be approximately 21 bands visiting Port Angeles
during Derby Days to compete against each other in a program at Civic Field.
Mayor Wolfe mentioned that the Downtown Merchants Association had approached
him regarding a downtown merchants week (first week in June) and, the Council
having no objections, it was so declared.
